.SYNOPSIS...
High pressure will exit across the Maritimes tonight. Strong low
pressure will approach from the southwest late Monday and track well
west of the area Tuesday. A cold front will cross the region Tuesday
night. Low pressure will remain northwest of the area Wednesday and
continue north through Quebec on Thursday. An upper trough will
cross the region Friday.

.NEAR TERM /THROUGH MONDAY/...
12:05 AM Update:
Upgraded coastal Hancock and Washington Counties to a High Wind
Warning with this update based on the latest 0z guidance.
Confidence is now above 80 percent over these zones. A High Wind
Watch remains in effect for the next tier of zones inland where
confidence in the strongest winds mixing to the surface remains
below 80 percent. Otherwise, no significant changes were made to
the immediate near term forecast other than minor adjustments to
match observations.

Previous discussion:
High pressure sliding off the Mid-Atlantic coast combined with upper
ridging across the area will maintain a clear to partly cloudy night
tonight. The mostly clear sky and warmer air aloft will allow for a
low level stable layer and patchy fog to form. Moisture accreting on
the roads may result in some light patchy black ice as temperatures
drop a few degrees below freezing in most inland locations. Our
focus on Monday will be on a large storm system tracking north
through the Appalachians. Clouds will quickly increase through
midday and rain will spread into the Downeast region around mid
afternoon. Rain will progress north arriving in northern Maine early
Monday evening with rain getting heavier Downeast through the
afternoon. Rain will be supported by a corridor of moisture
extending from a couple hundred miles east of the southeast coast,
north into our region. The increasing gradient between high pressure
east of Nova Scotia and the low tracking north into New York state
will result in an increasing southeast wind during the course of the
day. Some wind gusts along the coast may approach 35 mph late in the
day.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY/...
By Mon evening, H5 trof currently dropping into the nrn Plains, wl
hv closed off acrs the midwest with significant moisture streaming
into the area fm the Gulf of Mexico and Atlantic. PW values look to
be on the order of 1.25 inches over Downeast areas Mon night into
Tue aftn. Upr lvl jet streak wl rapidly intensify acrs wrn
areas Mon night, leaving ern and srn areas vulnerable to heavy
rainfall.

As upr jet streak strengthens this will, in turn, lead to a
strong LLJ also dvlpng late Mon aftn. By Mon evng, this wl hv
strengthened to 75-85kts acrs sern areas of the FA. All signs
are pointing to damaging winds acrs these areas, thus have
issued a High Wind Watch for areas mainly to the south and east
of State Rte 6 tomorrow night thru Tue. Opted to linger high
winds acrs the entire Watch area thru 21z, though wrn areas
likely to experience drop off in winds shortly aft 12z. A
secondary surge in LLJ acrs Washington Cnty wl lkly keep
damaging wind threat into the aftn hrs. Wl lkly need to address
a tier or two of zones further to the north as a Wind Advisory
area, however immediate threat looks to be damaging winds over
the southeast.

In addition to the damaging winds, locally hvy rainfall is also a
threat over Downeast. Hv increased qpf totals to between 4.5-5
inches acrs coastal and central Washington County from late Mon aftn
into Tue evng. Remainder of area likely to see between 1-3
inches with most of the region seeing the heaviest rain drg the
overnight hrs. Ern zones likely to see rain come in two surges,
similar to the timing of the winds. The first will be Mon night when
1-2 inches is possible over sern areas. Rain looks to "lighten" up
for a few hrs on Tue morning before intensifying again into the aftn
where another 2-2.25 inches falls on already saturated ground. Srn
and ern areas remain in marginal risk area for excessive rainfall
from WPC this aftn.

Rainfall then moves east into NB Tue night with cooler air moving
into the region. H5 low rmns stacked ovr wrn Quebec with isold
shower possible on Wed under pcldy skies. Highs on Wed wl rmn above
normal thru the end of the period with m40s for ern areas and nr 40F

NEAR TERM:
Tonight: VFR, dropping to MVFR across the north late. Light S wind.

Monday: MVFR dropping to IFR from south to north. Increasing SSE
wind. LLWS develops late in the day out of the south.

SHORT TERM:
Mon night-Tue...IFR expected all terminals Mon night in heavy
rain. Strong wind gusts expected at BHB and BGR from the south,
approaching 45kts+. LLWS expected into Tue morning.

