.SYNOPSIS...
Unsettled weather expected over the weekend with rain which could
become moderately heavy at the peak of the event late Saturday and
Saturday night. Flood watches are in effect for areas that could
receive over an inch of rain and or experience significant snowmelt
from temperatures that will climb well into the 50s. Strong winds
will then impact much of the region on Sunday as the responsible
storm system will pull away from the region.

&&

.NEAR TERM /UNTIL 6 AM SATURDAY MORNING/...
Wet and damp conditions will continue as areas of light rain and
drizzle will move from southwest to northeast this afternoon into
the evening hours. The complex storm system responsible for this or
a portion of the system, is a nearly stationary frontal boundary
stretching from TX northeast into and across lower Michigan. Weak
waves and deep moisture being transported along this boundary will
keep a steady stream of mainly light precipitation across our region
for rest of the daylight hours. The best chance of anything of
significance will be found across the Western Southern Tier. This is
where the best forcing will reside as a decent LLJ of 45-50 knots
helps to squeak out additional precipitation amounts. While most
locations will likely see only minor amounts, a tenth up to a
quarter of additional precipitation will be possible across the
western Southern Tier through this evening.

Tonight, shortwave energy being ejected out of a deep mid level
trough over Texas will begin to partially phase with an upstream
shortwave tracking east across Quebec Canada overnight. The
previously mentioned stalled frontal boundary will then nudge
northward in response to these two features interacting with each
other. The steadiest and most significant rain will likely then push
to our north as this occurs across Lake Ontario and then into
Canada. This will likely allow most of our forecast area to see
mainly light precipitation, with only some light showers and drizzle
in its wake. The next subject, winds, which may become a concern as
a significant LLJ of 60+ knots is forecast to push in just before
daybreak. However, the wind direction is NOT quite ideal for a down
sloping wind event off the Chautauqua Ridge. With that said, there
still could be some wind gusts of 40 mph overnight. Will have to
closely monitor this overnight. Precipitation wise, expect area
basins to average between a tenth up to a quarter of an inch during
this period. In terms of temperatures, it will definitely be a non-
diurnal temperature trend overnight. Look for temperatures to
steadily rising with lows occuring early, with temperatures ranging
from the lower 50s across far Western NY to the mid to upper 40s
elsewhere just before daybreak.

.SHORT TERM /6 AM SATURDAY MORNING THROUGH MONDAY NIGHT/...
A complex and strong system will impact most of the eastern United
States this weekend, producing numerous potential weather hazards
for our region. Most of the greater impacts will be from later
Saturday through Sunday. Looking at the details...

Synoptic Setup...

A strong southern stream trough will advance east across the mid
Mississippi Valley Saturday, partially phasing with additional
northern stream energy. The mid level trough will then accelerate
northeast, crossing New England Sunday. Strong forcing for ascent
will develop downstream of the trough, supported by strong DPVA,
increasingly diffluent upper level flow, and right entrance region
jet dynamics in a maxed out 200+ knot upper level jet situated over
Quebec. In the low levels, a very strong low level baroclinic zone
will provide low level focus for the heaviest precipitation, with a
ribbon of very strong and persistent frontogenesis lying just north
of the surface frontal position. A strong 70+ knot southwesterly low
level jet will transport copious amounts of moisture northward, and
also maximize convergence along the frontal zone. PWAT values will
exceed 1.3 inches, which is over 4 standard deviations above normal
and above the maximum ever observed at KBUF in the month of January
per the SPC sounding climatology page.

Rainfall...

The heaviest rain will focus along and just north of the strong low
level frontal zone. Through most of Saturday this will focus the
axis of heavy rain north and west of our area across southern
Ontario. During Saturday afternoon, the leading edge of the
steadier, heavier rain will begin to move into the Niagara Frontier
and eastern Lake Ontario region as the frontal zone begins to sag
southeastward. Meanwhile for the rest of the region, the rain will
be light and intermittent through most if Saturday in the warm
sector of the system.

The boundary will continue to sag southward Saturday evening,
reaching its most southward point during the late evening. This will
allow the axis of heavy rain to spread southward into much of the
Niagara Frontier and possibly as far east as Rochester, and also
into all of the eastern Lake Ontario region. Late Saturday night the
boundary will move northward again in response to low pressure
moving into Southern Ontario. The heavy rain risk will end quickly
from west to east late Saturday night as the forcing and deep
moisture move eastward.

