The Flash Flood Watch continues for

* Portions of Puerto Rico and Virgin Islands, including the 
  following areas, in Puerto Rico, Central Interior, Culebra, 
  Eastern Interior, Mayaguez and Vicinity, North Central, 
  Northeast, Northwest, Ponce and Vicinity, San Juan and 
  Vicinity, Southeast, Southwest, Vieques, and Western Interior. 
  In Virgin Islands, St Croix and St.Thomas...St. John...and 
  Adjacent Islands. 

* From Saturday morning through Sunday evening

* Tropical Depression Thirteen, currently located about 615 miles
  east of the northern Leeward Islands, is expected to strengthen
  into a tropical storm sometime later tonight. Weather conditions
  will deteriorate as this tropical cyclone approaches the local area
  late Friday night into Saturday. The broad area of showers and 
  thunderstorms associated with it will likely produce periods of 
  heavy rainfall during the upcoming weekend. 

* Rainfall totals between 3 and 6 inches are expected, 
  particularly over south and east Puerto Rico, as well as the 
  US Virgin Islands. As a result, there is a high risk for flash 
  flooding, and mudslides in areas of steep terrain. Some main 
  rivers may overflow their banks. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

Tropical Storm Laura has moved away and only very minor shower 
remain-- mainly over southwest Puerto Rico and the local 
waters. Widespread flooding is no longer expected to pose a 
threat. Therefore, the Flash Flood Watch for Puerto Rico and 
Virgin Islands has been cancelled.

.SYNOPSIS...A relatively dry air mass is expected to prevail
through at least this afternoon across the area, resulting in
mainly fair weather conditions, with limited afternoon convection
across western PR. A surface induced trough is expected to move
across the area tonight into Friday, resulting in an increase
shower and thunderstorm activity. Then, Tropical Depression
Thirteen, located over the western Tropical Atlantic is expected
to move near or just north of the area during the upcoming
weekend, possibly as a tropical storm according to the latest
official forecast from the National Hurricane Center. This system
is expected to bring heavy rainfall activity, gusty winds, and
hazardous marine conditions.

.SHORT TERM...Today through Saturday...

A mass of relatively drier air along with some Saharan Dust will
continue to move over the local islands through early this
afternoon, resulting in generally fair weather conditions and hazy
skies. However, a typical shower pattern is still expected with
morning trade wind showers possibly moving over eastern Puerto Rico,
followed by limited afternoon convection over western sections of
Puerto Rico this afternoon. Significant rainfall accumulations nor
flooding is expected with this activity. Daytime high temperatures
will peak into the upper 80s to lower 90s with heat index in the
lower 100s.

A quick shift to wetter conditions is expected later this afternoon
as a surface induced trough begins to move into the northeastern
Caribbean. Increasing tropical moisture accompanied by shower and
thunderstorm activity is expected to gradually spread westward
across the islands through at least Friday morning. Moderate to
heavy rains will produce significant rainfall accumulations,
enhancing the potential for urban and small stream flooding. So far,
the most intense activity is expected to affect the eastern half of
Puerto Rico during the overnight and early morning hours. In the
meantime, will cause winds to briefly favor a more east-northeast
direction.

Once the surface induced surface trough crosses the forecast area,
increasing tropical moisture associated to Tropical Depression
Thirteen will quickly move in. Although closest approach from the
local islands is expected by early Saturday morning, model guidance
suggests that this system has the potential to bring widespread
shower and thunderstorm activity across the local islands. Storm
totals of 1-3 inches with isolated higher amounts up to 5 inches
will support a higher potential for urban and small stream
flooding, mudslides, and possible flash flooding by Friday evening
into the weekend. Although there is a slight probability (20-30%)
for tropical-storm-force winds across the local waters, specific
wind impacts over land are yet unknown due to high uncertainties
in the track and intensity of this system. Interests in Puerto
Rico and the US Virgin Islands should continue to monitor the
Tropical Depression Thirteen, while reviewing their family
emergency plan.

.LONG TERM...Sunday through Friday...

Even though the tropical cyclone is expected to be northwest of
the local area by Sunday, deep moisture associated with the outer
bands is expected to linger. Therefore, additional shower and
isolated thunderstorm activity is expected across portions of the
local area, mainly across Puerto Rico. Then, as drier air filters
in later Sunday afternoon through Sunday night, a gradual
improvement in weather conditions is expected. This improvement in
weather conditions, however, is expected to be short-lived as a
retrograding mid to upper-level trough is expected to induce a
surface trough, which is expected to move across the area later
Monday into Tuesday. Along with it, deeper moisture is also
expected to move overhead with model guidance showing precipitable
water values approaching 2 inches. Therefore, unstable weather
conditions with enhanced shower and thunderstorm activity is
possible. Another tropical wave may affect the region Wednesday
into Thursday, resulting in additional shower and isolated
thunderstorm activity. Overall, the long-term period looks to be
unsettled with multiple rainfall chances.

.AVIATION...Mainly VFR conditions expected. However, brief
MVFR conditions possible with VCSH/VCTS at TJBQ between 20/17-23Z.
Surface induced trough will bring VCSH to Leeward and USVI terminals
after 20/20Z and TJSJ/TJBQ after 20/22Z. Light and variable winds
for PR terminals expected overnight, turning from the ENE at 10-15
knots with higher gusts and sea breeze variations after 20/14Z. ENE
surface winds at 10-15 knots will continue for USVI and Leeward
terminals through the period.

.MARINE...More tranquil marine conditions are expected today with
seas expected to range between 3 and 5 feet across the regional
waters. Marine conditions are expected to deteriorate
significantly late Friday and into the upcoming weekend as
Tropical Depression Thirteen, which is forecast to be a tropical
storm by this period, crosses the area. There is a moderate risk
of rip currents across several of the local beaches of the islands
for today.

.FIRE WEATHER...Latest surface observations indicate KBDI values
across Camp Santiago at around 617. For today, a relatively dry
air mass is expected to prevail, allowing relative humidity
values to drop in the mid to upper 40s. In addition, sustained
winds are expected to be around 15 mph with frequent higher gusts.
Therefore, there is an elevated fire danger threat across the
southeast coastal plains of Puerto Rico and a fire danger
statement has been issued accordingly.
