.SYNOPSIS...
High pressure will build in from southeast Canada
today with sunny, fair and cold conditions.  Clouds will increase
tonight ahead of the next storm system which will bring snow and
rain to region to open the week.  Most of eastern New York and
western New England will receive accumulating snow, as the
coastal storm moves away from New England Monday night. A brief
period of fair weather is expected Tuesday before the next
system brings more snow and rain for the mid week.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 1020 AM EDT, despite a cold morning, temperatures are
recovering nicely under a strong March sun. Most locations have
warmed into the upper 20s and low 30s. Outside of minor
adjustments to hourly temps, no changes were made to the
forecast.

Prev Disc...
As of 644 AM EDT...A strong sfc anticyclone /~1041 hPa/
continues to ridge south/southeast from south/southwest Quebec
this morning.

Chilly morning across eastern NY and western New England as
northerly winds have held temps up from previous forecast, but
still it is cold and dry out there with temps in the teens and
20s with some single digits expected across the southern
Adirondacks based on the NYS Mesonet. Sfc dewpts are in the
single digits to lower teens in the dry air mass.

The sfc high will strengthen, as it drifts southeast over
northern New England late in the afternoon. The strong
subsidence from the ridge will yield sunny or mostly sunny skies
with temps running below normal. Mixing heights will be shallow
with light winds from the north/northeast. A few thin cirrus may
approach from the south and west towards sunset associated the
next northern stream short-wave. Max temps will be in the upper
30s to lower 40s in the lower elevations, and upper 20s to mid
30s over the hills and mtns.

.SHORT TERM /6 PM THIS EVENING THROUGH MONDAY NIGHT/...
Winter Storm Watch 6 am MON to 2 am TUE for the eastern
Catskills...

Winter Storm Watch noon MON to 4 am TUE for southern VT, and
the Berkshires of western MA...

Tonight...March will be closing on an active note, as a
complex storm system will impact the region to open the week. A
northern stream short-wave approaches in the split mid and upper flow,
as a southern stream disturbance moves across the TN Valley. As
the sfc high retreats east of New England plenty of cold air
will be entrenched in the low levels, as temps should fall off
quickly prior to midnight. Mid and high clouds will quickly
increase. Some initial warm advection light pcpn will move
towards locations west of the Hudson River Valley between 5 am
to 8 am. The best chance of light snow accumulations prior to 8
am will be the eastern Catskills. It will take some time for the
column to moisten with such a dry low-level air mass in place.
This is evident from model soundings from the NAM/GFS/ECMWF.
Lows will be in the teens and spotty single digits north of the
Mohawk Valley and across southern VT, the Berkshires and the
eastern Catskills, and 20s elsewhere. Temps will steady or
slightly rise by sunrise.

Mon-Mon Night...Transitional season storms are always
challenging as shown in recent cool season CSTAR research, as
this one has a chance to produce light to moderate snow
accumulations in many locations, and possibly heavy amounts in
the Berkshires northward into southern VT, and also in the
eastern Catskills.

The low-level baroclinic zone strengthens Monday late morning
into the early pm with snow, and possibly snow mixing with rain
in the valleys over spreading the forecast area. The boundary
layer may warm enough above freezing with light pcpn during the
day in the major valleys in the form of some plain rain.
However, this is a situation where snow may hold in the mid 30s
and possibly even slightly warmer. The 00Z EC and NAM, as well
as the CMC are all hinting at mainly a snow event based on the
evolution and track of a coastal low between 18Z/MON and
00Z/TUE, as some phasing occurs near the Delmarva Region. The 00Z
GFS is flatter and unphased, as this solution has less
confidence. However, collaboration with WPC is that the 00Z 12km
NAM is too aggressive with coastal development, and the
northward placement with the QPF /0.50-1.50"/. We leaned towards
a blend of the 00Z ECMWF and GEFS mean with the coastal low
quickly forming towards 21Z/MON to 00Z/TUE. The dynamics are
impressive, as the right entrance region of a 80-100 kt jet
streak will be over New England with good upper level
divergence. The QG lift will enhance in the mid and upper level
deformation zone to the coastal wave, as it moves south of Long
Island early Monday evening. The H850-700/H700-500 FGEN
strengthens with the heavy pcpn extending northwest across the
I-90 corridor into western New England. Several inches of snow
could pile up across the eastern Catskills and Helderbergs with
the strong H850 east to southeast LLJ, as well as the
Berkshires, Litchfield Hills, and southern Greens. Our
confidence was greatest over southern VT and the Berkshires for
a Winter Storm Watch for 6" of snow or greater in a 12-hr
window. The Catskills could get 6-10" and we issued the watch.

The rest of the area, our confidence is low to moderate, and
the forecast could unravel quickly Mon pm into Monday night, if
the heavy wet snow accumulates quickly in the Helderbergs,
Capital Region, Litchfield Hills northward. We believe we will
need advisories for most of these areas with 2-6" of snow. More
like 2-4" in the Capital District, and upper Hudson Valley.
Snow to liquid rations will be mainly 6:10-1 for the event.
The mid Hudson Valley, and southern Litchfield County could see
and inch or two with more rain. The foothills of the southern
Adirondacks are close with 4-8" possible. The bottom line, we
will likely need advisories for many locations, and we will give
it another cycle before issuance since it is late in the 3rd to
4th period. Max temps were favored close to an EC/MET MOS blend
with upper 30s to around 40F in the valleys, and upper 20s to
mid 30s over the mtns.

