.DISCUSSION...Latest radar is showing some pretty good showers
moving through the Umpqua Valley and into the Cascades/Siskiyous
on northwest flow aloft behind today's impressively windy cold
front. We've massaged some of the winter headlines, canceling
some while allowing others to remain intact. Best snow showers
will be in the mountains north of Highway 140 overnight with 3 to
perhaps 6 inches of additional snowfall by early morning. South of
there, snow showers will be much more sparse. We've allowed
winter weather advisories to remain in place east of the Cascades
until just after midnight. We're not really expecting much
additional snowfall, but roads that were wet and untreated earlier
today are likely icing up this evening. These advisories will
expire at 1 am. The ones in the Cascades end at 4 am Saturday.
We won't have much time to relax though as the next strong
frontal system takes aim at the PacNW coast Saturday
afternoon/night. This one is poised to bring another wind storm to
the coastal waters and the coast. Storm warnings are already up
for the marine zones, with a high wind watch along the coast.
Mid-level winds are pretty strong (55-65 kt) east of the Cascades
in Oregon as well, so we have added a high wind watch to the
mountains and near Summer Lake. Advisory level winds could also be
reached just inland from the coast into portions of western
Douglas, eastern Coos/Curry Counties and western Josephine
Counties. While winds aren't as strong to the south, there is
probably just enough gradient to bring advisory winds to the
Shasta Valley too. Snow levels with this system will start out
around 4000 feet Saturday, but will rise above 6000 feet late
Saturday night. This will keep most winter impacts at the higher
elevations of the Cascades. We have another winter weather
advisory out for Saturday afternoon/night from about Crater Lake
northward. We are watching this system too for the potential for a
brief period freezing rain as precipitation comes in over a
fairly cold air mass, especially near or east of the Cascades. It
shouldn't last too long, but there is a chance overnight Saturday.
This system will bring another healthy dose of rainfall overnight
Saturday into Sunday morning, especially west of the Cascades, but
again, this doesn't appear to be a heavy enough event to be too
concerned about flooding/debris flow at area burn scars. We'll
call it a low risk for now.
That frontal system will stall and then lift back northward
Sunday night into Monday as upper ridging slides across southern
California. This will then set the stage for a very potent low
pressure system to develop off our coast. Models are showing
deepening low pressure moving NNE along or just inside 130W Monday
night into Tuesday. This could result in a major wind storm,
probably across the entire area (including here in the Rogue
Valley) due to very strong 700 mb winds of 70-80kt area wide.
Early pressure gradients are shown to be around -10mb MFR-RDD.
Stay tuned as we hone in the details for this event. The cold
front will press onshore Monday night, then move east of the
Cascades on Tuesday. Expect rain and lowering snow levels to
accompany this frontal passage. Westerly onshore flow will keep
unsettled weather going into at least the middle of next week.

.AVIATION...For the 13/00Z TAFS... A cold front has moved through
the area and relatively cooler, drier and unstable air filtering
into the region. For tonight, there is a low probability for
IFR/LIFR ceilings in the valleys tonight with low stratus and fog.
Otherwise, MVFR will continue to prevail through tonight with some
isolated showers. The next system will move into the region on
Saturday afternoon and evening. Look for more wind shear concerns
along the coast late with rain at many of the terminals by Saturday

.MARINE...Updated 830 PM PST Friday, 13 Nov 2020...
Relatively lighter west winds have settled into the waters and will
continue through the evening and overnight hours. However, Heavy
northwest swell has increased this afternoon and will remain high
and steep through tonight.
Another frontal system will bring another round of gales Saturday
afternoon into early evening, with storm force wind gusts from Port
Orford north. Seas will remain high and steep after this front moves
through Saturday. However, winds will lower Sunday into Monday
morning after the frontal passage.
The active pattern will then continue next week when another low
comes up from the south and strengthens over the waters Monday
night. This front is looking once again to be a very strong
southerly wind system, with possible storm force winds. However, at
this time the winds are looking to have an offshore component north
of Cape Blanco, before turning to the southwest at the tail end of
the front, tucking the winds up to the coast north of Cape Blanco.

