.SYNOPSIS...
A frontal boundary will lift back north as a warm front this
afternoon. Strong low pressure and its associated cold front
then crosses the area tonight into early Friday. High pressure
returns Saturday.

&&

.NEAR TERM /THROUGH TONIGHT/...
As of 100 PM EST Thursday...

Tornado Watch 30 has been issued until 7 PM this evening for far
south-central VA, SE VA (including all of Hampton Roads), and
all NE NC counties.

Previous 1150 AM Discussion:

Late morning surface analysis shows that the warm front has
lifted through SE VA, NE NC, and part of the Lower Ern Shore.
Temperatures are still around 40F across the NW Piedmont, in the
mid 40s from Mecklenburg County to the RIC Metro to Cambridge
(MD), and in the low-mid 60s over Hampton Roads to NE NC. Farther
upstream, sfc low pressure continues to slide north along the
boundary from Ern Tennessee to West Virginia. As this feature
continues to lift NNE this aftn, the warm front will continue to
slowly lift northward before stalling invof a line from the SW
Piedmont to just N of the RIC metro.

Overall, the 3km NAM has had the best handle on the progress of
the front (and temperatures) so far today. Therefore,
temperatures were trended downward across the NW while little
change in the temperature forecast across the SE. Not much
change in forecast rationale regarding flooding/potential severe
wx through tonight. Areas of moderate to occasionally heavy rain
will continue to lift NNE across the area through this aftn.
Some areas across srn VA/NE NC have seen 0.5-1.0" of pcpn this
morning. Still looks like the highest coverage of pcpn will be
over the NW two-thirds of the CWA this aftn (w/ lesser coverage
in SE VA/NE NC). Additional rainfall will be in the 0.5-1.0"
range across most areas through late aftn (w/ locally higher
amounts). Most areas will be back in the warm sector by mid-late
aftn. Highs range from the upper 40s NW to the low 70s across
SE VA/NE NC (these areas will be well into the warm sector w/
some clearing already noted across ern NC).

Strong developing LLJ will continue to advect Gulf
moisture...and higher PW's...toward the region this aftn. PW's
increase into the 1.4-1.9" range (highest far SE). This strong
warm air advection and potent LLJ (60-80 kt at H85 per model
consensus) will provide the forcing for ascent for another round
of moderate to heavy rainfall late this aftn into Thu
evening...with 12z/6 CAMs still indicating the potential for a
narrow line of gusty showers after 21z/4 PM this aftn into this
evening, persisting into early Fri morning.

     Heavy Rainfall...
The Flood Watch has been expanded to include all of SE VA
(mainly for concerns about flooding in urban areas of Hampton
Roads). Will leave NE NC out of the watch for now after
collaboration w/ neighboring offices.

Latest (16z) day 1 WPC Excessive Rainfall Outlook maintains a
slight risk of excessive rainfall over much of the CWA, w/ a
moderate risk over the far SW. Nudged higher QPF totals farther
to the SE, based on consensus of latest 12z CAMs. Storm total
rainfall (including what has already fallen) will be on the
order of 2.5-3.5" across srn VA/interior NE NC, with 2-2.5"
elsewhere. Potential for higher totals exist, especially over
the sw corner of the area, where 1+"/hr rainfall rates will be
possible Thu aftn and evening w/efficient rainfall owing to
strong lift and impressive forcing for ascent ahead of the
front.

     Severe Potential...
Some weak surface-based instability will exist across areas that
enter the warm sector (and potentially will linger through 06Z
or a little beyond over coastal NE NC before the main line of
showers/storms moves through). Have maintained thunder mention
across the SE half of the area and a Slight Risk for severe wx
from SPC continues across south central and SE VA into NE NC,
mainly for late this aftn-early Fri AM. CAMs are in agreement
(w/ slight timing differences) that a narrow line of convection
will move across the area from W to E from late this aftn (4 PM)
through early Friday morning. Given the aforementioned strong
low-level kinematics (coupled w/ modest instability in the warm
sector), the main severe threat will be damaging wind gusts.
Although there will not be a whole lot of directional shear in
the lowest 2 km, there is some limited potential for a brief
spin-up tornado (mainly across SE VA/NE NC), especially if
there is some localized backing in the sfc wind field. This is a
conditional threat but will also need to be monitored closely
in real time this afternoon and evening.

Rain tapers off late tonight in the west, but will linger into
the morning for most of the area, especially east of I-95.
Overnight lows mainly in the upper 40s-50s.

.SHORT TERM /FRIDAY THROUGH SATURDAY/...
As of 345 AM EST Thursday...

Friday...
Front pushes offshore Fri AM, with rain tapering off from W to
E . Overnight lows remain mild...mainly in the 50s, though some
mid to upper 40s possible across our NW piedmont counties.

