.SYNOPSIS...
Dry weather will then prevail through Tuesday. A weak cold front
will then cross the area Tuesday evening, allowing a brief period of
lake effect snow showers to develop east of the lakes. Dry weather
will briefly return Wednesday. Low pressure will then pass just
south of the area Wednesday night and Thursday, bringing widespread
accumulating snow to the region, followed by much colder air and
lake effect snow showers Thursday night and Friday.

.NEAR TERM /THROUGH TUESDAY NIGHT/...
A weak ridge will be in place over the Lower Great Lakes overnight,
providing dry weather. The low level inversion will steepen and
model guidance suggests plenty of moisture will become trapped in
the low levels. This will force low stratus to remain widespread in
most areas. Lows will be in the mid to upper 20s in most areas.

Tuesday...a moisture rich wave of low pressure will move from
the Mid Atlantic to just off the southern New England coast.
This system will largely miss our area, although a few sprinkles
or flurries cannot be ruled out from the western Finger Lakes
to southern Tug Hill region near the western periphery of the
systems reach. It will bring more cloud cover to the region,
with plenty of mid level clouds streaming overhead, and low
stratus will likely remain in place as well with moisture still
trapped beneath the low level inversion. Highs will range from
the mid to upper 30s at lower elevations to lower 30s for higher
terrain.

A weak cold front and associated mid level trough will cross the
Lower Great Lakes early Tuesday evening. Synoptically, forcing
will be weak with just an increase in clouds and perhaps a few
flurries or light snow showers. This trough will introduce just
enough cold air to support a brief, weak lake response east of
the lakes. The best setup will be over and east of Lake Ontario.
Expect lake effect snow showers to peak during the late evening
across the Tug Hill region and Oswego county, before fading
away by daybreak Wednesday. This may produce local accumulations
of 1-3 inches, greatest across the Tug Hill Plateau.

A weaker lake response will be found east of Lake Erie, with an inch
or so of accumulation across the higher terrain east of the lake,
peaking Tuesday evening before ending late Tuesday night. Elsewhere,
there may be a spotty light coating of snow from the Niagara
Frontier eastward towards the Genesee Valley. Low temperatures will
be in the mid 20s on the lake plains, and around 20 across higher
terrain.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
High pressure will track from West Virginia to off the Mid-Atlantic
coast Wednesday. Any lake effect clouds or snow showers southeast of
Lake Ontario will dissipate in the early morning hours. A southerly
flow will increase through the day with dry conditions and highs in
the mid to upper 30s.

Accumulating snow remains likely Wednesday night into Thursday as a
southern stream system tracks south-southeast of the forecast area.
Low pressure will become organized in eastern Texas and the lower
Mississippi Valley Wednesday. A strong upper level ridge will slide
off the southeast U.S. coast and allow strong, moisture advection
into the Gulf Coast states. A upper level trough across the Central
Plains will steer the low north along the Appalachians moving into
Pennsylvania by early Thursday morning. A very strong jet
stream will track along the leading edge of the upper level
trough and curve around the top of the upper level ridge which
will supply the low with strong lift in the right front entrance
region.

A warm front will extend west to east from the surface low,
approaching southern New York Wednesday night. Warm air advection
will increase in intensity as the low moves closer and snow will
spread from south to north across Western and North Central NY
Wednesday night. Overall, this system has been on track to move
ahead of an approaching northern stream system which will limit
intensification and therefore harsher conditions across the region.
While models have been consistent the last few days with the low
moving south-southeast of a majority of the forecast area, there
remains question if there will be a warm layer aloft which will
move into portions of Western NY. This would cause snow to mix
with ice or rain. Using a consensus of model guidance, this
period would be late Wednesday night into Thursday morning and
be across inland portions of the forecast area including inland
Southern Tier and Finger Lakes. Overnight low temperatures will
be mild, in the upper 20s to low 30s. This will produce a wetter
snow with lower snow ratios. Places to the north of these areas
will likely see snow accumulation of 3-6 inches which may
warrant Winter Weather Advisories.

