.SYNOPSIS...
A widespread, soaking rain will be found over the region today ahead
of a strong cold front. Notably colder air in the wake of the
front will allow the rain over the western counties to change to a
little ice before completing the change over to accumulating snow
late tonight. The precipitation will finally change to snow later
Friday east of Lake Ontario. Heavy lake effect snow will develop
east of Lake Erie Friday afternoon and continue through Saturday,
with lake effect snow developing east of Lake Ontario later Friday
afternoon and continuing through Saturday night.

&&

.NEAR TERM /THROUGH FRIDAY/...
A very complex scenario will unfold over the next 36 hours as a
sharp, full latitude mid level trough moves from the Mississippi
Valley today to the Ohio Valley and eastern Great Lakes Friday. An
initial surface low will move off into northern Quebec today, with
its trailing cold front reaching Western NY late this afternoon.
Strong forcing reaching the base of the trough will then force a
rapidly deepening frontal wave to develop, which will move northward
through central PA late this afternoon, then cross Central NY
tonight before moving into Quebec on Friday. The frontal wave will
slow the advance of the cold front for a time tonight through Friday
morning, keeping the eastern Lake Ontario region in the warm air
through early Friday with wintry weather confined to Western NY.

Looking at the details, Rain will be found across the region this
afternoon with increased intensity as we head towards the evening
hours. Rainfall amounts will reach 1.5-2.0 inches from Allegany
County through the Finger Lakes to the eastern Lake Ontario
region, with local amounts up to 2.5 inches across the southern Tug
Hill from persistent southerly upslope flow. Elsewhere on the lake
plains, rainfall will remain around 1 inch.

Temperatures will soar into the upper 40s to low 50s today ahead of
the front, even some mid 50s on the lake plains from downslope flow.
Temperatures will then fall sharply behind the cold front in Western
NY late this afternoon and evening, with the colder air reaching the
Genesee Valley after midnight. Initially, shallow cold air behind
the cold front will undercut warmer air aloft associated with the
northward moving frontal wave. This will likely result in a messy
transition, with a few hours of freezing rain and sleet before going
over to all snow as cold air deepens.

Expect ice accumulation of around a tenth of an inch as long as the
transition zone keeps moving. If the narrow zone of freezing rain
stalls for a few hours some locations may see more, this would
appear most probable along or just west of the Genesee River. The
majority of the synoptic snowfall overnight will focus across far
Western NY where the cold air deepens the fastest. Areas from the
Boston Hills southward along the Chautauqua Ridge may see 4-7 inches
overnight, with 2-4 or 3-5 inches from the Buffalo area to western
Niagara County. The slowing advance of the cold front will produce a
rapid drop off in snow farther east, with very little along the
Genesee River.

Friday morning rain will continue east of Lake Ontario, with snow
starting to taper off across Western NY. The potential for wintry
mix will start to diminish through the morning as a dry slot
overtakes the frontal zone in the western Finger Lakes. By afternoon
there should be a more clean transition from rain to snow east of
Lake Ontario as the cold front accelerates east in the wake of the
departing frontal wave. Snow accumulations from the Genesee Valley
east to the eastern Lake Ontario region will be very minor on Friday.

Meanwhile across Western NY, the synoptic snow will taper off in the
morning, but lake effect snow will begin to increase. The initial
northwest flow will back to the west by early afternoon, allowing
lake effect snow to gradually organize into bands across the western
Southern Tier. Boundary layer flow will back further to the WSW by
late afternoon, with several bands likely consolidating into one
strengthening band by late afternoon from the Chautauqua County
shoreline to southern Erie County, reaching the Buffalo Southtowns
by late afternoon or early evening. The Boston Hills and Chautauqua
Ridge may see another 4-6 inches of accumulation. Meanwhile the rest
of Western NY may see an inch or two, with the Buffalo area seeing a
break for much of the day between the departing synoptic snow in the
morning, and lake effect arriving in the evening.

.SHORT TERM /FRIDAY NIGHT THROUGH SUNDAY/...
Heavy Lake Effect Snow Friday Night Through Saturday off Lake Erie.

Heavy Lake Effect Snow Possible Friday Night Through Saturday Night
off Lake Ontario.

Off Lake Erie...Friday night still appears to be the period for
heaviest lake effect snow off of Lake Erie, as there will be plenty
of lingering synoptic moisture to aid the lake response. DGZ will be
saturated, which will produce large dendritic flakes. Fairly well
aligned low level flow will become southwesterly, shifting the lake
band northward through the night. This will shift the main focus
from southern Erie and Wyoming counties during the first half of the
night, north into central Erie (including Metro Buffalo and the
Southtowns), southwestern Genesee and northwestern Wyoming counties
for the second half of the night. Snowfall rates may reach up to
2"/hr at times in the heart of the band and there may be some
thundersnow. Winds gusting to 35 MPH will also cause significant
blowing and drifting snow. Saturday morning, the band will shift a
bit further north, mainly impacting northern Erie and western
Genesee Counties. This may possibly bring a burst of snow (several
inches) to the Northtowns, while Metro Buffalo remains in the heart
of the band. Saturday afternoon, synoptic moisture gets stripped
away and inversion heights begin to drop. Band may produce a couple
more inches before pushing south and weakening Saturday night as
drier air starts to build in. Winter Storm and Lake Effect Snow
Warnings remain in place through Saturday.

