...A Flood Warning continues for portions of the following waterways 
in Indiana...

  East Fork White River...Wabash River...White River...


.The flood threat continues on the Wabash, White, and East 
Fork White Rivers as a result of recent precipitation events, the 
greatest of which brought up to about 2 inches of liquid or liquid 
equivalent.  As of early Thursday afternoon, crests were near 
Covington and Vincennes on the Wabash River in western Indiana, from 
Spencer to Newberry on the White River in central Indiana, and 
slightly upstream of Seymour on the East Fork White River in southern 
Indiana.

Over the past 24 hours, ending early Thursday afternoon, the flood 
threat ended at Nora, Ravenswood, and near Centerton on the White 
River in central Indiana, Clinton on the Wabash in west central 
Indiana, and Edinburgh on the Driftwood River in central Indiana.  
Flood threats now exist for near Rivervale and at Williams on the 
East Fort White River in southern Indiana.

Flooding on the lower reaches of the Wabash and White Rivers is 
expected to last as late as Sunday, February 23.  On the East Fork 
White river flooding will run as late as Wednesday, February 19.

Flood impacts should mainly be confined to roads near the waterways, 
agricultural land, bottomlands, and levees.  Please see the specific

Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* Minor flooding is occurring and Minor flooding is forecast.
* Forecast...It will rise to near 15.7 feet by late tonight then 
  begin falling. It will fall below flood stage Sunday morning.
* At 15.6 feet...Jackson County Sheriff's reported following roads 
  closed when the river experienced a minor rise after the Great June
  2008 flood:  SR 235 east of Medora to Covered Bridge, CR 300N east 
  of Honeytown to Shieldstown, CR 225W between CR 300N and Slab Road 
  River Bridge, CR 410W from US 50 to Vallonia, Newford Road, west 
  from Vehslage Road to the 5000 block east, CR 400E from Newford 
  Road south to Shieldstown, CR 150 E from CR 3000N to CR 4000N, CR 
  100E from CR 3000N to CR 4000N and CR 700E by CR 800N.

* Flood stage is 20.0 feet.
* Minor flooding is forecast.
* Forecast...Rise above flood stage by Friday afternoon and continue 
  to rise to near 23.0 feet by Monday morning.  It will fall below 
  flood stage by Wednesday afternoon.
* At 22.0 feet...A few local county roads begin to flood and are 
  impassable.  These include Buddha Road south of the gage and 
  Lawrenceport Road.  All local roads across the East Fork of the 
  White River are threatened by high water, and some are closed.  
  Flooding of agricultural lands in Lawrence County is in progress.

  Williams was flooded and locals used Ridge Road to travel to 
  Bedford.

* Forecast...It will rise to near 20.2 feet by Friday morning then 
  begin falling. It will fall below flood stage late Monday night.
* At 20.0 feet...Water is at Critical levels for makeshift levees.  
  Most of bottomlands flood.  Old Vincennes road and State Road 358 
  between Plainville and Edwardsport are impassable by several feet.
  High water surrounds river cabins.  This type of flood occurs on 
  average about once a year.

* Forecast...It will rise to near 21.1 feet by late Sunday night then
  begin falling. It will fall below flood stage Saturday February 22.
* At 21.0 feet...During May 2008 and March 2011...flood waters recede 
  from State Road 257 south of Washington when Petersburg was 21 feet
  and falling and Shoals slightly below 15 feet and falling.  During 
  March 2011...White River was rising very slowly and Shoals dropped 
  to 14.7 feet and was leveling off.

.The flood threat continues on the Wabash, White, and East Fork 
White Rivers as a result of recent precipitation events, the 
greatest of which brought up to about 2 inches of liquid or liquid 
equivalent.

Flooding on the lower reaches of the Wabash and White Rivers is 
expected to last as late as Sunday, February 23.  On the East Fork 
White river flooding will run as late as Wednesday, February 19.

Flood impacts should mainly be confined to roads near the waterways, 
agricultural land, bottomlands, and levees.  Please see the specific

.The flood threat continues on the Wabash, White, and East Fork 
White Rivers as a result of recent precipitation events.

Flooding on the lower reaches of the Wabash and White Rivers is 
expected to last as late as Saturday, February 22.  On the East Fork 
White river flooding will run as late as Wednesday, February 19.

Flood impacts should mainly be confined to roads near the waterways, 
agricultural land, bottomlands, and levees.  Please see the specific

  feet of water.  During the January 2005 flood...this area would 
  have been near the "bottom" of the river...underwater by nearly 17 
  feet.  In the great March 1913 flood...more than 25 feet of water 
  would have covered this location.

.SYNOPSIS...
Issued at 231 AM EST Thu Feb 13 2020

Low pressure over eastern Kentucky will exit the region today as
an arctic cold front over the Central Plains pushes into Central
Indiana. This will result in some snow showers ahead of the front
this morning. Very cold high pressure will then build across
Indiana tonight. This will result in dry but very cold weather for
the start of the weekend.

