With conditions expected to continue to slowly improve through the rest of the night, the warnings and advisories will be allowed to expire. Evening travelers should still be alert for some pockets of lowered visibilities and drifting snows across roads, mostly in open and unsheltered areas. Take it slow. While the blowing and drifting impacts from the wind are on a downward trend, the winds coupled with falling temperatures will result in wind chills from 20 to 30 below. .SHORT TERM...(Today and tonight)

At 3 AM, skies have cleared across most of the Upper Mississippi
River Valley due to very dry air moving into the region and
strong subsidence. Temperatures ranged from -8F at Dodge Center MN
to 7F at Boscobel WI and Mauston WI. With northwest winds of 10 to
20 mph, wind chills are ranging from 10 to 35 below. The coldest
wind chills (-20 to -30F) are in northeast Iowa, southeast
Minnesota, and west-central and north-central Wisconsin. These
bitterly cold wind chills will likely continue through at least
9 AM. Wind chills this cold can cause frostbite in less than
30 minutes to exposed skin.
High pressure will provide mainly clear skies through tonight.
High temperatures will range from 0 to 15F. Low temperatures for
tonight will occur between midnight and 3 AM and then slowly climb
as warm air advection moves back into the region ahead of the
approaching shortwave trough moving through the Northern Plains.
.LONG TERM...(Friday through Wednesday)

From Friday afternoon into Saturday, the 16.00z models are in very
good agreement that a strong shortwave trough will move from the
Northern Plains into Lake Huron. As the surface low moves through
the region, it will be gradually deepening. The 16.00z GEFS plumes
are continuing to tighten their QPF. They have the liquid amounts
between 4 to 7 tenths of an inch. Yesterday, the spread was
around a half inch. While this part of the system is becoming
clearer, many other questions remain.
One of these primary questions is how much of a wintry mix will
occur. The 16.00z NAM and GFS Bufkit soundings showed that the ice
would remain in the clouds which would result in more snow south
of Interstate 90. However, the ProbIce grids for these 2 models
showed that we would continue to lose ice in the clouds across the
entire area as the mid-level dry slot moved into the area. The
16.06z NAM is even more pronounced with this dry slot than its
16.00z run which would result in even more of a wintry mix. This
would lower snow amounts, but increase ice amounts.
The second question is will the speed of the system impact QPF
amounts. With the models keeping this an open wave, there is
possibility that we could end up on the lower end of the QPF spread
which would result in mainly advisory snows (3-6").
The third question is how much blowing and drifting will take
place on Saturday as the northwest wind gusts pick up into 30 to
40 mph. If there is a wintry mix, some of the snow may be frozen
over. However, with some snow falling after the wintry mix on
Friday night, this may not be as much of a factor. These winds
have the potential of producing some localized white outs.
Due to these questions remaining, opted to keep the Winter Storm
Watch going for now. With the snow not moving in until after
noon in most areas on Friday, there was some talk of moving the
Watch begin time back by 6 hours. However, we could not reach a
consensus, so opted to just wait until the advisory/warning is
issued.
