  9 feet in the surf zone. For the Coastal Flood Advisory, up to 
  1 to 2 feet of inundation above ground level in low-lying areas 
  near shorelines and tidal waterways. For the Beach Hazards 
  Statement, dangerous rip currents and large breaking waves in 
  the surf zone.

* WHERE...Hatteras Island and Northern Outer Banks.

* WHEN...For the High Surf Advisory, until 9 AM EDT Friday. For 
  the Coastal Flood Advisory, until 11 PM EDT Thursday. For the 
  Beach Hazards Statement, through this evening.

* IMPACTS...Up to 1 to 2 feet of inundation above ground level is
  possible in low-lying areas near shorelines and tidal waterways
  resulting in a low threat of property damage. Some roads and 
  low lying property including parking lots, parks, lawns, and 
  homes adjacent to the waterfront will experience shallow 
  flooding. Dangerous swimming and surfing conditions and 
  localized beach erosion. Rip currents can sweep even the best 
  swimmers away from shore into deeper water. Dangerous shore 
  break can throw a swimmer or surfer head first into the bottom 
  causing neck and back injuries.

* IMPACTS...Up to 2 feet of inundation above ground level is 
  possible in some areas near shorelines and tidal waterways 
  resulting in an elevated threat of property damage. Flooding 
  will extend inland from the waterfront threatening some homes 
  and businesses. Numerous road closures and flooding of 
  vehicles will be possible. Dangerous swimming and surfing 
  conditions and localized beach erosion. Rip currents can sweep 
  even the best swimmers away from shore into deeper water. 
  Dangerous shore break can throw a swimmer or surfer head first 
  into the bottom causing neck and back injuries.

* ADDITIONAL DETAILS...The most likely time for strong rip
  currents to occur is a couple hours either side of low tide,
  which occurred at 1 PM Today, and will occur around 130 PM
  Thursday. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

.SYNOPSIS...
A large low pressure system will move into the Tennessee Valley
and remain stationary over the region through the week
producing unsettled weather.

&&

.NEAR TERM /UNTIL 6 AM WEDNESDAY MORNING/...
As of 800 PM Tues...The latest sfc analysis is showing a
stationary boundary to the south of ENC as high pressure wedges
in from the north, meanwhile a cut off low--centered over the
Tenn Valley creating all this rainy weather. Radar continues to
most of the heaviest rain is along the Gulf Stream and along the
stationary boundary just to the south, while scattered to
widespread showers across part of the area. This trend will
continue through the evening hours with most of the activity
concentrated over the coast, though some showers or even a brief
thunderstorm could move north of the boundary over southern NC.
The Hi-Res models are suggesting the stationary front may
progress northward as a warm front late tonight (after midnight),
but should remain just offshore. Chances for rain and a few
thunderstorms will continue overnight along this front.
Temperatures will remain in the low to mid 60s along the coast,
and drop into the upper 50s inland.

.SHORT TERM /6 AM WEDNESDAY MORNING THROUGH 6 PM WEDNESDAY/...
As of 420 PM Tues...Not much change in the pattern expected
tomorrow as the upper level low creeps closer to the area and a
stalled warm front remains just to the south. Scattered shower
chances will continue in the morning, but then as the cut off
low moves closer the stalled warm front will advance northward
over central NC as a surface low tries to develop. The best lift
will remain over central NC through the afternoon, however more
widespread showers or possibly heavier precip will move over the
western portion of the area, while points along the coast and
Outer Banks remain drier. Have highs ranging from the low to mid
60s across the northern tier, to the low to mid 70s across the
southern coast, as there could be some peaks of sun in the
afternoon when the warm front finally begins to lift north over
the area.

&&

.LONG TERM /WEDNESDAY NIGHT THROUGH TUESDAY/...
As of 430 PM Tuesday...A rather wet pattern will set up for
much of the remainder of the week into the early part of the
weekend as an anomalously strong closed upper low dives south
into the Tennessee Valley and linger through late week. This
low, coupled with deep low-level moisture on a moist southeast
plume of moisture, will lead to periods of heavy rain Wednesday
into Saturday, before drying Sunday into Monday.

