...THE TORNADO WARNING FOR SOUTHEASTERN PRAIRIE...EAST CENTRAL LONOKE
AND NORTH CENTRAL ARKANSAS COUNTIES IS CANCELLED...
                
The storm which prompted the warning has weakened below severe
limits, and no longer appears capable of producing a tornado.
Therefore, the warning has been cancelled.  However gusty winds and
heavy rain are still possible with this thunderstorm.

A Tornado Watch remains in effect until 900 PM CDT for central,
eastern and southeastern Arkansas.

To report severe weather, contact your nearest law enforcement
agency. They will relay your report to the National Weather Service
Little Rock.

.UPDATE...

...Laura now a strong tropical storm, damaging winds and flooding
ongoing across portions of southern, southeastern Arkansas...

Infrared satellite presentation of Laura this afternoon suggests
a sheared environment, evidenced by a dramatic separation of
colder cloud tops versus the apparent circulation on radar.
The center of circulation based on radar imagery is near the LA/AR
border with the most intense winds (sustained 30+ mph and gusts
55+ mph) and heaviest rain northeast of the center. Motion appears
to be just a hair E of due N and no changes to forward speed are
discernible.

Based on these trends, the most immediate area of concern resides
across roughly the southeastern quarter of the state...generally
east of a Hot Springs to Arkadelphia line and south of I-40. There
have been numerous reports of tree damage across multiple counties
as well as some structural damage in this area, most notably over
south-central Arkansas.

Damaging winds and potentially flooding rain will continue
spreading north and will affect central Arkansas -- including the
Little Rock metro -- through the afternoon and into the evening.
Discerning a more precise onset time is difficult but confidence
in increasing impacts over a large portion of the Tropical Storm
Warning has increased!

For western and southwestern Arkansas... inclined to ramp down
wording, especially concerning the flood threat, owing to a lack
of moderate or heavy rain today. While rain is still falling, it
is generally light and will not in and of itself cause issues.
There is still some potential for banded convection to develop
over this area later which would increase the threat of localized
flooding, although confidence is very low attm.

In all, this has become a fluid situation and is being monitored
continuously. To reiterate: the most immediate threat resides
across much of southern, central, and southeastern Arkansas
through the evening. Isolated tornadoes are still possible over
eastern Arkansas and a Tornado Watch remains in effect.

The next update will be the routine afternoon forecast update,
anticipated around 400 PM CDT, unless conditions warrant
otherwise.

This Hazardous Weather Outlook is for a Large Part of Arkansas.

.DAY ONE...Today and Tonight

The remnants of Hurricane Laura are expected to move into Arkansas
from Louisiana by this evening, with the system venturing to
the northeast across the state tonight.

Heavy rainfall is likely along the track of the system. Flash
flooding is possible where storms develop and move over the same
locations. Forecast rainfall amounts will range from 2 to 6 inches
for much of the area, with locally higher amounts. Flooding could
become serious in places, with high water possibly into homes and
businesses.

The area most vulnerable to flash flooding is in the west. Portions
of western Arkansas have already received heavy to excessive rain
this month, and the soil is saturated and unable to hold much
additional water.

Given this much rain, tributaries will be on the rise. Minor to
moderate flooding is projected along portions of the Little
Missouri, Ouachita, and Saline Rivers. The scope of river flooding
may become more widespread depending on actual rainfall amounts, and
where the heaviest precipitation occurs.

Gusty winds are expected to accompany this system, especially from
central into southern sections of the state. In this area, winds of
30 to 50 mph will be noted, with gusts over 60 mph possible. This
could lead to some tree damage and power outages.

There will also be a limited tornado threat across all but northwest
Arkansas, generally to the north and east of the center of
circulation. Tornadoes with inland tropical systems tend to be brief
and weak, but can certainly cause damage.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday

Rain will continue from central into northeast Arkansas on Friday as
Laura weakens. Precipitation will taper off as the day progresses.

Following Laura, an unsettled pattern is expected as a cold front
moves into the region this weekend and stalls. The front will lift
to the north early next week, and will be followed by another front
from the Plains by Tuesday or so. Chances of showers and
thunderstorms will be found near both fronts, especially across the
northern counties.

Heavy rain will be possible in the north, although the latest
forecast calls for heavier amounts from Kansas to Illinois or just
north of the state. This will depend on the placement of the fronts,
with more rain locally if the fronts venture farther to the south
than expected. Any severe weather will be spotty.
