.SYNOPSIS...
Problematic weather in one form or another will be found across the
majority of the region this weekend...as a storm system organizing
over the Lower Mississippi Valley will eventually make its way
across our region. Flood watches remain in effect for sites that
will pick up over an inch of rain and or experience significant
snowmelt from temperatures in the 50s and 60s...and this will be
followed up by strong winds on Sunday that could exceed 50 mph from
Lake Erie to the Lower Genesee Valley. There will even be the threat
for an ice storm in the Thousand Islands region. High pressure
passing by to our north will then promote the return of fair weather
to start the new work week.
&&
.NEAR TERM /THROUGH SUNDAY/...
Numerous weather headlines are in place across our forecast area for
the weekend...as we will experience a combination of heavy rain...
high winds and possibly significant icing. Much of the blame for the
extremely unsettled weather can be pinned on a powerful shortwave
that is digging across Texas. This is the same feature that is
helping to generate severe weather across the Lower Mississippi
valley...and as we work through today...it will enhance cyclogenesis
over the Ohio Valley that will eventually give birth to a well
organized surface low. Lets dig into the details.
A nearly stalled frontal boundary...chock full of sfc waves...will
extend from southern Ontario and Lower Michigan to the Lower
Mississippi Valley this morning. In advance of this complex sfc
feature...an anomalously strong 70kt low level jet will continue to
pump an even more anomalous amount of sub tropical moisture across
the Ohio Valley to our forecast area. Both of these variables are in
the vcnty of +5 STD from normal for this time of year and have
return intervals that are in excess of a generation (30 years). As
if that were not enough...an incredibly strong 220kt H25 jet will be
in place across Quebec. All of these features present an alarming
combination for rainfall potential...particularly from the south
shore of Lake Ontario north and west.
For this morning...the aforementioned wavy frontal boundary will
remain well to our west. This will keep a tightening baroclinic zone
well to our northwest...so the steadiest and heaviest rains should
be just out of our forecast area. There will still be enough lift
from being under the right rear entrance region of the
aforementioned H25 jet and from the passing 70kt LLJ to generate
some rain over our region...although parts of the Finger Lakes and
SOuthern Tier could escape the first half of the day with little in
the rain bucket.
As we progress through the afternoon...the powerful shortwave
plowing towards the Ohio Valley will weaken a low amplitude ridge
that had been helping to hold the wavy frontal in place. This will
allow the sfc boundary and axis of deepest sub tropical moisture to
sag to the southeast and enter our forecast area. The strengthening
support will allow rain to blossom over the region...particularly
over the IAG Frontier and the North country where the rain could
become heavy at times late in the day. Rainfall amounts in those
areas will jump from about a quarter inch to over an inch by
nightfall. Its worth noting that the very strong low level jet will
pump unusually mild air into the region as well today...with H85
temps of +12c allowing most of the western counties to climb to at
least 60 f. Its not out of the question that new record max temps
could be reached at Buffalo (61/2018) and even Rochester (63/1975).
The frontal boundary will become draped across our forecast area
this evening where it will become a path of least resistance for the
well organized surface low to track out of the Ohio valley. Strong
frontogentic forcing on the north side of the boundary will combine
with the lift from the H25 jet and an ever divergent upper level
flow to provide deep ascent for the saturated airmass. Moderately
heavy rain will be found over much of the region for a time
tonight...again especially for the IAG Frontier and North Country
where nighttime rainfall could total ANOTHER inch or more. This will
be the basis for the ongoing flood watch. Some elevated instability
will combine with the dynamic nature of the system to also present
the chance for some thunder to accompany the rain. This potential
would be highest over the Southern Tier and Finger Lakes.
While concerning amounts of rain could fall over parts of the region
tonight...there will be the threat for significant icing across
northern Jefferson county...and in particular the Thousand Islands
region. A wedge of very shallow cold air will pour down the Saint
Lawrence Valley on the north side of the frontal boundary and will
be enough to at least support the presence of freezing rain for that
area...and pending the speed at which that cold air can drain into
that area...ice could accrete a quarter to a half inch. A winter
storm watch is in effect for Jefferson county for this risk. Should
those forecast amounts be a half inch or more...an ice storm warning
would be needed.
As we approach daybreak...the axis of the sub tropical moisture and
the deep lift will move off to our east. While that will bring an
end to the significant rainfall...a chunk of the 50 to 60kt winds
in the cold advection just off the surface will mix to the surface.
Strong southwest winds at the surface will be enhanced by 3-5mb/hr
isallobaric pressure rises...and for the IAG Frontier...some
channeling up the length of Lake Erie. While this will be a
relatively short window for the strong winds...wind gusts of 50-60
mph across an area drenched with one to two inches of rain could be
very problematic...especially for shallow rooted pines. Some of the
guidance packages are suggesting a trop fold as low as 650 mb (1.5
PVU surface)...which would give support to very strong winds. If the
track of the sfc low is further to the south though...these winds
may be less likely to materialize. Another factor to consider is
that the system will be weakening as it passes...so will maintain
the high wind watch for some of the far western counties and allow
ensuing shifts to re-examine.
The strongest winds will be experienced between about 10z and midday
(18z)...with the IAG FRontier and sites close to Lake Erie taking
the brunt of it. Winds will then slowly drop off during the course
of the day as the strong LLJ exits and high pressure to our north
builds across the region to relax the pressure gradient.
In regards to the pcpn on Sunday...the exiting sfc low and stripping
away of the deep moisture field will quickly allow the steadier rain
to taper off and end...likely as some snow showers. There could
still be a little freezing rain across northern Jefferson county
during the morning. High temperatures will be experienced at
daybreak and will settle through the 30s (and 20s North Country)
during the course of the day.

