Issued at 333 AM CDT Sun Apr 12 2020

Early this morning, surface low pressure was centered over west
central Kansas with a warm front extending into the upper
Mississippi River Valley and southern Great Lakes. This was occurring
ahead of a strong shortwave centered over the southern Rockies,
which has been slowly working east over the course of the day.

In our area, showers and storms were ongoing over west central
Illinois in response to low-level WAA. Some hail was also noted in
storms early thanks to mid-level lapse rates of 7-8 C/km, which
were noted on the 00z KDVN sounding and downstream towards KTOP.
These showers and storms will be the initial concern of the short
term period before the surface low pressure arrives by late
afternoon/evening.

1) A few showers and storms mainly south of Interstate 80 this
morning before weakening, some may produce small hail.

2) Brief break in precipitation before redevelopment occurs this
afternoon and evening. Rain showers and thunderstorms are expected,
with some having the potential to produce hail/wind gusts.

3) Precip ends this evening with northwest winds increasing; gusts
to 45 MPH are expected.

Discussion...

Rain showers/storms fueled by the low-level WAA will continue for
the next hour before weakening. Once this happens, our area will see
a brief lull in activity with the decrease in large scale ascent.
However, saturated low-levels and low-level jet may provide enough
lift for areas of drizzle to continue through the morning.

Over the course of the day, the surface low pressure will quickly
traverse into the Midwest and Great Lakes, with the trailing 500 hPa
shortwave. Strong CV advection will follow the shortwave, leading to
reinvigoration of precipitation from the Ozarks into the upper
Mississippi River Valley, especially as a second shortwave from the
upper Plains phases into the southern stream.

In addition, a cold front will accompany the surface low, which will
serve as an initiator for showers and storms for the afternoon and
evening. There is potential for some storms to be strong with
increasing instability and steepening low/mid-level lapses. The main
hazards would be strong wind gusts and hail. SPC currently has a
marginal risk of severe weather over much of southeast Iowa, west
central Illinois and northeast Missouri.

Once the front passes, winds will shift and increase out of the
northwest, ushering in much colder air across the region. There is
some potential for snow to mix in with the rain as it exits, but
little to no accumulation is expected, especially with warm
grass/pavement temperatures.

The main story overnight will be the winds and dropping
temperatures, with overnight lows in the 20s/low 30s. Strong low-
level CAA will help mix down winds around 40-45 kts to the surface
beginning this evening, which will be lasting into much of Monday
before the pressure gradient slowly relaxes. During this time,
surface winds of 25 to 35 MPH with gusts up to 45 MPH are
expected, with a slow decreasing trend during the day Monday. With
this in mind, have issued a wind advisory for the entire area
through noon Monday. Winds will likely subside a little before the
expiration time, but there will still be periods of briefly
higher gusts.

Discussion:

Little change in the long term as NW flow ushers in the much
advertised below normal temperatures across the area.  Highs will
range anywhere from 15 to 20 degrees below normal for the period.
With the greening of area vegetation, we could see impacts from
potential hard freezes and frost through this period.  Guidance
attempts to bring some flurries and even some rain later in the
period. Confidence in this occurring is low at the time.

Overall a poor period for flying is expected as a storm system
approaches the area today. Early this morning, a few showers and
storms will be possible, which will bring brief bouts of MVFR
condtions primarily to KBRL. This has the potential to impact
KMLI/KCID later tonight, but have left out of TAFs at this time
due to lower confidence. Otherwise, drizzle and low clouds will
produce MVFR to LIFR condtions at these locations through the
morning. As the system approaches, rain showers and isolated
thunderstorms will increase in coverage by the afternoon, with
widespread IFR condtions expected through the evening. In
addition, winds will increase and shift to the northwest, with
gusts of 25-30 kts expected.

Crest location:

The Mississippi flood crest is currently south of LD13. Camanche
and LD14 are nearing a crest.

Discussion:

The snowmelt flood crest will continue moving downstream over the
next 48 hours with it reaching Gregory Landing, MO on Monday.

The current forecasts only takes into account about 20 percent of
the expected rainfall this weekend. The river forecasts this
evening will have 66 percent of the predicted rainfall while the
Sunday morning forecasts will have what rain has fallen and what
precipitation is still expected.

Around 98 percent of the precipitation for this event will be in
the form of rain with the potential for some snow occurring late
Sunday night into Monday morning.

The heavy rain will result in rises on tributary rivers. Parts of
some tributary rivers may go above flood stage. For the
Mississippi areas upstream of LD15 that have crested will see a
slower rate of fall. From LD15 on downstream to Gregory Landing,
MO this forecast heavy rainfall will prolong the crest at each
location. In the worst case additional rises are possible.

LD19 continues to have a crest just below flood stage. The
forecast rainfall this weekend 'could' push the Mississippi at
LD19 into flood depending upon how much rain occurs.

A winter storm will create a band of heavy snow this weekend from
northwest Iowa and southern Minnesota into northwest Wisconsin.
When this snow melts it will keep water levels high on the
Mississippi and may create additional rises on tributary rivers in
eastern Iowa.

In looking further out there continues to be a signal suggesting
below normal precipitation for the second half of April across
the Midwest.
