Safety message - Turn around, don't drown. Don't travel through
flooded areas. Most flood deaths occur in vehicles.
People living in the Red River basin should monitor river levels
while the river is in, or near, flood.
River forecasts use 24 hours of forecast precipitation between April
1st and October 1st, and 48 hours otherwise. However, depending on
the situation, forecasts may include precipitation expected through
the next 72 hours.

.Flooding from snowmelt continues along Red River and its tributaries
in both North Dakota and Minnesota. Major flooding is expected along
the Red River at Grand Forks and Oslo as well as along the Sheyenne
River at West Fargo and Harwood. Flood crests are not yet forecast
along the Red River at Drayton and Pembina with a potential crest
around major flood stage in mid to late April possible. Minor to
moderate flooding is forecast at many sites along the Red River,
Sheyenne River, and Minnesota tributaries. Backwater and continued
snow melt will cause elongated crests for some sites, particularly
along the Red River at Grand Forks and Oslo. Secondary crests are
forecast for many sites due to expected melting of recent snow. Ice
is still present in some rivers within the central and northern Red
River basin which may cause water levels to fluctuate.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Safety message - Turn around, don't drown. Don't travel through
flooded areas. Most flood deaths occur in vehicles.
This forecast does not account for ice jams that can quickly raise
local river levels with little or no notice.
People living in the Red River basin should monitor river levels
while the river is in, or near, flood.

.Temperatures will remain above freezing for most of the night. This
warmth will keep the rivers flowing and cause river levels to rise
again for most tributaries. Many rivers were rising or are forecast
to rise as the recent snowfall melts. Ice is still present in some
rivers within the central and northern Red River basin which may
cause water levels to fluctuate. Minor to moderate flooding is
forecast at many sites along the Red River, Sheyenne River, and
Minnesota tributaries.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Safety message - Turn around, don't drown. Don't travel through
flooded areas. Most flood deaths occur in vehicles.
This forecast does not account for ice jams that can quickly raise
local river levels with little or no notice.
People living in the Red River basin should monitor river levels
while the river is in, or near, flood.
River forecasts use 24 hours of forecast precipitation between April
1st and October 1st, and 48 hours otherwise. However, depending on
the situation, forecasts may include precipitation expected through
the next 72 hours.

Mixed precipitation band associated with 850mb frontogenesis
continues to push slowly eastward with freezing rain/sleet in our
far eastern counties and a band of 5-9 inches of snow on the west
side of the band. Another, lighter snow band with the 700mb
frontogenesis continues to spread into the Devils Lake Basin and
will bring a couple of inches of more snow. Upshot of all of this
is the winter headlines will continue, with hazardous travel
conditions across most of the CWA.
UPDATE Issued at 650 PM CDT Thu Apr 2 2020
Band of heavy precipitation continues across the Red River Valley,
with a lighter band further west over central ND. The heavy band
continues to have some FZRA/sleet on the east/warm side of the
boundary with snow reported on the west side. The boundary will
continue to push very slowly east, so kept high POPs with only a
few minor tweaks to tighten the heavy QPF band. Devils Lake Basin
is currently seeing a bit of a lull, but think the band over
central ND will make its way into that area in the next few hours.
Made some minor tweaks to reflect this but overall will continue
to keep our forecast and headlines pretty close to what we have
going.

.SHORT TERM...(This evening through Friday night)

The current winter storm remains the main impact for the entire
forecast period. A strong thermal gradient remains across the
area, so there is just about every type of weather ongoing. There
are no plans to change any headlines with this forecast package.
Currently the rain/snow line is somewhere along the eastern edge
of the Red River Valley. The main band of precipitation extends
from southeast North Dakota into the northern Red River Valley.
Getting reports of a wintry mix along the eastern edge of this
precipitation band, but to the west, heavy snow rates. Easily
seeing 1 to 2 inches per hour in the echoes from Mayville down
toward Oakes/Forman. All it takes is for these echoes to remain in
place for 4 to 6 hours, and some spots could see up to a foot of
new snow. Have had a bunch of reports of golfball-sized snowflakes
under these stronger echoes...and even a few reports of thunder.
Banded snow can bring wide ranges in snowfall over short
distances, so not everyone would be getting the higher end
snowfall amounts. In addition, the snow is initially heavy and
wet, and is compacting. So how much falls depends on when it is
measured.
So expect this current band within the Red River Valley to
continue to lift northward. There are more echoes over western
South Dakota that may yet affect the Devils Lake region this
evening...and more echoes over eastern South Dakota that should
move up into the northwest quarter of Minnesota tonight into
Friday morning. So not everyone will be affected at the same time
with the same type of weather. But think it will continue into the
evening, then conditions will improve first across western
portions of the Devils Lake region. Conditions will take the
longest to improve on Friday for areas east of the Red River
Valley.
.LONG TERM...(Saturday through Thursday)

One short wave passes through the FA Saturday night, mainly bringing
a chance of light precipitation to areas along the Canadian border.
Lots of uncertainty develops by Sunday into Monday, with the
potential for another light precipitation event along/south of the
highway 200 corridor. By Monday night into Tuesday, big timing
differences come into play, but most model solutions show the
potential for a slightly more organized system. Finally, by
Wednesday night into Thursday, a 500mb low tracks through Ontario,
which could spread a little light precipitation into northwest
Minnesota. Temperatures look coolest on Saturday, slowly warming
thereafter.

Poor flight conditions continue tonight with widespread IFR and LIFR
conditions as a winter storm impacts the area...before gradually
improving west to east through Friday. Moderate to heavy snow is
expected to continue to impact the Red River Valley region through
06Z with lingering -SN through 12Z. KBJI will be the last to see the
worst conditions as this system moves west to east, with KBJI going
through a FZRASNPL mix before switching to all snow after 08Z.

A good deal of precipitation is still forecast from now through Fri.
Precipitation out to 48 hours has been included in the river
forecasts. More precipitation has bumped the river stages up a bit
and affects the river levels mainly in the 5 to 7 day time frame.
The tributaries in the southern Red River Valley were generally
slowing down their rise or were relatively steady. Tributaries in
the northern Red River Valley were generally still rising as the
melt commences.
For the main stem Red River river stages were generally steady or
falling in the southern valley and rising in the northern Red River
Valley. The Red River at Fargo and the Wild Rice at Abercrombie
don't look to achieve major flood stage now, as less precipitation
will affect those areas. But several double crests will occur
throughout the riverine system, owing to the initial snowmelt/runoff
followed by contributions from the current rain and snow event.