.SHORT TERM /SUNDAY NIGHT THROUGH MONDAY NIGHT/...
Much quieter weather expected by Sunday night as we will be on the
backside of the departing storm system. Expect some lingering clouds
despite high pressure building in. Much colder air building into
the region will lower overnight temperatures into the 20s with
teens across the North Country.
High pressure works across the region on Monday as a weak
trough and clipper system pass by to our north, keeping the
region dry. After a cold start to the day, developing weak warm
air advection will help temperatures warm into the 40s across
western New York, with mid to upper 30s across the North
country.
Dry and quiet weather will continue Monday night with overnight
lows in the upper 20s to lower 30s, but upper teens across
portions of the North Country.

.LONG TERM /TUESDAY THROUGH FRIDAY/...
Tuesday should be a mainly dry day. There will be just the chance of
a rain or snowshower toward the PA line in the morning, with the
threat of a rainshower anywhere south of Lake Ontario during the
afternoon out ahead of a weak frontal boundary attached to low
pressure over the Upper Great Lakes as it moves northeast toward the
area. There will be a somewhat better chance of rain and snowshowers
Tuesday night into Wednesday morning as this boundary crosses the
area. A fairly quiet Wednesday afternoon is then expected before a
much stronger low pressure system over the Ohio Valley approaches
our area heading into Wednesday night.
Wednesday night, a deepening upper level trough carving out over the
Great Lakes will aid in the development of a powerful surface low
pressure system that will strengthen as it passes right over or just
northwest of our region. This will bring rain at the onset, with
rain changing to snow during the night as colder air works in on the
back side of the low. There may be some accumulating synoptic
snowfall for some as plenty of available moisture continues to wrap
in on the back side of the low in the colder air. In addition, with
this powerful storm potentially passing just northwest of the area,
strong winds will also be a possibility.
This will set the stage for some northwesterly flow upslope and lake
enhanced snows for Thursday in the wake of the system as a much
colder airmass settles into Western and North Central NY. After some
leftover snowshowers Thursday night, ridging both at the surface and
aloft will dry things out, making for a quiet end to the work week.
Above normal temperatures Tuesday and Wednesday will trend to near
normal values for Thursday, with below normal readings on Friday.

