.SYNOPSIS...
Mother Nature has spared the region from serious winter weather of
late...but that will certainly change as we push through the rest of
the week. A storm system advancing out of the Ohio Valley tonight
will produce a slop storm of mixed precipitation for us tonight and
Thursday...then there will be the potential for a widespread
significant snowfall Thursday night and Friday when the system
slowly moves to our east. The snowfall will be enhanced southeast of
the lakes where major impacts will be possible.

&&

.NEAR TERM /THROUGH THURSDAY/...
Expansive high pressure centered over the Upper Great Lakes this
morning will build across our forecast area during the course of the
day. While this will guarantee that we will experience the
proverbial 'calm before the storm'....clouds across many of the
western counties today will be stubborn to clear.

First...there will be a wealth of alto-cu that will continue to
stream across the western counties during the morning hours. While a
break in this mid level moisture is anticipated during the midday
and first half of the afternoon...high and mid level clouds will
then thicken as we progress towards the dinner hour. Second...a
light north to northeast upslope flow under a strengthening
subsidence inversion will encourage some strato-cu...especially
across the Southern Tier and Finger Lakes region. This will boil
down to a mostly cloudy day over the western counties...although as
the inversion nears the sfc in the afternoon...there may be some
occasional breaks of sun. Meanwhile...clouds will thin to allow for
at least partial sunshine across the Eastern lake Ontario region.

In regards to temperatures...it will be a little chillier today...
partly due a change in airmass and also partly due to the
aforementioned north-northeast flow. Max temps will range from the
upper 20s to lower 30s over the western counties to the low to mid
20s across the North Country.

Conditions will significantly deteriorate tonight...as cyclogenesis
currently underway across the Lower Mississippi Valley will lead a
broad surface low that will advance across the Ohio and Tennessee
valleys. This is the much advertised storm system that was being
debated earlier in the week as to whether it would track to the west
or to the east of the Appalachians. The verdict looks like it is in
as the system will take the 'warmer' westward track. This track will
allow an initial burst of wet snow to change over to a wintry mix...
and likely to just rain for many areas. As for the details of
this...

High pressure centered over the St Lawrence Valley this evening will
exit to the east...while the broad center of the sfc low will
advance across the Tennessee. As the storm system continues its trek
to the northeast along the spine of the Appalachians...a tightening
baroclinic zone over our region will support strong baroclinic
forcing. The low level lift will be accompanied by forcing from a
H25 jet that will intensify to 180 kts over Quebec. This upper
support will persist over the region through Thursday...while the
low level forcing will weaken substantially from south to north
through the day. This will come as a result of the broad sfc low
moving to southern Pennsylvania which in turn will nudge the
tightest baroclinic zone to our north over Lake Ontario and southern
Ontario province. The steadier heavier pcpn will thus temporarily
taper off from south to north as we progress through Thursday.

The most important part of this complex system will be the pcpn
type. Initially...the entire depth of the saturated column will be
below freezing with several thousand feet of moisture in the DGZ. as
the center of the sfc low approaches...warm advection aloft will not
only modify temps aloft but will lead to drying in the previously
saturated DGZ. This will lead to the initial few hours of wet snow
that will transition to a mix of snow...sleet and or freezing rain
then to just plain rain for the bulk of Thursday. While this will
limit the amount of troublesome snow and ice...it could potentially
be a mess for Thursday morning commuters. Total ice accumulations
for this twenty four hour mixed pcpn event will range from up to a
tenth of an inch across the Southern Tier to just a trace to a few
hundredths elsewhere. Snowfall will range from 1 to 3 inches across
the Southern Tier and 2-4 inches across the lake plains of western
New York to 3 to 5 inches east of Lake Ontario. Again...those will
be 24 hour amounts.

Lets outline some timing of the onset and changeover of the pcpn.
The snow will start across the Southern Tier early this evening and
overspread the remainder of the western counties by midnight. The
leading edge of the snow will quickly work across the Eastern lake
Ontario region after midnight...while the transition to mixed pcpn
will start to take place over the southern Tier.

