.DISCUSSION...Heavy rain has fallen across much of the forecast
area over the past 12 hours. Up to 5 inches has fallen in the
Coast Range of Curry County, with an inch of rain over many
valleys west of the Cascades, 2+ inches over the Cascades, and a
half inch+ east of the Cascades. The lone spot that hasn't
received much rain is Modoc County, with a few hundredths of an
inch measured there. The Atmospheric River (AR) has overachieved
in some areas, bringing more rainfall than expected. Rainfall
rates peaked at 0.6in/hr at Red Mound in the mountains near the
Curry County coast, while rainfall rates inland peaked at about
0.3 in/hr. The rainfall rates and totals support the Areal Flood
Watch over Curry County and extreme western Josephine County, and
that continues through this evening. Latest high-resolution
models suggest the band of heavy rain streaming from Del Norte
County northeast into the Southern Cascades will shift north and
weaken some around 1pm, so expect continued moderate to heavy rain
in those areas until that time. River rises are occurring per
latest observations, but no mainstem river flooding is expected.
For most of the forecast area the conditions prior to this event,
including extreme drought conditions, were of course very dry and
providing "room" for this rainfall to be soaked into the ground
and exit via rivers and streams without causing large flooding
concerns.

In addition to increasing some of the expected rainfall today, we
have lowered snow levels some over the High Cascades where snow
levels are currently around 6000 ft, and snow is accumulating at the
Crater Lake Visitors Center per webcam. We expected an additional 5
to 10 inches of snow there. Farther south, per webcams at Mt
Ashland, snow levels are above 7000 ft this morning. Snow levels
will bump above 7000 ft everywhere late this afternoon as the warm
front pushes northward. Please see the previous forecast discussion
below that highlights our transition from rainfall concerns to wind
with strong winds possible over a large portion of the forecast area
on Tuesday. Keene

.AVIATION...For the 15/12Z TAFS...A very wet frontal system over
the area this morning is bringing a variety of conditions with
LIFR to IFR along and near the coast. Conditions are most reduced
along the Curry County coast, where an atmospheric river is
flowing inland across the Rogue Valley at this time. Inland areas
are experiencing a mix of LIFR to VFR this morning with terrain
obscurations at all locations. Low level wind shear is likely
still occuring ahead of the front in the Klamath Falls area, but
this will subside during the course of the morning.

Overall, conditions are expected to improve to VFR along the Coos
coast into the KRBG area this afternoon, but lower IFR to MVFR
conditions are likely to linger over the KMFR and KLMT areas as the
front stalls.

The front will then lift northward as a warm front tonight resulting
in deteriorating conditions, especially in the Medford area, where
LIFR fog is expected to develop. ~BTL

.MARINE...Updated 430 AM PST Sunday, 15 Nov 2020...
Winds have peaked with the strong front moving through this morning,
but will remain high and very steep, in the 13 to 18 foot range
through the morning before becoming less steep as seas transition to
northwest swell this afternoon.

After a relative break with southerly winds around 10 knots this
afternoon, winds will again increase late this evening through
Monday as a strong warm front moves through. Winds briefly become
southeasterly along and near the coast late Monday into Monday night
as they increase to gales offshore. Due to some uncertainty as to
when winds will reach gales within 10 NM of the coast due to the
shift to southeasterly and resultant blocking effects there, the
Gale Watch has only upgraded beyond 10NM of the coast as of this
morning, with the watch remaining within 10NM. A Storm Watch has
been issued for a portion of Tuesday morning as the more bullish GFS
model is showing low pressure deepening to below 980mb as it moves
east of 180W Longitude. The other operational models do not indicate
the low will deepen as much nor do they have it as far southeast,
but the more extreme solution is very much a possibility- hence the
Storm Watch. Seas are likely to peak in the 18 to 25 foot range
Tuesday before gradually subsiding.

Thereafter, conditions are expected to slowly improve. Showery
weather in SW flow will continue through Thursday before drying
under northerly flow Friday and Saturday. ~BTL

.PREV DISCUSSION... /Issued 500 AM PST Sun Nov 15 2020/

DISCUSSION...A cold front is slowly moving over the area and this
is expected to stall later this morning through tonight before
lifting north of the area Monday morning.

In the meantime, the main concern this morning will be moderate to
heavy rain with the heaviest amounts expected to be along the coast,
coastal mountains and Cascades. The Rogue Valley will get some rain,
but they could get rain shadowed some which will lead to less
rainfall amounts there. Snow levels today will range between 700-
7500 feet for the north Cascades and over 8000 feet for the southern
Cascades and Siskiyous, so any snow will be confined to the higher
peaks.

Precipitation (in terms of rainfall rates) will gradually decrease
late this morning and afternoon, but for the most part, should be
light to moderate. The frontal boundary will lift north tonight into
Monday with precipitation gradually decreasing and ending from south
to north. Monday could end up being dry and mild for most areas from
about mid morning on through the afternoon. The north and northwest
part of the forecast area will be the last to see improvement in
terms of precipitation which may not be until around midday.

Out attention then goes to the next storm, late Monday night into
Tuesday. The operational models are now coming into better agreement
with some of the details. A few things that are of concern. One, the
upper trough is expected to become negatively tilted as it
approaches the Oregon coast early Tuesday morning. This is of
concern because this typically is a sign the storm is strengthening.
At the same time there's some indication a low could develop and
deepen inside of 130W and move northeast over the northern marine
waters Tuesday morning. If this pans out, this could result in a
major wind storm, probably across the entire area (including here in
the Rogue Valley) due to very strong 700 mb winds of 70-80kt area
wide. Pressure gradients remain fairly consistent are shown to be
around -10mb MFR-RDD. Given confidence is becoming higher
significant winds are expected, a high wind watch has been issued
for the coast (mainly the south coast), Shasta Valley, portions of
the Rogue Valley and eastside. Keep in mind the coverage area and
timing of where the watches are could vary and it's likely these
will be upgraded to a warning at some point along with wind
advisories that will cover a larger portion of the area. Stay tuned
for this.

The operational models are now in pretty good agreement with the
timing of the front on Tuesday in terms of precipitation. Even most
of the individual ECMWF ensemble members suggest a later arrival of
precipitation which would not be until later Tuesday morning.
Precipitation will reach the coast Tuesday morning, then move inland
during the day. However downsloping in the Rogue Valley and winds
could delay the onset of precipitation there until around midday or
early afternoon. Rainfall amounts Tuesday are expected to be
heaviest along the coast, coastal mountains, western Siskiyou
county, Cascades and the Mount Shasta area due to upslope flow
enhancing precipitation rates there.

Westerly onshore flow will keep unsettled weather going through
Wednesday, then all signs are pointing towards a break in the
weather Thursday through at least the first half of next weekend.
Another front could be knocking on the doorstep Sunday, but there is
variability on the timing of the front. However most individual
ensemble members are showing a later arrival of the front which
could be next Sunday night. -Petrucelli
