.SYNOPSIS...

A Pacific storm system begins to move into the region late tonight
and Monday. Ahead of this system light precipitation begins today
in northeast California. Mountain snow and valley rain spreads
south Monday while gusty winds develop east of the Sierra. The
weather remains active through late Wednesday before a brief break
develops. Another storm system brings more rain and snow the
region next weekend.

&&

.SHORT TERM...

A number of changes were made to the short term portion of the
forecast today as the models are showing some signs of starting
to converge on a solution. The bottom line this morning: The ECMWF
is moving more toward a wetter solution that is more in line with
the GFS and FV3. Meanwhile...the GFS is a little slower with the
onset of precipitation late today and tonight and still keeps a
better chance of strong winds east of the Sierra. All of this
leads to an increase in confidence that this will be a wetter
system than was previously advertised. There are still questions.
We will address those below.

Precipitation and Snow Levels: The initial development of
precipitation will be today north of the Tahoe area in northeast
California. Forcing is rather weak with this initial push...so we
do not expect enough in the way of widespread snow to warrant any
advisories for the Lassen/Plumas area. Snow levels should rise to
around 4500 feet today where we expect precipitation.

We really start to see precipitation increase Monday into Monday
evening. The jet is sagging south by then and some of the
Integrated Water Transport tools show an increase in moisture
directed toward northern California from roughly Highway 50 to
near the Oregon border by early Monday evening. Along with this
increase in moisture we do see an increase in snow levels for much
of the area...rising above 5000-6000 feet for all but northeast
California where precipitation intensity may keep snow levels
lower than one would expect in this scenario. That means a mix of
rain and snow in some of the lower valleys of northeast California
in western Lassen County and central Plumas County. With the
ECMWF trending wetter...we have increased both POPs and QPF for
Monday and Monday night in northeast California and the Tahoe
basin.

By early Tuesday the focus of the heaviest precipitation begins to
shift south to mainly the Tahoe basin. By then we start to see
some precipitation developing along the Sierra Crest of Mono
County as well. The precipitation in Mono County looks lighter
through Tuesday than points to the north. We may also begin to see
some spillover late in the day into western Nevada as instability
starts to increase...but spillover chances look to increase after
Tuesday afternoon.

Given the increase in POPs and QPF...we have opted to issue Winter
Storm Watches for northeast California and the Lake Tahoe area
starting late Monday morning and continuing through late Wednesday
morning. Ultimately...this may be a high end advisory scenario...
but snow through this entire time period could cause travel
difficulties.

Winds: This storm looks like a more typical winter storm with
shadowing initially to the east of the Sierra. Forecast soundings
for the Reno area even show a brief period of potential weak
downslope enhancement late Monday afternoon into Monday evening.
This may drive wind gusts in the wind prone areas into the 65-70
mph range for a brief period of time late Monday afternoon.
Because this period of stronger winds is relatively short and
because there is some potential for precipitation to dampen the
winds by Monday evening...but more likely Tuesday...we will issue
a High Wind Watch for just the Sierra Front area and far northwest
Nevada for Monday afternoon and overnight. We would feel better
having the next shift look at the wind potential again to
determine if we need an advisory or warning. At this point an
advisory is more probable...given the shorter duration of the
strongest winds...but we do want more eyes to take a look.

Gusty winds could redevelop Tuesday...but these are more likely to
be dampened somewhat by brief periods of spillover precipitation.
The strongest winds may actually shift to the basin and range
country by then.

While confidence has increased...we must keep in mind this remains
a complex forecast. There is potential for significant variations
in snow levels that could cause snow totals to vary from what we
currently depict. There is also the possibility of stronger winds
in the lee of the Sierra if we get a slowing of the precipitation
moving south and spilling into western Nevada. Further refinement
of the forecast is likely and may result in substantial
differences to that issued this morning.

.LONG TERM...Tuesday night through next weekend...

An active weather pattern will continue through the extended period.
Pacific moisture and a series of shortwaves will move into the
western US Tuesday through Sunday. The only significant changes to
the forecast were to increase POPs and QPF over the central Sierra
crest and eastward into portions of western Nevada for the Tuesday
night through Thursday morning time period. With model guidance
still struggling to come into agreement, especially the
operational GFS and ECMWF, there are likely going to be continued
variations where the highest QPF values will be.

A slow moving shortwave trough will meander over the Pacific
Northwest and southern British Columbia through the middle part
of the week, before dropping south into the Intermountain West
early Friday. A smaller shortwave over the eastern Pacific will
phase with this larger shortwave Tuesday night into Wednesday
morning over the central-northern Sierra, northeastern
California, and western Nevada. This will put these areas within a
favored zone for QG-ascent and allow for increased precipitation
along the Sierra crest and for precipitation to spill over into
western Nevada. Snow levels look be around 5000-6500 feet
throughout much of this event, except for areas of Lassen and
Modoc Counties where they could drop to below 5000 feet early
Wednesday. In regards to snowfall amounts, areas above 7000 feet
could see see a decent chance for 10-20". Below 7000 feet, amounts
will be harder to pinpoint due to the fluctuating nature of snow
levels. A potential range from a couple inches to nearly a foot of
snow are possible.

Strong wind gusts will also be possible Wednesday morning into early
Thursday due to the increased winds at all levels from the phasing
of the southern branch of the polar front and northern branch of the
subtropical jet. Continued onshore flow and increased lift near the
Sierra should lead to another round of moderate to heavy
precipitation Wednesday night into Thursday. Precipitation chances
will decrease Thursday into Friday as the low moves off to the east.
A brief break will take place Friday, before another upper level low
and plume of Pacific moisture enters the west coast Saturday
morning through Sunday. This will likely be a valley rain/mountain
snow event, with snow levels remaining above 5000 feet except for
areas in northeast California-northwest Nevada where snow could
continue until warmer air enters the region. Saturday morning and
mid-day look to be the times for the heaviest precipitation.

.AVIATION...

VFR Conditions are likely through today and we will begin to see
winds increase aloft this morning. That should lead to an increase
in turbulence potential above and downwind of the Sierra. By late
in the day...surface winds begin to increase as well with gusts
approaching 25-30 kts for most of the terminals.

Precipitation moves into northeast California late tonight and
spreads south through Tuesday. This will lower cigs/vsbys and
lead to mountain obscurations for Monday and Tuesday. In the
meantime...surface winds begin to increase in the lee of the
Sierra. Wind gusts at the western Nevada terminals could reach
40-45 kt by late Monday afternoon. In the Sierra...gusts at the
terminals could reach 30-35 kts. This will bring the typical
bouts of turbulence along with low level wind shear early Monday.

Precipitation begins to spill into western Nevada late Tuesday and
could lower cigs/vsbys briefly. Poor conditions continue into
Wednesday before some decrease in winds and precipitation late in
the day.