The blast of cold air will be short lived...as the arctic high
will quickly depart to the east by Sunday...allowing warmer
southwest flow to arrive for the end of the weekend.

Chances for precipitation will return early next work week.

.NEAR TERM /Rest of Today/...
Issued at 1040 AM EST Thu Feb 13 2020

Deeper moisture beginning to shift east and as a result...steadier
snow has become much more scattered over the last hour or two.
1530Z temperatures largely remain in the upper 20s and lower
30s...but the Arctic front is on the doorstep to the forecast
area.

The focus for the rest of the day will be largely on the
progression and passage of the Arctic front which will bring a
rapid and notable temperature drop through the afternoon. Current
temperatures are not expected to climb any further with a steady
drop commencing as soon as the boundary passes over the next few
hours. Single digit temperatures reside as close as western
Illinois currently and while do not expect those temperatures over
the forecast area until after dark tonight... likely to see teens
and lower 20s over much of the region by sunset.

Widespread snow is not anticipated for the rest of the day as the
deeper moisture is moving away from the region...but the presence
of subtle instability and steepening lapse rates in the strong
cold advection behind the front will likely be enough to generate
scattered snow showers and flurries through the afternoon over
much of the northern half of central Indiana.

.SHORT TERM /Tonight through Saturday Night/...

Issued at 231 AM EST Thu Feb 13 2020

Models are in good agreement this period.

The deep upper trough is expected to push across and east of
Indiana by Friday...allowing ridging to build across Indiana and
the Great Lakes for Friday Night into Saturday. As the upper flow
once again becomes more zonal...a weak trough aloft is expected
to push across the region on Saturday Night. However this will be
a moisture starved system.

Meanwhile at the surface...tonight and Friday and arctic high
pressure system is poised to push across Indiana before reaching
the middle Atlantic states on Friday night. Return flow begins
begins Friday night...as the coldest of the cold air begins to
exit...giving us a quick rebound in temperatures for Saturday.
however Little moisture will return as the orientation of the
departing high effectively blocks gulf flow into the Ohio valley
as a W-SW lower level flow is more predominate.

Forecast soundings and Time heights depict all of this with a very
dry column through the weekend...with some saturation arriving
aloft with the return flow. Thus will trend toward some increasing
clouds with the departure of the high.

.LONG TERM /Sunday through Thursday/...

Ensembles continue to be in good agreement with respect to a mid-
level trough pivoting east, with strong southwest flow arriving
late in the weekend into early next week. This suggests a warming
trend Sun thru Mon; however, guidance then turns towards a
returning weak trough the final periods of the current extended
forecast. Overall expect temps to remain above normal, with highs
likely approaching mid/upr 40s Sun, then making a run at 50 Mon
with a weak frontal boundary skirting the area and possibly
bringing temps back into the 30s for the remainder of the
extended. At this point any weather systems that approach the
region will likely be mainly rain, with the exception of any
overnight precip that could produce some light snow showers or
flurries.

.AVIATION /Discussion for 131800Z TAF Issuance/...
Issued at 1142 AM EST Thu Feb 13 2020

MVFR restrictions will continue into the evening with an
occasional dip into IFR possible early. VFR returns overnight into
Friday.

Arctic frontal boundary passing through western Indiana as of late
morning and will continue its eastward push across the region into
the afternoon. Winds will shift to northwest and immediately
become gusty once the front passes...with gusts into the 20s
likely persisting until near or just after sunset. Cannot rule out
scattered snow showers and flurries through the afternoon as lapse
rates steepen...but any visibility restrictions at the terminals
from snow should be brief.

Strong high pressure will begin to exert its influence tonight
into Friday as it moves into the region. Ceilings will lift then
gradually scatter late tonight as drier air builds in. Expect
mostly clear conditions by mid morning Friday with light
northwest winds.

Outlook: Scattered snow showers and flurries will continue into this
evening...especially across the northern half of central Indiana.
Bitterly cold air will expand into the region later today and
tonight.

Hazards: Visibilities may be briefly reduced in snow showers. Little
to no additional snow accumulation is expected. Subzero wind chills
tonight.

Impacts: Slick and snow covered roads and surfaces. As temperatures
fall through the afternoon...untreated roads may become icy in spots.

Timing: Snow showers and flurries will continue into the early
evening. Subzero wind chills will develop overnight.

Discussion: an Arctic front will sweep through central Indiana late
this morning and early this afternoon. Much colder air will build
into the area behind the front later today and tonight. Scattered
snow showers and flurries will linger for much of the rest of the day
with primarily dry weather tonight.

Outlook: Subzero wind chills are likely Friday morning.

Discussion: An arctic high pressure system will arrive in Central