Tue night-Wed...IFR Tue evening, before improving to MVFR by
midnight. VFR expected Wed. S 5-10kts, gusting to 20kts in the
evening.

Wed night-Thu...VFR early, dropping to IFR/low MVFR in -shsn
across the north into Thu morning. Downeast terminals likely to
see VFR. SSW 5-10kts.

Thu night-Fri...Mainly VFR. SW 5-10kts.

.MARINE...
NEAR TERM:
Wind and seas will be below SCA tonight. Winds will increase
from the south on Monday as a long southerly fetch develops off
the east coast. Winds gusts will approach 30 kt late Monday and
seas will build up to 6 ft in response to the south wind.

SHORT TERM: Gale force winds will be ongoing at the start of the
period. Seas will build to 14 to 18 feet on the coastal waters
by Tue morning before diminishing in the evening. Seas remain
elevated above SCA levels through the day Thursday.

.HYDROLOGY...
Confidence is increasing in heavy rainfall expected over
Downeast, especially south of the State Route 6 corridor with
3, to as much as 5 inches, expected in a 36-hr period. 2-3
inches are expected in the Piscataquis and Penobscot basins with
river rises possible. Some of the Hydrological River models
show the Piscataquis River getting within a few feet of
bankfull. One piece of forecast guidance continues to bring
Dover-Foxcroft above flood stage, but it remains an outlier.
Attm, the official forecast from the NERFC keeps Dover-Foxcroft
below flood stage through Tuesday morning. The Piscataquis River
has a low river bed and tends to rise rather quickly in heavy
rain events, so it will need to be monitored if the heavy
rainfall axis shifts to the w.

The more significant concern is smaller streams and bogs
filling up and spilling over w/water spilling on the roads. This
would be more nuisance or minor flooding, with a few road
closures. The latest indicators on the soil moisture show 75-80%
across northern and central areas, while Downeast was 45-50%.
So some infiltration of rain initially is possible, especially
across the Downeast. However, with that being said, the
intensity of the rainfall especially across eastern Washington
County as being projected by the guidance and WPC, could point
to concerns for street flooding due to drains/culverts spilling
over. So, things will need to be monitored as we close in toward
the event.

.TIDES/COASTAL FLOODING...
High tide Monday night and Tuesday morning coupled w/the strong
SSE wind and high seas could lead to overwash or minor coastal
flooding. A Coastal Flood Statement has been issued for the
Monday night high tide (11 pm at Bar Harbor). Although this will
be a fairly low high tide, winds on the order of 40-45 kts and
seas nearing 10 feet may cause minor splashover.

High tides at Bar Harbor, at 11 AM Tuesday morning and 11:35 PM
Tuesday night, are forecast to be 12.0 ft and 10.4 ft. The
local wave runup does show Seawall Road seeing some overwash
during the morning cycle. Given the strong SSE winds that are
forecasted, some beach erosion is also possible such as at Rogue
Bluffs.

.CLIMATE...
We are forecasting a high of 56F on Tuesday, December 1st in
Caribou. The record high for December 1st is 48F, set in 1991.
The last time we observed a high of 56F or warmer during the
month of December was on December 14, 2010, when the high was
57F. The all-time record high for the month of December is 58F,
set on December 12, 1950. Weather records date back to 1939.

In Houlton, we are forecasting a high of 57F. The record high of
52F was set back in 1975. The all-time high for the month of
December is 59F, which was set on December 5, 1950 and tied
again on December 11, 1969. Weather records date back to 1948.

In Millinocket, we are forecasting a high of 55F. The record
high is 57F, set in 1934. Weather record date back to 1903.

In Bangor, we are forecasting a high of 57F. The record high is
59F, set in 2006. Our forecast low of 50F on Tuesday would also
break the daily and monthly record warmest low; although it is
possible the temperature may drop below 50F during the last
evening hours. The warmest December low in Bangor is 48F set on
December 20th, 1957. Finally, the record daily precipitation
for December 1st of 1.15 inches is forecast to be broken.

Along the coast, some minor coastal flooding is possible at the time
of high tide Tuesday morning due to the combination of the strong
onshore winds and very high seas.
