.SYNOPSIS...Mild, dry, and breezy conditions are expected today.
Winds will lighten up Tuesday, but warm and dry conditions will
continue through Thursday. Widespread light to moderate rain will
arrive sometime late Friday and continue through at least early
Saturday.

.DISCUSSION...While temperatures have dropped to near and below
freezing in many areas of interior Humboldt and Trinity counties
tonight, persistent northeast winds have prevented many Mendocino
County valleys from freezing. There are a few exceptions, but
these observations appear to be located in areas that are
exceptionally well protected from the wind and are not widespread.
As such, we have converted all of the Freeze Warnings in
Mendocino County to Frost Advisories, as most areas are unlikely
to freeze at this point in the morning.
After a cool, blustery Sunday throughout the region,
temperatures will begin a modest warming trend today that will
continue through Thursday. Afternoon high temperatures will
remain in the 50s along the coast, but will climb back into the
60s today and into the low 70s Tuesday through Thursday
throughout the interior. Meanwhile, breezy northerly winds will
continue for the most part today, especially in coastal areas,
albeit with slightly weaker speeds than what was observed
yesterday. Winds will continue to weaken Tuesday through Thursday,
with generally fair conditions expected given the dry air that
will remain in place.
The next opportunity for rain continues to be Friday, as a cold
front and modest atmospheric river is expected to move through
the area late in the day. While minor timing uncertainties
remain, model guidance continues to indicate that while a soaking
rain is expected, total accumulations are likely to be generally
light to moderate. As a result, no major negative impacts are
expected from this rainfall, and it will certainly be welcome in
the region after one of the driest Februaries on record.
What is more uncertain is what happens after the Friday/Saturday
front moves through the area. Models have trended toward
developing a large cutoff low pressure system late in the weekend,
which eventually moves onto the California coast early next week
after a day or two of more dry conditions. The uncertainty here
lies in the track of this low, as current projections indicate
that the focus of rainfall will be across Central and Southern
California, including the Sierra Nevada mountains. While those
areas would also benefit immensely from the additional rain and
snow this storm would bring, Northwest California would likely
miss out on the majority of this rain under this scenario. /BRC

.AVIATION...Mostly VFR conditions are expected to prevail through
the TAF period at all terminals. Winds have mostly diminished
during the overnight period across the forecast area, though
another round of breezy conditions will be possible this afternoon
and evening along the coast, albeit much less pronounced than
yesterday. Guidance does suggest that some stratus may develop
along portions of the coast tonight, but confidence is not high,
so decided to leave it out of this TAF cycle.

.MARINE...Northerlies will begin to weaken this morning and
continue to slowly diminish through the middle of the week. The
exception being the southern outer waters, where winds will remain
elevated through Tuesday. The Gale Warnings are set to expire for
the northern waters and the southern inner waters at 3 a.m.,
decided to go ahead and let these expire and replace them with
Hazardous Seas Warnings through 9 a.m. due to the likely chaotic
sea state. These zones will continue to be monitored in case the
headlines need to be extended. The Gale Warning continues for the
southern outer waters through at least Tuesday morning. After
Wednesday, winds are forecast to remain mostly below 10 knots
through the end of the work week. The northwest swell that moved
through the waters this weekend will continue to decay through
Tuesday. Another northwest swell will move through the waters on
Tuesday.

.FIRE WEATHER...A very dry airmass remains in place early this
morning across much of the area, resulting in poor overnight
humidity recoveries. Meanwhile, gusty north winds are expected to
resume during the day Monday in a few areas, most notably along
the coast and in far eastern and southern Mendocino County,
with slightly lower wind speeds than what was observed yesterday.
In addition, temperatures are expected to be 5 to 10 degrees
warmer today than yesterday, with continued low humidity.
As a result, localized areas of elevated fire weather conditions
will be possible again today, particularly in areas that have a
higher percentage of fine and dead fuels. Warm and dry conditions
will continue through Thursday, but wind speeds will weaken more
substantially Tuesday. Widespread wetting rain is likely to arrive
