.SYNOPSIS...
Breezy conditions across the Sacramento Valley on Monday. A
significant winter storm is forecast to arrive Tuesday bringing
heavy snow, rain, and strong winds to the area with major travel
impacts extending into the Thanksgiving holiday. Much cooler
temperatures in store for next week.

.DISCUSSION...
The Evening Update: Updated forecasts to issue the WAD for mainly
the West side of the Central Valley zones including Solano Co due to
the core of 40+ kts 925 mbs winds spreading down the Valley on Mon,
beginning about 15z, and working Swd into the evening hrs. Mixing
heights are mostly around 2 to 2.5 Kft this time of year, so the
ECMWF ensemble wind gusts of 35-40 mph over many of our Norcal
locations looks very reasonable. By 10-11 am Mon, the radiative
inversion will dissipate and we should begin to mix some of this
wind down to the surface. The core of the winds should mostly impact
the W side of the Sac Vly and lee-side of the coastal range below 2
Kft.

Upper low center tracking a little farther N than earlier forecasts
but rapid deepening of the offshore cyclone is still forecast. Quick
calculation reveals an over 30 mbs deepening (sudden drop in
barometric pressure) of the cyclone in about 12 hrs on Tue which
would classify it as a "bomb cyclone". This will intensify the MFR-
SAC gradient with inflow into the low center which is located near
the CA/OR border, albeit model location differences. Appears the
forecast gradient will exceed 20 mbs which is stronger than the Jan
4, 2008 and Dec 13, 2015 wind events affecting Norcal, although there
are synoptic differences. At least this puts this low center in some
sort of relative terms.

A band of 55+ kts 925 mbs NAM winds are forecast Tue evening, down
slightly from the 60 kts from the day run. But still, we should be
looking at a high end WAD, or at least a low end, High Wind event.
Stay tuned...all the leaves that blow south on Mon, will head back
north on Tue.

Still looks as if this will be a low snow level event with a cold
air mass, and since we will have dry denser air trapped in the mtn
valleys in Shasta Co, we can't rule out some evaporative cooling
lowering snow levels to perhaps the valley floor S of RDD. What
makes this a difficult forecast is the strength of the Sly winds
that are forecast. At times, winds not quite this strong will ride
up the cold, denser air instead of mixing it out, and we get an
evaporative snow event for RDD (discussed in WRH Tech Attachment,
96-10). However, winds forecast this strong Tue evening would offer a
challenge to the denser air and could mix or scour it out in the
North Valley. Due to topography and surface roughness however,
north of RDD, the frictional effects of topography sufficiently
reducing the wind speeds would not suffice to mix out the denser
air. Thus, it looks very likely (60-70%) that elevations as low as
the 800 to 1000 ft level around RDD will get some snow Tue evening.

.Previous Discussion...
Mild and quiet weather continues today as high pressure noses into
northern California from the Pacific. A pattern shift occurs
beginning tomorrow as a compact trough digs into the Central Great
Basin before moving quickly moving east Monday night. This feature
will bring a period of gusty north winds mainly to the western
portion of the Sacramento Valley and coastal mountains. Winds will
pick up mid-morning with gusts between 25 to 35 mph expected,
locally higher in wind prone areas. With relative humidity values in
the lower 20s Monday afternoon and the existing extremely dry
vegetation, elevated fire concerns are anticipated during the
morning and afternoon hours when winds are strongest. Winds are
expected to decrease quickly after sunset.

A strong, unseasonably cold weather system is expected to bring the
first significant winter storm of the season to Northern California,
impacting the area Tuesday through Thanksgiving. Hazardous travel
conditions with major travel impacts are expected over all NorCal
mountain passes with this system, especially impacting holiday
travel Tuesday night into Wednesday. Temperatures will also be
colder than normal beginning Tuesday and continuing through the
week.

Models indicate this system will move southeast from just off the
western Canadian coast, deepening as it heads towards northern
California on Tuesday. Precipitation is expected to begin on Tuesday
afternoon, spreading southeast across the entire area by the evening
hours. The low continues to strengthen Tuesday night which will lead
to heavy rain and snow by Tuesday evening. Along with precipitation,
models have trended significantly stronger with winds Tuesday night
into late Wednesday morning across both the Valley and mountains.
Valley winds may gust as high as 45 mph during this initial push of
the system. A High Wind Warning may need to be considered in future
updates. Blowing snow and significant reductions in visibility
during this timeframe will lead to extremely hazardous driving
conditions and travel is highly discouraged during this time.

Overnight, cold air advection will drop snow levels significantly,
especially in the Shasta County mountains and foothills. Have
slightly lowered snow levels once more due to ensemble guidance
indicating the potential for areas near Redding to see the potential
for a few inches of snowfall. A rain snow mix may be possible in the
city of Redding itself. Elsewhere, snow levels range around 2000
feet which would bring accumulating snow into the Sierra and coastal
mountain foothills.

The low makes its way overhead of NorCal on Wednesday and
precipitation begins to become more scattered in nature Wednesday
afternoon and evening, especially in the Valley. Models indicate
enough instability to possibly generate a few storms in the Valley
Wednesday afternoon, although confidence with this still remains low
at this time for any specifics on location or timing. Continued snow
showers mainly in the southern Cascades and Sierra will continue
overnight on Wednesday with snow levels around 2000 feet, slightly
lower in a few locations.

.EXTENDED DISCUSSION (Thursday THROUGH Sunday)...

Light to moderate rain and snow showers will extend into
Thanksgiving Day. The low continues to be overhead this day only
slightly shifting east by Thursday night. A few more inches of snow
can be expected in the Sierra its foothills Thanksgiving into early
Friday with snow levels around 2000 feet in the afternoon, dropping
to near 1500 overnight. Even though snow will be lighter than
previous day, hazardous travel will still be possible during this
time. On top of the snow, another period of afternoon or evening
convection may be possible on Thursday, especially if there is a but
of clearing in the Valley.

The large, upper low finally shifts east on Friday although
extremely light snow showers still look to be possible through early
Saturday in the Sierra. On the tail of this previous storm, another
system begins to make its way towards the west coast by late
weekend which may bring additional precipitation to NorCal.

As for temperatures from Thanksgiving through next weekend, expect
it to be chilly each day with below normal highs each afternoon. Low
temperatures in the Valley dip into the 20s and 30s each night.
Mountain locations should expect lows in the teens and 20s, with
single digits possible in high mountain basins.

General VFR conditions continue, except for very localized MVFR
conditions possible northern San Joaquin Valley and southern
Sacramento Valley early Monday morning. North to northwest wind
gusts 20 to 30 kts at TAF sites after 16z Monday.