Total rainfall amounts will be characterized by a sharp gradient,
with the highest rainfall across the Niagara Frontier, over Lake
Ontario, and into the eastern Lake Ontario region. The best chance
of exceeding 2 inches will be from near Buffalo northward across
Niagara and Orleans counties, and also east of Lake Ontario.
Rainfall amounts exceeding 3 inches are possible across the Tug Hill
and western foothills of the Adirondacks from upslope enhancement.
The lowest rain amounts will be found from Allegany County through
the western Finger Lakes, where less than an inch is expected.

Freezing Rain...

Temperatures will become very warm tonight through Saturday morning
across the entire region. Later Saturday afternoon and Saturday
night, low level northeast flow will develop to the north of the
sharp frontal zone. Strong/cold high pressure building east across
Ontario and Quebec will help feed low level cold air into the North
Country, with northeast drainage winds enhanced by topography likely
aiding temperatures to drop below freezing for areas near the Saint
Lawrence River. This may allow for a significant amount of freezing
rain across northern Jefferson County. The axis of greatest ice will
be very narrow, sandwiched between rain and warm temperatures to the
south, and sleet to the north. A consensus of model runs over the
past few days continues to point to the potential for significant
icing for the Thousand Islands region near the southern edge of the
corridor of freezing rain. If the more aggressive models verify, a
damaging ice storm may occur in the northern 1/3 of Jefferson County
Saturday night through early Sunday morning.

Strong Winds...

Model guidance has shown significant variation with the track and
strength of the final surface wave, and also with potential secondary
cyclogenesis over New England. The faster the secondary low takes
over, the lower our wind risk will be. The latest 12Z guidance
suggests a relatively strong surface low will move from the
southwest end of Lake Erie Saturday evening to just north of Lake
Ontario by Sunday morning, with an associated cold front sweeping
east across our area Sunday morning. The track of the low and
associated strong wind fields raises concern for strong winds on the
lake plains. The low will begin to fill quickly as it passes our
longitude, which is a notable negative factor for realizing strong
winds.

An area of strong +15 to +18 MB/6HR pressure rises will pass just
north of Lakes Erie and Ontario, providing some isallobaric
enhancement to wind gust potential. A decent tropopause fold will
also clip the Niagara Frontier and Saint Lawrence Valley, with the
1.5 PVU surface decending down to about 450MB, aiding in steepening
lapse rates. 12Z Bufkit point soundings suggest a brief window of
strong winds aloft (greater than 60 knots at 850MB) for just a few
hours within the cold advection regime behind the cold front. If
this were to verify, there would be a few hours of 50-60 mph wind
gusts along and immediately behind the cold front where lapse rates
steepen sufficiently to mix down stronger winds from aloft. Given
the wind direction, this would occur in the typical areas along the
Lake Erie shore extending northeast across the Niagara Frontier to
Rochester. Areas northeast of Lake Ontario (Jefferson County) are
highly uncertain given the differences in low track. If the GFS
verifies, the low center tracks just south of Jefferson County and
they will see no wind at all. If the NAM verifies, Jefferson County
would see near warning criteria gusts for a few hours Sunday. The
ground will be incredibly wet by this time, so tree damage would
likely begin even with wind gusts below watch/warning criteria.

Once we move past the very active weekend, the first part of next
week will be much more quiet. A weak trough and clipper system will
pass by to our north Monday, but any precipitation should remain
north of our area across Canada. Monday night will remain dry as
well.

.LONG TERM /TUESDAY THROUGH FRIDAY/...
Tuesday should a mainly dry day. There will be just the chance of a
rain or snowshower toward the PA line in the morning, with the
threat of a rainshower anywhere south of Lake Ontario out ahead of a
weak frontal boundary attached to low pressure over Upper Great
Lakes as it moves northeast toward the area. There will be a
somewhat better chance of rain and snowshowers Tuesday night into
Wednesday morning as this boundary crosses the area. A fairly quiet
Wednesday afternoon is expected before a much stronger low pressure
system over the Ohio Valley approaches our area heading into
Wednesday night.

Wednesday night, a deepening upper level carving out over the Great
Lakes will allow for a powerful surface low pressure system to
strengthen as it passes right over or just northwest of our region.
This will bring rain at the onset, with rain changing to snow as
colder air works in on the back side of the low. This may be a
decent synoptic snowfall for some as there appears to be plenty of
available moisture wrapping in on the back side of the low in the
colder air. In addition, with this powerful storm potentially
passing just northwest of the area, strong winds will also be a
possibility.