.PREV DISCUSSION... /Issued 240 PM PST Fri Nov 13 2020/
DISCUSSION...A cold front has pushed through the forecast area
this afternoon, and high winds, heavy rain, and heavy snow have
been observed with the front. Many high wind reports have come in,
and power outages have occurred with these winds, primarily at
the coast, around Josephine County, and east of the Cascades.
Additionally, high winds (58mph+) were observed along Interstate 5
near Weed today. Winds have diminished at the coast, but gusty to
windy conditions continue for inland areas. Winds will gradually
diminish overnight. Snow has been heavy at times, primarily above
4500 ft elevation and higher in recent hours, but snow levels will
lower tonight behind the front, and expect snow to overspread
areas from the Cascades and Siskiyous eastward. Winter Storm
Warnings continue for the mountains, and we have a Winter Weather
Advisory out for most areas east of the Cascades where several
inches are possible. Rain totals so far with this storm have
ranged from several inches at the coast (Red Mound highest around
3 inches) to around a quarter to half inch over West Side valleys
and a general quarter to half inch over Northern California and
areas east of the Cascades. Precipitation will diminish tonight.
There won't be much of a break before the next system arrives in the
form of a warm front late Saturday. This will bring high wind
potential to the coast (High Wind Watch from Saturday afternoon
through Saturday evening) and gusty winds to other areas like the
Shasta Valley, exposed high terrain areas, and areas east of the
Cascades. The warm front will bring moderate to heavy rain to the
coast Saturday night, and that combined with the winds will make
for some dangerous travel along Highway 101 and other
coast/coastal valley highways. When that precipitation arrives in
the Cascades, it will initially be in the form of snow, so a
period of moderate to heavy snow is expected between about 1pm to
midnight, and we've issued a Winter Weather Advisory for this
period of time. In some of the valleys surrounding the Cascades,
and east of the Cascades, a cold air mass at the surface with dew
point temperatures well below freezing, will create the chance for
freezing rain. Confidence on this is low to moderate, but we've
added it to the forecast and communicated this chance with ODOT
and public via weather story on our website. The freezing rain
threat generally starts around sunset and continues through
Saturday night.
The atmospheric river (AR) will edge southward to around Brookings
by late Saturday night into Sunday morning, and that will bring more
heavy rainfall to the Curry County Coast and Coast Range. Rainfall
rates will likely reach into the 0.25-0.5 inch per hour range, so
expect river rises and a chance for minor flooding on small creeks
and streams. Streamflows on rivers are about 40% of normal for this
time of year, so there's still "room" left before we have any
mainstem river flooding concerns. With that said, we'll be
monitoring latest data to see if this AR stalls and brings a long-
duration heavy rainfall event that lasts longer than recent models
suggest.
Long-term...Monday (11/16) through Friday (11/20)...The long term
begins with a warm front moving through the area to the north.
This system will bring some additional light to moderate
precipitation to areas along and west of the Cascades. That being
said, expect the Rogue Valley to get downsloped and rainfall to be
minimal (if any occurs on Monday). Snow levels will be around
8000 feet, so expect the majority of precipitation to fall as
rain.
This warm front is part of a larger low pressure system off the west
coast of California. This front is forecast to strengthen as it
moves northeastward toward Vancouver British Columbia, and it will
bring us our next bigger push of precipitation Monday night into
Tuesday. Forecast models differ highly upon timing, with operational
models preferring Tuesday, the National Blend of Models (NBM)
preferring Monday afternoon, and most of the GEFS and EC Ensemble
members preferring sometime Monday night. Have gone with the in
between solution here on timing, and shifted the NBM rain chances of
precipitation amounts to accommodate this. Snow levels will start at
around 7000 feet and decrease to around 5000 feet by Wednesday night
as the precipitation becomes more showery in nature.
The most impactful feature of this system will be the winds Monday
night. These winds will be gusty along the coast, in the Shasta
Valley, and for areas east of the Cascades (like Winter Rim/Summer
Lake). It could also be windy in the Rogue and Illinois Valleys as
well, but confidence is a little lower in those locations.
Showers will linger into Thursday, but precipitation amounts will
largely be decreasing through the forecast period through Friday. It
remains to be see whether or not we clear out on Friday, but for now
very light showers are in the forecast for areas of the Cascades,
Douglas County, and the Coast and Coast range. -Schaaf
AVIATION...For the 13/18Z TAFS... A cold front currently moving
through southern Oregon will bring a wide variety of weather
concerns to the area. First and foremost this afternoon, wind
shear and some rain and snow showers will impact locations east of
the Cascades. Winds gusts will be brisk and probably be around 35
knots later this afternoon. As for ceilings, MVFR ceilings will
likely prevail over most TAF locations for this late morning and
early afternoon given the unstable and moist environment. Periods of
VFR also seem reasonable at times this afternoon as there are spots
of clearing behind the front.
As for tonight, there is a low probability for IFR/LIFR ceilings in
the valleys tonight with low stratus and fog. Otherwise, MVFR will
continue to prevail through tonight

The gale force winds will lower and gradually shift out of the west
later this morning and early afternoon. Heavy northwest swell will
follow, building this afternoon, peaking this evening into tonight,
and then continuing Saturday. Another frontal system will bring
another round of gales Saturday afternoon and evening. This second
wind frontal passage will come close to producing gale force winds.
The active pattern will then continue next week with several fronts
that could be significant, including the possibility of another
episode of very high 15 to 25 foot seas on Tuesday. However, the
details of when and how high winds and seas will peak next week
remains vague due to run to run variability in the numerical models
due to the fast flow across the region.