.AVIATION /10Z SATURDAY THROUGH WEDNESDAY/...
Mainly VFR conditions will be in place across the region this
morning...although some areas of rain may still be experienced for
sites like KBUF...KIAG and KART. The issue though will be some
residual low level wind shear that will be in place until about 15z.
South to southwest winds of 40-50 knots just off the deck (<1000 ft)
will support this risk.
As we progress through the midday and afternoon....conditions will
deteriorate. A southward pushing frontal boundary will encourage
cigs to drop to MVFR levels...then in its wake cigs will drop to IFR
levels. The lowering cigs will be accompanied by rain and eventually
some fog...which will further support the IFR to MVFR weather by
days end.
Widespread IFR to LIFR conditions will impact all of western and
north central tonight...as moderately heavy rain will move through.
The rain could be accompanied by a little thunder across the
Southern Tier and Finger Lakes region...while significant freezing
rain could be experienced near and particularly north of Watertown.
The threat for low level wind shear will return later tonight as
well.
Outlook...
Sunday...MVFR due to showers. Strong surface winds.
Monday...VFR.
Tuesday...Mainly VFR. Chance rain and snow showers.
Wednesday...Mainly VFR. Slight chance rain and snow showers.

.MARINE...
Fresh to occasionally strong southerlies on Lake Erie and the far
eastern nearshore waters of Lake Ontario will support small craft
advisories today...while somewhat weaker offshore winds will be
found elsewhere.
In the wake of a strong frontal passage this afternoon and
evening...winds will switch to the northeast and freshen tonight.
This will especially be the case on Lake Ontario where northeast
winds will strengthen to nearly 30 knots ahead of an approaching
storm system.
As the area of low pressure moves from western New York to New
England on Sunday...very strong west to southwest winds in its wake
will produce gale force winds throughout the Lower Great Lakes. The
window for the gale force winds will be relatively narrow though
with the strongest winds coming in a six hour time frame.

.HYDROLOGY...
A Flood Watch remain in effect for this weekend across Western
New York and the eastern Lake Ontario region. Periods of mainly
light rain will continue through this morning. The rain will
increase in intensity later this afternoon and continue through
tonight.
The highest rainfall totals will be found from the Niagara
Frontier northeast across Lake Ontario to the eastern Lake
Ontario region, where 2 to 2.5 inches may fall. Rainfall amounts
will diminish steadily southeast of this area, with locations
from the upper Genesee Basin to the western Finger Lakes likely
seeing around 1 inch.
Across Western New York, there is about 0.5 inches of snow
water equivalent across the higher terrain of the western
Southern Tier, which will add some runoff to the equation with
warmer temperatures fully melting this snow. More snowpack and
snow water equivalent is found across the higher terrain east of
Lake Ontario, with 2 to 3 inches of liquid equivalent across
the Tug Hill Plateau and western Adirondacks per the snow survey
done by the Hudson-Black River Regulating District early this
week.
Soils are near saturation, as is often the case in the middle of
winter when evapotranspiration is minimal. Excessive runoff may
result in areal flooding of poor drainage and urban areas. As
the runoff progresses through drainages, flooding is possible
along the larger rivers as well. At this stage, the Buffalo
area creeks, Black River basin, and other rivers that drain the
Tug Hill and western Adirondacks are the most likely to flood.

.TIDES/COASTAL FLOODING...
A brief period of strong winds behind a cold front may bring
another round of lakeshore flooding to Lake Erie and Lake
Ontario.
For Lake Erie, the setup looks favorable for a seiche, with
winds becoming southwest and rapidly increasing to gale force on
the lake immediately behind the cold front early Sunday
morning. The strong winds will be short lived, but the rapid
ramp up in winds may allow the lake to reach near 9 feet above
low water datum at Buffalo. This may result in flooding of the
Buffalo Harbor and Canalside, Dunkirk Harbor, and the upper
Niagara River.
For Lake Ontario, the combination of high lake levels, strong
onshore westerly winds, and high waves may produce some
lakeshore flooding in bays and inlets at the east end of the
lake.