Upper trough pushes across through midday Friday, with PoPs
dropping off by afternoon, potentially lingering over the
northern 1/2 and especially the eastern shore. It will become
quite windy and partly cloudy overall given the model consensus
of ~980mb sfc low pressure tracking into New England and deep
mixing of a westerly flow. Gusts to 20-25 mph expected inland,
with gusts to 35-40mph along the coast Fri aftn. Highs will
range from the mid/upper 50s N and W to the lower to mid 60s SE.

Fri night/Sat...
Becoming mostly clear with seasonable temperatures Friday night
with lows in the upper 20s and low 30s. Near climatological
norms for highs on Saturday afternoon as well with highs ranging
from mid 40s to low 50s. Mostly sunny with increasing aftn
clouds.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
As of 345 AM EST Thursday...

A weak shortwave trough aloft will approach the area Saturday night
into Sunday morning, bringing a chance for generally light precip to
the region. Models have trended toward a weaker system and have
limited PoPs to aob 40%, generally focused across the western half
of the region through sunrise on Sunday. A few snowflakes could
mix in well inland as showers move through, but given
antecedent airmass, no significant impacts are anticipated at
this time. Progressive pattern aloft will allow the weak wave to
exit the coast rapidly by Sunday afternoon, with clearing sky
and dry wx returning.

High pressure builds in for the remainder of Sunday and early
Monday before low pressure moving eastward across the Great
Lakes brings a cold front toward the region Monday afternoon.
Will show chance PoPs focused across the NW for the afternoon,
spreading southward overnight into Tuesday as low pressure moves
away into the Atlantic and the boundary stalls near or over the
region. Unsettled weather continues for Tuesday and Wednesday
as weak areas of low pressure ride along the stalled front.

Lows Saturday night will fall into the low to mid 30s with daytime
highs on Sunday warming into the low to mid 50s. It appears we are
in for another period of above/much above normal temperatures in the
extended forecast. Highs Monday-Wednesday warm into the upper 50s
and low to mid 60s despite increased cloud cover/showers associated
with the slow moving boundary. Overnight lows will follow suit with
upper 30s Sunday night, mid 40s Monday night, and low to mid 40s by
Tuesday night.

.AVIATION /18Z THURSDAY THROUGH TUESDAY/...
As of 1230 PM EST Thursday...

Latest MSAS shows a warm front lifting north along the coast and
is now located across sern VA. South of this boundary CIGS vary
from IFR in rain/fog to VFR at times. Cold wedge holds tight north
of it with an OVC St deck aob 500 ft at both RIC/SBY. Radar shows
widespread rain across the area along with sct tstrms across srn
VA/ne NC in the warm sector. Thus, expect conditions to remain the
same with rain/fog at RIC/SBY while have added a TEMPO group for
TSTRMS across the sern TAF sites over the next few hrs. This based
on the latest obs as well as a severe threat this aftrn. Gusty
winds are expected in the warm sector through the night.

Low pressure will deepen as it tracks ne across the region late
tonite and Fri morning. Although the pcpn will end around 12Z,
expect gusty wsw winds to dvlp in its wake. Have gone with 20G30
KTS at the moment with some higher gusts (up to 40 kts) possible
fri aftrn.

Outlook: High pressure slides across the region Friday night
then offshore Saturday. A weak area of low pressure crosses the
area Saturday night brining a chc of showers. High pressure
returns Sunday, then another area of low pressure approaches
from the W Monday.

.MARINE...
As of 430 AM EST Thursday...

Early this morning, frontal boundary was laying across SE VA
into Ncntrl NC. Winds north of the boundary were NE or E 5-10
kt, and S 10-15 kt south of the boundary across the waters.
Waves were 1-2 ft and seas were 3-4 ft.

A broad area of low pressure will track north and west of the
area today and tonight. Winds will become southerly and
increase to 15-20 kt with gusts up to 25 kt across the Ches Bay
and tidal rivers, and 20-25 kt with gusts up to 30 kt off the
Atlantic coast and over the Currituck Sound. Moderate to heavy
rain will move across the waters this aftn and tonight.

Low pressure system will intensify as it tracks NE into/through
New England during Fri, pushing a cold front across the area and
off the coast. This will result in strong SW winds becoming
west and filtering drier air into the area. Winds will be 20-25
kt with gusts between 30-40 kt across the waters, and lasting
into early Fri night. SCA conditions are expected across all the
waters starting this aftn, and lasting through late Fri night.
However, have upgraded the Gale Watch to a Gale Warning for the
entire coastal waters and the mouth of the Bay from later Fri
morning into Fri night. Calmer/sub SCA conditions then expected
for Sat into Sun night.

As of 615 AM EST Thursday...

Strong SW to W winds Fri morning into Fri aftn will likely
result in tide levels reaching near or into minor flooding at
Bishops Head, Crisfield, and Cambridge during this time period.