On Thursday...the remaining moderately heavy wet snow will continue
to change to a mix of sleet and freezing rain before completely
changing to rain over the western counties by midday. Its worth
noting that the pcpn over the western counties Thursday afternoon
will be more spotty due to the weaker forcing and mid level drying.
Otherwise...the change from snow to a mix will take about six hours
from the onset. Areas east of Lake Ontario may not complete the
change over to just rain...rather experiencing a longer duration of
snow sleet and or freezing rain.

.SHORT TERM /THURSDAY NIGHT THROUGH FRIDAY NIGHT/...
Another surface wave will develop across the mid Atlantic States
Thursday night then move northeast along the eastern seaboard into
Friday. This low will develop another round of precipitation across
the area, especially the second half of the night. Developing
northerly flow will pull down colder air changing the precipitation
back to snow, although there are still are model differences on when
this occurs. The 00z GFS remains the warm outlier, so we favored the
colder NAM/Canadian solutions and went for a quicker change over
with snow continuing into Friday. The general expectation is a 1-3
inch accumulation Thursday night with most of this falling after
midnight with the higher amounts focused across the higher terrain.

The colder solutions showing 850 mb temperatures lowering to near
-14c during Friday, favoring a period of northwest flow lake
enhanced snow, as synoptic moisture lingers across the area at least
into early Friday night. It seems plausible that there may be a
window where moderate to possible heavy accumulations could occur
Friday into Friday night. The best chance to see locally higher
accumulations would be from Rochester to the southern Tug Hill,
perhaps as far south as the Bristol Hills and over the higher
terrain east of Lake Erie. Still some uncertainty to how all this
will play out, but there is enough model support to issue a winter
storm watch for the entire area for the potential of greater than 6
inches of snow during this time frame, with the exception of the far
northwest part of the area where there should be a minimum in
snowfall around the Buffalo metro area.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
Lake effect snows look to taper off throughout the morning hours
on Saturday since high pressure will be building into the region.
The lake snows off of Lake Ontario will diminish quicker than the
snow off of Lake Erie. While there might be a brief period of quiet
weather on Saturday, a weak warm front enters the region bringing
chances for light snow enter back into the forecast Saturday night
and Sunday.

High pressure over the Ohio Valley will pass by our south on Monday.
This combined with another weak surface trough over Ontario Canada
and its associated east/west cold front will provide for some
chances of light rain or snow showers Monday morning. Widespread
showers will continue throughout the day as the cold front pushes
south.

Next system approaches the region from the Upper Great Lakes on
Tuesday. Marginal temps in mid to upper 30s results in another
mention of rain and snow.

.AVIATION /09Z WEDNESDAY THROUGH SUNDAY/...
While most areas will continue to experience VFR conditions for the
rest of the pre dawn hours (mainly alto-cu cigs)...there may be
enough low level moisture to support some MVFR conditions across
the Southern Tier and portions of the Finger Lakes region.

After daybreak...VFR conditions should be experienced for all of the
TAF sites...as a large sfc high will move across the region.

Conditions will SIGNIFICANTLY deteriorate tonight...as a storm
system will approach the region from the Ohio Valley. As VFR cigs
in the evening lower to MVFR levels by midnight across the western
counties...steady snow will break out with vsbys dropping to LIFR
levels. The same will occur east of Lake Ontario...but moreso after
05z.

Outlook...
Thursday...IFR with widespread snow changing to mixed precipitation.
Thursday night and Friday...IFR in widespread snow. Significant impacts
will be possible...especially at KROC.
Saturday...A chance of snow showers and local IFR southeast of the
lakes, otherwise mainly VFR.

.MARINE...
Moderate to fresh northwesterlies ahead of a large sfc high will
keep marginal small craft advisory conditions in place for much of
Lake Ontario early this morning...then as we progress through the
day...the expansive sfc high will drift across the region and allow
winds and waves to substantially lower.

Tonight...the surface high will exit across New England while a large
storm system will approach the region from the Ohio valley. This
will encourage easterly winds to freshen throughout the Lower Great
Lakes. While east to northeast winds could approach small craft
advisory criteria on Lake Erie toward morning...significant wave
action should not be an issue.

Winds and waves will continue to increase somewhat on Thursday...as
the aforementioned storm system will work across Pennsylvania. Small
craft advisories will likely be required by this point...mainly on
the western half of Lake Ontario.