This will set the stage for some northwesterly upslope and lake
enhanced snows for Thursday in the wake of the system as a much
colder airmass settles into Western and North Central NY. After some
leftover snowshowers Thursday night, ridging both at the surface and
aloft will dry things out, making for a quiet end to the work week.

Above normal temperatures Tuesday and Wednesday will trend to near
normal values for Thursday, with below normal readings on Friday.

.AVIATION /00Z SATURDAY THROUGH WEDNESDAY/...
Deep moisture transport along a stationary frontal boundary
stretching across the Great Lakes region has and will continue to
bring MVFR-IFR flight conditions across area terminals the
remainder of this afternoon.

Tonight, IFR CIGS and lower VSBYS will be prevalent across area
terminals for much of the night. Additionally, there will be a
potent LLJ of 50+ knots that will arrive across Western NY before
midnight then a short time later for our eastern TAF sites. Have
added LLWS to the TAFs again for tonight. While a majority of the
night should see IFR conditions, there may be a short period of
improvement very late tonight into Saturday as the stationary
frontal boundary slowly lifts a bit to the north of the Lower Lakes.

Saturday, what improvements in CIGS and VSBYS we do see will yet
again give way to MVFR-IFR as the front returns across the area with
rain overspreading the region.

Outlook...

Saturday night trough Sunday...MVFR-IFR due to rain and eventually a
wintry mix.  LLWS.
Monday...VFR
Tuesday...mainly VFR. Chance rain and snow showers
Wednesday...Mainly VFR. Slight chance rain and snow showers.

.MARINE...
Tonight, moderate southerlies will freshen somewhat during the
overnight hours. Small Craft Advisories have been issued for Lake
Erie beginning 06Z through 20Z Saturday.

Moderate southerlies Saturday morning will become northeasterly on
Lake Ontario in the afternoon and briefly on Lake Erie Saturday
evening. The strong northeasterlies on Lake Ontario will eventually
require high end SCAs for Saturday night.

As a deep storm passes the region on Sunday, strong west to
southwest winds will become established over the region. Winds are
forecast to strengthen to gale force on both Lakes and Ontario, a
gale watch has been issued.

&&

.HYDROLOGY...
A Flood Watch remain in effect for this weekend across Western
New York and the eastern Lake Ontario region. Periods of mainly
light rain today will continue through Saturday morning. The
rain will increase in coverage and intensity Saturday afternoon
and continue through Saturday night.

The highest rainfall totals will likely be found from the
Niagara Frontier northeast across Lake Ontario to the eastern
Lake Ontario region, where 2 to 2.5 inches may fall. Rainfall
amounts will diminish steadily southeast of this area, with
locations from the upper Genesee Basin to the western Finger
Lakes likely seeing around 1 inch.

Across Western New York, there is about 0.5 inches of snow
water equivalent across the higher terrain of the western
Southern Tier, which will add some runoff to the equation with
warmer temperatures fully melting this snow. More snowpack and
snow water equivalent is found across the higher terrain east of
Lake Ontario, with 2 to 3 inches of liquid equivalent across
the Tug Hill Plateau and western Adirondacks per the snow survey
done by the Hudson-Black River Regulating District early this
week.

Soils are near saturation, as is often the case in the middle of
winter when evapotranspiration is minimal. Excessive runoff may
result in areal flooding of poor drainage and urban areas. As
the runoff progresses through drainages, flooding is possible
along the larger rivers as well. At this stage, the Buffalo area
creeks, Black River basin, and other rivers that drain the Tug
Hill and western Adirondacks are the most likely to flood.

.TIDES/COASTAL FLOODING...
Strong winds behind the cold front may bring another round of
lakeshore flooding to Lake Erie and Lake Ontario.

For Lake Erie, the setup looks favorable for a seiche, with
winds becoming southwest and rapidly increasing to gale force on
the lake immediately behind the cold front early Sunday
morning. The strong winds will be short lived, but the rapid
ramp up in winds may allow the lake to reach near 9 feet above
low water datum at Buffalo. This may result in flooding of the
Buffalo Harbor and Canalside, Dunkirk Harbor, and the upper
Niagara River.

For Lake Ontario, the combination of high lake levels, strong
onshore westerly winds, and high waves may produce some
lakeshore flooding in bays and inlets at the east end of the
lake.

A strong area of low pressure will pass just north and west of the
area Sunday. This may result in a period of strong southwesterly
winds. The strong winds combined with saturated ground may produce
wind damage with downed trees and powerlines. The strong southwest
winds on Lake Ontario may also bring an increased risk for lakeshore
flooding.
