A mix of sun and clouds were seen today, with well below normal
temperatures, thanks to cold temperatures aloft as noted on the 12z
DVN sounding. In fact, record lows were broken or tied at CID and
DBQ this morning with 15 degrees and 21 degrees respectively.
The light snow event that occurred early this morning in the middle
of the CWA is all but gone, based on GOES 16 Day Snow RGB satellite
imagery this afternoon. Latest 17z MSAS MSLP analysis shows weak
high pressure over IA, with temperatures only in the 30s. A mid
level stratocu deck has developed this afternoon and will be a focus
for the overnight temperatures.

.SHORT TERM...(This Evening through Thursday)

Forecast focus in the near term is on the chance of flurries this
evening and cloud trends with its impact on temperatures.
Current area of clouds on visible satellite is well handled in the
850-700mb layer RH fields of the latest runs of the RAP13.
This model keeps these clouds around for much of the evening until
dissipating around midnight. A weak wave aloft and some weak low
level convergence may allow for some flurries as currently seen
across DMX and have kept mention in forecast this evening. Forecast
soundings suggest that the atmosphere will be cold enough for
flurries to be the dominant precip type, with no impacts.
Clouds will dissipate overnight tonight before more mid level and
high level clouds move in from the west on Thursday. With the
surface high overhead and near calm winds expected, falling
temperatures early Thursday is likely. As a result, I lowered mins
slightly in our northeast and if clouds dissipate quicker than
forecast, than we may need to lower temps more. These lows will be
15 to 20 degrees below normal, but not close to record lows which
are in the upper teens.

Key Messages:
*A Winter Storm Watch has been issued for late Thursday afternoon
into Friday morning in a corridor just to the south of the Quad
Cities. Heavy wet snow is expected with several inches likely.
*A band of moderate to heavy snow is expected to move into the
southwest forecast area Thursday afternoon, spreading to the ENE
through the evening into Thursday night. Although visibilities
will be reduced during the day, impacts to roads will be limited.
After sunset, slushy accumulation is likely on pavement in areas
that receive moderate to heavy snowfall. Higher accumulation is
expected on elevated and grassy surfaces.
*Since this will be a heavy wet snow, significant accumulation on
trees that have leafed out may lead to downed branches and
possibly sporadic power outages. This potential is higher for
locations that receive 5-6"+ of snow. Winds won't be too strong
but could gust up to 25 mph south of the Quad Cities.
*There is still uncertainty on the exact placement of the heaviest
snow band which could shift a little north or south in later updates.
Outside of the heavy snow, accumulations will be much lighter -
likely in the 1 to 3 inch range.
Discussion:
Large-scale troughing over the Central and Eastern U.S. will remain
in place late this week as a developing coupled upper jet translates
from the Central Rockies through the Mid/Upper Mississippi Valley. A
positively tilted shortwave trough will lag the passage of the
aforementioned jet feature, crossing Iowa and Illinois on Friday.
Model consensus is for significant isentropic upglide to
overspread parts of Missouri, Iowa, and Illinois as the surface to
850mb lows take shape across Kansas on Thursday.
The favored surface low track is from southeast Kansas into
central Indiana. The low isn't forecast to become very deep;
however, strong isentropic lift and frontogenetic response will
likely result in a period of moderate to strong ascent as low-
level WV transport pushes PWATs to 0.60 - 0.75 inches. This
environmental setup is conducive for a band of moderate to even
heavy precip with QPF over 0.50 inches south of I-80.
Forecast sounding profiles are quite cold considering it's mid
April and indicate that snow would be the dominate precip type.
One exception may be across the far southern tier of counties
where 850mb temps could eclipse 0 C. Here, a period of rain or a
rain/snow mix is possible which would greatly lower total snow
accumulations. A little further north, mostly snow is anticipated.
Some of which could become heavy with rates peaking near 1"/hr
due to the strong forcing and presence of elevated instability per
steep mid-level lapse rates. Snow ratios are tricky with a strong
omega signal at times in the DGZ but countered by a warming
lower troposphere (850mb temps between 0 to -3 C).
Used snow ratios near 8 to 10:1 because this event should consist
of fairly wet snow with near freezing surface-850mb temps. Our
current forecast, based on a model weighted blend, has the
heaviest snow band setting up slightly south of the Quad Cities
with a range of 4 to 7 inches. There is plenty of time for
adjustments on the exact north/south placement of the band. And if
any mesoscale convective elements develop, isolated higher
amounts would be possible. North and south of where the heavy band
sets up, amounts will drop off to 1-3 inches.
Friday On
Temperatures will slowly warm up into the weekend with 50s
expected on Saturday and upper 50s to lower 60s Sunday. The
warming trend will continue into early next week. The model blend
has highs well into the 60s and even lower 70s in the west by

VFR conditions are expected through 18 UTC on Thursday ahead of a
late season winter storm forecast to impact the area Thursdays
afternoon into Friday morning. Ceilings are forecast to lower and
thicken Thursday morning but remain above 5 KFT. Ceilings will
lower to MVFR at KBRl during the late afternoon and then spread
northward to KMLI and KCID by 00 UTC on Friday. Visibilities will
become MVFR to IFR after 00 UTC Friday as snow overspreads the
area. Periods of heavier snow will lead to lower ceilings and
visibilities on Thursday evening but the exact time is now known
at this time.

Issued at 1043 AM CDT Wed Apr 15 2020
No change to ongoing river forecasts on the Mississippi this
morning. Light snow mostly fell over the central portions of the
forecast area overnight, with a narrow band of 2-4 inches reported
from Washington to Muscatine to Rock Island counties. Liquid
equivalent of this snow was light, with amounts between 0.05" and
0.2" thus not impacting the Mississippi River.
The current crest has past Burlington and is nearing Keokuk and
Gregory Landing. River levels remain high and there is still
snowpack up north across southern MN and western WI from the past
weekend. However, with soils no longer frozen, expect some
infiltration of water into the ground when this snow melts and thus
responses on the rivers will be less than if the ground were more
frozen and saturated. With than being said, there is still some
uncertainty on the impact of that snow melt on the Mississippi River
locally. Any additional rains in the next 1-2 weeks could bring
additional rises.
A strong storm system is expected to move across the southern
portions of the forecast area Thursday. This system will likely
bring snow to the area with the heavier liquid equivalent amounts
remaining in MO. This would be ideal for the Mississippi in our area
and would likely keep the Mississippi falling. Looking further
ahead, dry conditions are favored this weekend and into next week,
promoting falling river levels.
