...WINTER STORM WATCH IN EFFECT FROM THURSDAY EVENING THROUGH
FRIDAY AFTERNOON...

* WHAT...Heavy mixed precipitation possible. Total snow 
  accumulations of 1 to 3 inches and ice accumulations of one 
  tenth to three tenths of an inch possible.

* WHERE...Portions of east central and northeast Kansas and 
  central, north central, northwest and west central Missouri.

* WHEN...From Thursday evening through Friday afternoon.

* IMPACTS...Power outages and tree damage are likely due to the 
  ice. Travel could be nearly impossible. The hazardous 
  conditions could impact the morning or evening commute.

Message of the Day: Winter weather returns Tuesday across the entire
area, especially for those along the MO/KS border and along/north of
the MO River. Wintry mix is expected initially with a transition to
rain (south to north) Tuesday afternoon into overnight hours.
Precipitation will end Wednesday morning, with rain potentially
changing back to light wintry mix as the system exits our region.
Ice accumulations up to 0.15 of an inch is expected across most
of the area, with up to 0.25 of an inch north of HWY 36. Snow
accumulations of around 1-2 inches are expected for most of the
area, with 2-4 inches of snow expected north of a line from St.
Joseph to Kirksville. Roads will be slick, so caution needs to be
taken tomorrow if going out on the roads.

High pressure has kept the weather quiet today, with temperatures
staying in the 30s. The pattern changes tonight as low pressure
starts approaching the area.

Precipitation will move into the area from the west-southwest
tomorrow morning. Generally speaking, we expect snow, then a wintry
mix of freezing rain and sleet, then a transition to rain Tuesday
evening. Precip will first start along the MO/KS border. We could
see some flurries or light snow as early as 4 AM for this area, but
it doesn't look like we will overcome the dry low level air until
later in the morning. So, really don't expect to see anything
reach the ground until closer to the 7-9 AM time frame. Snow is
possible for a brief time initially in these areas, but it should
quickly change to a wintry mix of freezing rain and some sleet.
The wintry precipitation will then gradually spread north and east
through the rest of the morning Tuesday. Warm surface air is then
expected to move into the area from south to north, changing the
precipitation over to rain. Our far southern counties will
changeover to rain in the late morning, with areas along I-70
changing over to rain between 1-3 PM, and those along HWY 36
changing over to rain between 4-7 PM. Areas north of HWY 36,
should changeover to rain by midnight. Right now expect ice
accumulations up to 0.15 of an inch across most of the area, with
up to 0.25 of an inch expected along and north of HWY 36. As for
snow accumulations, around 1-2 inches is expected across most of
the area, with 2-4 inches of snow expected north of a St. Joseph
to Kirksville line. A winter weather advisory is in effect for
most of the area during the day and overnight hours Tuesday.
Hazardous travel is expected during the winter weather, so take
caution if going out on the roads. The precipitation will
gradually move southeast Wednesday morning. It should be mostly
rain as it exits the area, but cold air moving in behind the
system could result in a brief changeover to a wintry mix. Very
little, if any, wintry accumulations are expected Wednesday.

One thing to keep in mind with this Tuesday/Wednesday system is
there is still some uncertainty with surface temperatures. If the
warmer air is slower to arrive, then the wintry mix will stick
around longer, increasing wintry accumulations. If the warmer air is
quicker to arrive, then the changeover to rain will occur sooner,
limiting the wintry accumulations. Surface temperatures will be
closely monitored.

Eyes then turn to a second winter storm system expected to move
through New Year's Eve night into New Year's Day. Right now, our
area is in the favorable area for snow and wintry mix. There is
still uncertainty regarding storm track though. It won't take a big
shift in the track to see a big change in precipitation types so
make sure to keep checking back for updates. With that said, at this
time it looks likely we will bring in the new year with accumulating
snow and ice.

Still looking at incoming precipitation eventually making it to
the terminals about as previously advertised, roughly around
sunrise. Initially precipitation will be snow or ice, then
transitioning to ice/freezing rain and sleet through the late
morning and early afternoon. By late afternoon enough warm air
should be moving in to get rain to stay melted on surfaces. In the
meantime through Tuesday morning and early afternoon surfaces will
be very slick. Low level wind shear is also on track to form above
the terminals with very strong low level winds.