Low pressure will move across southern New England Thursday while a
cold front approaches Western and North Central NY from the west.
While widespread snow tapers off from west to east Thursday morning,
snow coverage and intensity will pick back up across Western NY
Thursday afternoon as the northern stream tracks across the Central
Great Lakes. High temperatures will be in the low to mid 30s
Thursday. Strong cold air advection behind the cold front and
synoptic moisture will produce enhancement downwind of the
Lakes into Thursday night. Temperatures at 850mb will fall from
around - 12C Thursday evening to around -25C by Friday morning.
A tight pressure gradient at the surface will lead to cold and
blustery conditions across the region Thursday night. Lows will
be in the single digits to minus single digits east of Lake
Ontario. Expect wind chills to be below zero across the forecast
area.

.LONG TERM /FRIDAY THROUGH MONDAY/...
We will experience a fleeting taste of true winter weather on
Friday...as a glancing shot of sub arctic air will cross the Lower
Great Lakes and St Lawrence Valley. For the first time this
season...H85 temps are expected to bottom out in the vcnty of -20c
for parts of our forecast area. This will translate into
temperatures that will be 15 to 20 degrees F below normal with highs
that will range from the single digits east of Lake Ontario to the
mid teens over the western counties. Given an average northwest wind
of 10 mph...wind chill values for the vast majority of the region
will stay below zero throughout the day. The lowest max temperature
in Buffalo so far this season is 20 (Jan 17) and the lowest min has
been 10 (Dec 19). At Rochester...the lowest max temp so far has been
18 (Jan 17) and lowest min has been 5 (Jan 20). Both of these are
forecast to be eclipsed.

The bitter cold on Valentines Day will be accompanied by some fine
grained lake induced snow...as the sub arctic air will
metaphorically get the wide open lakes to boil with instability. A
staunch subsidence inversion arnd 4k ft will keep the fairly
widespread lake snows from accumulating more than an inch or two...
but this greasy type of snow should certainly be enough to coat most
roadways.

As an arctic high drifts directly across our region Friday night...
ridging over thew Upper Great lakes will make its way across our
region. While the ensuing warm advection aloft will shut down the
nuisance lake snows...the residual sub arctic airmass at the sfc
will combine with light winds and a fresh snow cover to allow temps
to tumble below zero for most areas away form the lake shores.

The aforementioned mid level ridge and corresponding sfc high will
push east across New England and off the coast on Saturday.
Moderately strong warm advection on the backside of the ridge will
support a fairly quick moderation in temperature with the mercury
climbing into the mid and upper 20s across the western counties (low
20s North Country). The more tolerable temperatures will be
accompanied by at least partial sunshine.

The warm advection will persist a bit longer into Saturday night...
as a weak cold front will advance from southern Ontario. This
feature could promote some nuisance snow showers late...especially
for areas near the lakes.

Timing differences among the medium range models as to the passage
of this front will warrant chc pops for mixed rain and wet snow
showers Sunday and Sunday night...then the suggestion of an inverted
extending into our region from the Ohio Valley will encourage more
widespread mixed pcpn to start the new work week.

.AVIATION /03Z TUESDAY THROUGH SATURDAY/...
While high pressure and its associated fair weather will be found
over the region tonight...moisture trapped beneath a subsidence
inversion at 4k ft will keep fairly low cigs in place. Most of the
TAF sites will have their VFR cigs lower to MVFR levels during the
course of the night...while IFR to LIFR cigs will be prevalent
across the Southern Tier.

On Tuesday...IFR to MVFR cigs in the morning will gradually lift to
VFR levels as the afternoon progresses.

Outlook...

Tuesday night...Local MVFR/IFR east of the lakes in lake effect snow
showers.
Wednesday...Mainly dry with a chance of some MVFR CIGS.
Wednesday night and Thursday...Widespread IFR in accumulating snow.
Friday...VFR, with local IFR possible in lake effect snow showers
southeast of the lakes.
Saturday...Mainly VFR.

.MARINE...
High pressure will build across the Lower Great Lakes this
evening. This will support generally light winds and negligible
waves tonight through Tuesday morning.

As the sfc pressure gradient tightens ahead of a cold front
Tuesday afternoon...winds will freshen across both lakes. Winds
and waves will then continue to build Tuesday night in the wake
of the front...and this will likely lead to the next round of
small craft advisories.
