Had a chilly start to the morning with temps in the lower 30s, but we
have warmed up nicely into the mid to upper 40s across the TN Valley.
VIS satellite shows fog and low clouds across NE AL are slowly
dissipating this morning and once this is gone, we will see plentiful
sunshine across the board today. Sfc high pressure off to our east
will provide a southerly fetch, increasing temps and moisture.
Pressure gradient will increase as our next system approaches and
provide a breezy day with southerly winds ~10kts and gusts 15-20kts.
This will allow for daytime highs to reach the lower 60s! Get out
and enjoy the warm and dry day before showers and thunderstorms
return early tomorrow.

.SHORT TERM...(Tonight through Tuesday)
Issued at 321 AM CST Sun Feb 9 2020

A very wet pattern is shaping up for the early part of the upcoming
week as a front will drop south into the Tennessee Valley region and
stall across Central/North Alabama. This will result in a prolonged
period of moderate to heavy rainfall, with widespread rainfall totals
of 2.5 to 4 inches (with locally higher amounts) expected across the
region by Tuesday evening. Given the very wet soils and swollen
creeks/rivers, the threat for widespread flooding will increase
markedly over the next 24 to 48 hours. For this reason, have issued a
Flood Watch to highlight this risk that is in effect from 12z Monday
to 00z Wednesday.

Dry weather this evening will quickly give way to increasing clouds
and eventually some light to moderate rain showers after Midnight as
a weak cold front approaches the region from the northwest. Aided by
an amplifying subtropical ridge over the Central Caribbean and Gulf
of Mexico, tropical moisture will continue to filter into the area
ahead of this boundary, with PWATs increasing into the 1.5 to 1.7
inch range by midday Monday -- in the 99th percentile for early
February in this area. With a slow-moving frontal system, there
appears to be a large window for widespread showers and thunderstorms,
from late tonight through Tuesday afternoon as the boundary finally
shifts out.

There are several factors that point to this being a widespread and
potentially significant setup for flooding. First, the Tennessee
Valley region has received 20-25 inches of rain in the past 60 days
(about 200 percent of normal), with 4-6 inches occurring just a few
days ago. The soils cannot take much rainfall and most of what falls
will simply become runoff. With rivers/creeks still in flood and/or
at capacity, the added rainfall will only exacerbate these flooding
conditions. Second, a slow-moving/stalled front will serve as a focus
for the aforementioned tropical moisture in place, with a fairly
deep warm cloud layer (for early February) noted on soundings.
Elevated instability will also allow for some sustained updrafts
(deeper convection) and the potential for some isolated
thunderstorms Monday afternoon through Monday night. In short, these
showers and storms will be very efficient rain producers. Finally
with the mean flow moving parallel to a slow-moving boundary, the
setup for "training" of showers and thunderstorms will be optimal.
In other words, the potential for several rounds of moderate to heavy
showers and storms moving over the same areas along and near the
front are likely. For these reasons it is critical those that are in
flood prone areas review their safety plans and be ready to take
action if warnings are issued for their area later this week.

For specific hydrologic impacts, please continue to reference the
updated Hydrologic Outlook and Flood Watch products issued early this
morning. It should be noted that another round of heavy rainfall
will exist later in the week for Wednesday and Thursday. More on this
in the section below.

Otherwise, temperatures will be well above above normal in this
period with highs in the low 60s and lows in the mid 40s to mid 50s.

.LONG TERM...(Tuesday night through Saturday)
Issued at 321 AM CST Sun Feb 9 2020

The stalled cold front will lift north by late Wednesday, and an
additional round of heavy rainfall would accompany this late
Wednesday and Thursday morning. Some notable differences in guidance
still exist. For one, the GFS has trended farther north with the
highest QPF axis for the 00z run. This would keep the heaviest
rainfall over the Memphis/Nashville area, but would still further
exacerbate ongoing flooding issues across the Tennessee Valley. The
ECMWF is a little slower at this time, and brings a band of heavier
rain through along the cold front after midnight on Thursday.

Due to continued uncertainty, we will stick with blended guidance for
now with the highest PoPs overnight Wednesday into Thursday morning.
Would not rule out a rumble or two of thunder during this time given
some marginal instability. The axis of vorticity aloft will lift
north over the Great Lakes region by Thursday afternoon, ushering the
cold front to our east and bringing the rainfall to an end by
Thursday night. This second round will bring an additional 2-3" of
rainfall to the area by Friday, prolonging the risk for flooding
through the end of the week. Residents in and near flood prone areas
will want to keep a close eye on the forecast as these amounts can
and will likely be tweaked a little as guidance comes into better
agreement.

With the exception of mid 60s highs on Wednesday, temperatures will
be close to seasonal norms in the extended period following the cold
front on Thursday. For now, the beginning of the weekend looks dry,
with high temperatures in the upper 50s on Saturday.

VFR conditions will prevail today as clouds continue to filter into
the region ahead of a developing low pressure system to the west.
Winds will also increase and become gusty at times from the south to
southeast. A cold front will approach the region after sunset, with
ceilings gradually lower through the night. Late in the period,
light rain showers and lower MVFR ceilings will develop across the
region as the boundary begins to sag south into the Tennessee Valley.

This Hazardous Weather Outlook is for north Alabama and portions of
southern middle Tennessee.

.DAY ONE...Today and Tonight...

Flooding will continue in area rivers, creeks, streams, and other
flood prone areas due to runoff from recent rainfall. If you
encounter a flooded road, please turn around, don't drown.

.DAYS TWO THROUGH SEVEN...Monday through Saturday...

Multiple rounds of locally heavy rain and thunderstorms are expected
across the region from Monday through Tuesday night, with 2.5 to 4
inches of rainfall possible, with locally higher amounts. This will
result in an enhanced threat for areal flooding, and worsen river
flooding in the Tennessee Valley. A Flood Watch is in effect from 6
AM Monday to 6 PM Tuesday over the entire area.

The threat for locally heavy rainfall will extend further into next
week, but this portion of the forecast is more uncertain at this
time. Because of saturated soils, any additional rainfall will be
entirely runoff, exacerbating any ongoing flooding. For more

product.

.SPOTTER CALL TO ACTION STATEMENT...

Activation of storm spotters and emergency management personnel is