Wednesday Night into Thursday...On Wednesday night the axis of
enhanced lift beneath a cut off upper level low will slowly
drift over the area from the west. Precipitable water values
will increase to over 1.5", and there are signs in the CAM's
that a lengthy convective line could form over coastal NC/SC
leading inland, which will slowly progress east overnight and
into Thursday. There is the potential for 2-4 inches of rain
depending on the strength and organization of convection, which
could lead to some flash flooding, but confidence is low on the
exact formation...so will hold off on any Flood Watch for now.

Thursday Night through Saturday...A strong closed 500 mb low
will remain overhead through Friday, with continued chances for
rain which could be heavy at times. The upper level low will
finally starts to lift northeast away from the region on
Saturday. Highs warm back into the 80s Friday and Saturday, as
rain coverage diminishes.

Sunday through Monday...The upper level low finally moves
offshore with mid-level ridging finally building over the
region, leading to drier conditions. With minimal PoPs, high
temperatures should warm into the lower 80s in most locations
for Sunday and Monday.

.AVIATION /00Z WEDNESDAY THROUGH SUNDAY/...
Short Term /through Wednesday Afternoon/...
As of 445 PM Tues...Very poor flying conditions expected
through the short term with mostly IFR ceilings expected.
Conditions could briefly lift up to MVFR across coastal NC later
this afternoon, including KEWN and KOAJ, but then will drop
back below IFR levels this evening. Strong inversion with front
just to the south will hold strong overnight, which will keep
ceilings pinned down below 1000 ft. Tomorrow morning there could
be some slight improvements to MVFR levels. Rain chances will
be on and off and could reduce visibilities at times.

Long Term /Wed through Saturday/...
As of 315 AM Tuesday...Widespread precipitation will lead to
frequent sub-VFR conditions Wednesday and Thursday.
Precipitation coverage diminishes somewhat Friday into Saturday
with mostly VFR conditions expected, but some periods of lower
categories will be possible at times.

.MARINE...
Short Term /Through Tomorrow/...
As of 800 PM Tues...Strong NE/E winds 25-35 kts with gusts
close to 40 kts are expected through the short term as the
gradient increases between a stalled front to the south and high
pressure building in from the north. Have issues a Gale Warning
for the coastal waters north of Cape Lookout as well as the
inland sounds and Alligator River. Seas remain elevated this
afternoon at 6-10 ft, and are expected to increase to 10-15 as
the long easterly fetch of winds strengthens overnight.

Long Term /Wednesday through Saturday/... As of 320 AM
Tuesday...NE/E winds at 20-25 with gusts to 30-35 knots are
likely Wednesday and Wednesday night. Winds diminish somewhat
Thursday into Friday, but strong backswell energy from what was
TS Arthur will send 8-12 foot seas back toward the NC coast
Thursday into Friday. Small Craft Advisories are likely to
remain in effect through at least Friday, before winds/seas
subside Saturday as upper level low moves out and a mid-level
ridge builds over the region.

.HYDROLOGY...
As of 445 PM Tues...Heavy rain is expected to become more
widespread late tomorrow and especially overnight and possibly
through Thursday. Rainfall totals of 2-4" are expected with
locally high amounts possible. This will likely lead to minor
flooding of low lying areas, and could lead to some areas of
flash flooding.

.TIDES/COASTAL FLOODING...
As of 800 PM Mon...Swell from what was Tropical Storm Arthur
moving away from the area will impact all area beaches through
late week. This will result in stronger and more frequent rip
currents along with more powerful surf and shorebreak which will
make swimming dangerous for all levels for much of this week.

The combination of strong easterly flow and long period swell
will result in a minor soundside flood threat across the western
Pamlico Sound region-- effecting the Neuse and Pamlico Rivers,
Core Sound, and Back Sound areas. Ocean overwash and beach
erosion will impact Highway 12 from Hatteras Island to Duck, as
well. The soundside flood threat will be greatest Wednesday
evening into early Thursday, with the beach erosion and ocean
overwash threat continuing through Thu evening around the times
of high tide. Minor inundation 1-2 ft agl is expected.