Off Lake Ontario...now appears that there will be a pretty good lull
in the action before lake effect activity gets cranking here. Thus
the Winter Storm Watch start time has been pushed back by 18 hours
and will now be in effect from 7 PM Friday night through 7 AM
Sunday. That said, lake effect snow should get cranking Friday night
east-northeast and northeast of Lake Ontario, mainly impacting
Jefferson (metro Watertown) and northern Lewis counties, including
the northern Tug. Saturday will likely see the heaviest lake snows
for this event with up to 1-2"/hr possible at times, owed to
additional synoptic moisture to work with and a saturated DGZ
producing large dendritic flakes. Expect LES snowbands to remain
across Jefferson/Lewis counties and the northern Tug Saturday
morning, before shifting more to the east of the Lake across
central/southern Jefferson, far northern Oswego and central Lewis
counties Saturday afternoon and evening as winds become more
westerly. Winds gusting 30-35 MPH will also cause significant
blowing and drifting snow. Bands will will begin to weaken and shift
south later Saturday night as drier air filters in and inversion
heights come down. Headline will remain a Winter Storm Watch here as
some uncertainty remains in the evolution and placement of the
heaviest snow bands.

Sunday morning there may be a quick spray of lighter lake effect
snow showers from south to north off both lakes before completely
shutting down by Sunday afternoon as a warmer, southerly flow ensues
at the surface and aloft. Highs will be in the upper teens and 20s
Saturday. It will be a bit warmer Sunday under a warm air advection
regime ahead of the next system approaching from the west. Highs
will mainly be in the low to mid 30s, with some upper 20s across the
Tug Hill and western Dacks.

.LONG TERM /SUNDAY NIGHT THROUGH WEDNESDAY/...
The region on Sunday night will be between two upper level shortwave
troughs; one lifting north departing the northeast and one digging
into the Central Plains from the Northern Plains. As such, this
places the region under the upper level ridge axis and corresponding
surface high pressure, thus mainly dry conditions can be expected.

However, turning our focus to the shortwave over the Central Plains,
it will produce an area of surface low pressure also over the
central Plains on Sunday. This will then track northeast across the
Great Lakes Sunday night into Monday, where it will drag its
associated surface cold front east across the Mid-West and Ohio
Valley before reaching our western border by dawn Monday morning.
The front will then continue to track eastward throughout the day on
Monday, where precipitation will initially fall as snow then
transition to a mix of rain and snow and eventually to all rain with
the addition of daytime heating. With the addition of the cold air
arrival from the front and the loss of daytime heating, all
precipitation should transition back to all snow by Monday evening.

The large scale system then pushes out of the area by Tuesday
morning, but the aforementioned cooler air continues to usher in
behind the front. This may lead to some lake effect snow Tuesday
south/southeast of both lakes. Surface high pressure over the
Northern Plains Tuesday morning will advance eastward throughout out
the day Tuesday and Wednesday which will act to diminish the lake
effect snows Tuesday night and Wednesday.

.AVIATION /16Z THURSDAY THROUGH MONDAY/...
Fairly widespread rain will be found across the region this
afternoon...especially after 20z when the rain could become heavy at
times into the evening hours for sites east of the Genesee valley.
VFR that will initially accompany the rain will lower to MVFR levels
for most sites by early afternoon...then to IFR levels by evening.
The Southern Tier will experience mainly IFR cigs through the day.

The widespread rain will change to snow across Western NY this
evening, with the rain/snow line then moving east to near the
Genesee Valley overnight and stalling. There may be a wintry mix of
freezing rain and sleet for a few hours during the transition,
especially along the Genesee Valley near the stalling frontal zone.
Meanwhile the snow across Western NY will produce widespread IFR/LIFR
conditions overnight.

Outlook...

Friday...Widespread snow across Western NY, and rain east of
Lake Ontario diminishing. Lake effect snow developing east of
Lake Erie in the afternoon. Areas of IFR.
Friday night and Saturday...Lake effect snow northeast of Lakes
Erie and Ontario with local IFR/LIFR.
Sunday...MVFR with chance of snow showers.
Monday...MVFR with a chance of rain and snow showers.

.MARINE...
Gusty southerly winds late this morning on Lake Erie and western
Lake Ontario will subside somewhat during the course of the
afternoon, while they will remain elevated for the remainder of Lake
Ontario. Small Craft Advisory conditions will thus gradually end
from west to east today. There will be a brief lull in the winds
later today through tonight.

West to southwest winds will then increase Friday and continue
through Saturday, with sustained winds peaking around 30 knots on
both lakes with gale force gusts. This will bring a round of high
end Small Craft Advisory conditions to both lakes, with a low chance
of true sustained gale force winds.

.HYDROLOGY...
The combination of rain on Thursday into Thursday night may
result in minor flooding at some locations. The main concern for
our area is upper portions of the Genesee River basin which
extends into northern Pennsylvania and the Black River basin.
The combination of 1-2 inches of rain along with roughly an