The pcpn should transition to snow everywhere after 00Z/TUE, and
the wave should quickly lift north towards Cape Cod. The mid
and upper level deformation zone to the system impacts the
eastern zones into Tue morning. The snow should taper to snow
showers and flurries in the early to mid morning hours. A light
mix of sleet to freezing drizzle is also possible, as the pcpn
lightens up. Lows will fall back only into the 20s to lower 30s.

.LONG TERM /TUESDAY THROUGH SUNDAY/...
A break in the active weather pattern occurs Tuesday, as high
pressure slides by north of the region. However, low clouds may
persist through at least midday, if not longer, given weak boundary
layer flow combined with quite a bit of lingering low level
moisture. Highs in the mid 40s to lower 50s in valleys, warmest
across the mid Hudson Valley where chances for prolonged sunshine
are higher. Mainly upper 30s to lower 40s northern higher terrain
areas.

The next storm system, currently meandering off the CA coast, is
expected to track east/northeast in a fairly similar path to the
Monday system. The combination of lingering shallow chilly air, and
impressive upper level dynamics could allow for another accumulating
wet snowfall across a good portion of the region, assuming the
system tracks far enough north with enhanced precipitation intensity
to allow for greater atmospheric cooling. Higher elevations could
have another round of significant amounts. The snow should
overspread the region prior to daybreak Wednesday, and continue
through late afternoon or evening, with some rain possibly mixing in
at times in valley areas if/when precipitation intensity decreases.
Highs mainly 35-40 in valleys, and 30-35 across higher terrain areas.

Precipitation tapers off Wednesday night, although some lingering
drizzle could occur, especially for some higher elevations. Temps
may hold steady, or even rise slightly, with mainly lower/mid 30s
expected for mins.

For Thursday-Thursday night, a fast moving northern stream impulse
tracking across southeast Canada and northern New England could
bring some rain showers to valleys, and rain/snow showers to higher
elevations late in the day into Thursday evening. Otherwise,
clearing later Thursday night. Highs Thursday 50-55 in valleys, and
40s for most higher elevations. Lows Thursday night mainly 35-40,
except 30-35 across the southwest Adirondacks.

Friday may feature another break with high pressure possibly
translating across the region. Should this occur, it should be
generally dry with mild temps reaching 50-55 in valleys, and 40-45
across higher elevations.

Another system may approach from the Great Lakes/Ohio Valley region
next Saturday, bringing another chance for rain. If precipitation
develops early enough in the day, some northern areas could start
out as a wintry mix. Otherwise, highs mostly in the 40s.

.AVIATION /18Z SUNDAY THROUGH FRIDAY/...
As of 18z/Sun, it will remain mostly clear with VFR conditions
through this evening as the strong high pressure system remains
overhead. Clouds will then build in overnight and gradually
lower and thicken by daybreak as the next storm system
approaches, but VFR conditions will remain.

The first round of precipitation is expected to arrive near or
shortly after 12z/Mon and will be in the form of snow. There remains
uncertainty whether this precipitation will arrive heavy enough to
reach the ground due to the dry low-level air mass that will still
be in place. Therefore, allowed for VCSH across all sites for the
morning with PROB30 in the event snow does make it to the surface
(leading to MVFR cigs and/or vsbys).

The more steadier snowfall will arrive between 16z/Mon and 18z/Mon
from southwest to northeast, in which MVFR and occasional IFR cigs
and/or vsbys are expected to begin. Precipitation could mix with or
change to rain at KPOU around or after 18z/Mon.

Wind will be generally 10 kt or less through this afternoon in
variable directions, then become light and variable this evening.
Wind will then shift to the southeast at 5-10 kt overnight and
through Monday morning (with some higher gusts possible).

Outlook...

Tuesday: No Operational Impact. NO SIG WX.
Tuesday Night: Moderate Operational Impact. Chance of SN.

.FIRE WEATHER...
High pressure will build in from southeast Canada
today with sunny, fair and cold conditions.  Clouds will increase
tonight ahead of the next storm system which will bring snow and
rain to region to open the week.  Most of eastern New York and
western New England will receive accumulating snow, as the
coastal storm moves away from New England Monday night. A brief
period of fair and dry weather is expected Tuesday.

The RH values will once again be below 30 percent this
afternoon but recover into the 75 to 100 percent range both
tonight and only lower to 60 to 75 percent in the snow and rain
on Monday.

The east to northeast winds will be light at less than 10 mph
today into tonight. The winds will increase from the east to
southeast at 10 to 20 mph on Monday.

A widespread precipitation event will impact the region on
Monday with mainly snow mixed with valley rain. Another storm
system will bring a mix of rain and snow for the mid week.

.HYDROLOGY...
Widespread hydrology problems are not expected the next several
days in the Albany Hydro Service Area.

Cold and dry weather today will allow flows to lower from the
Friday rain and snow melt.

A complex storm system will bring snow and rain to the region
Monday into Tuesday morning. Several inches of snow will be
common over the higher terrain with lower amounts in the
valleys Monday into Monday night. Total QPF or liquid equivalent
may range from a half an inch to an inch with the higher
amounts south and east of the Capital Region.

Another brief dry spell will occur on Tuesday, but another
storm system may potentially bring another widespread
precipitation event consisting of snow and rain for the mid
week.

Only minimal rises are expected on flows through the mid week.
