Flood Warning, which is in effect from 8 AM Sunday to 5 PM EST
Monday. The Coastal Flood Watch is no longer in effect.
* LOCATIONS...Tidal areas in the counties of Middlesex, Monmouth,
Ocean, and Southeastern Burlington.
* TIMING...From 8 AM Sunday to 5 PM EST Monday.
* COASTAL FLOOD IMPACTS...One to two feet of inundation above
ground level is possible in low-lying areas near shorelines and
tidal waterways. In Middlesex County, minor road flooding is
possible in Woodbridge Township, Perth Amboy, Old Bridge
Township, and South Amboy. At this level, widespread flooding of
roadways is expected with many roads becoming impassable. Lives
may be at risk when people put themselves in harm's way. Some
damage to vulnerable structures may begin to occur.
* WAVES...Building to 7 to 13 feet.

Flood Advisory, which is in effect from 11 AM this morning to
4 PM EST Monday. The Coastal Flood Warning has been cancelled.
* LOCATIONS...Tidal areas in New Castle County in Delaware and
Salem County in New Jersey.
* TIMING...From 11 AM this morning to 4 PM EST Monday.
* COASTAL FLOOD IMPACTS...Up to one foot of inundation above
ground level is possible in low-lying areas near shorelines
and tidal waterways. In New Castle County, roadway flooding is
possible in New Castle, Delaware City, Port Penn, and other
locations along the bay, the river, and the tidal tributaries.
In Salem County, flooding is possible along Oldmans Creek and
the Salem River, and in Penns Grove, Carneys Point Township,
Pennsville Township, and other locations near the bay, the
river, and the tidal tributaries.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Coastal Flood Advisory means that minor tidal flooding is
expected. Minor tidal flooding often results in some road
closures. Usually, the most vulnerable roadways will flood.

.SYNOPSIS...
As high pressure builds into the Northeast this weekend, a surface
low will lift slowly northeastward off the Carolina coast. By early
next week, the low should progress northeast to the Canadian
Maritimes by Tuesday morning as the aforementioned high migrates
into the northern Atlantic. High pressure will build into the
eastern U.S. during the middle of next week, before a cold front
moves through the region near the end of the week.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
12:30 AM Update: Little changes made to the grids. Adjusted
temperatures up slightly as well as dew points across the
southern half of the CWA. This has produced quite the gradient
in dew points today with values in the single digits to even
negatives in the Poconos and NW New Jersey. The coastal storm
is still ramping up off the South Carolina Coast at the moment,
with a 1006 mb low now being represented on the surface
analysis. Expect the forecast track to remain on par with
movement up the Atlantic Seaboard just to the east of our
region.
Previous discussion...
It's been fairly quiet overnight as the region is currently
sitting in between systems. There's a cold front to the north
and a deepening low pressure system off the coast of South
Carolina that will become the dominate player in weather across
the Carolinas, Virginia and the mid-Atlantic through the
weekend. A tightening pressure gradient will start bringing in
gusty winds across the region upwards of 25 to 30 mph this
morning through the afternoon. Across the ocean waters expect
winds to increase and be in excess of Gale force for an
extended period of time.
Lewes is already gusting to Gale force as of 3 AM and as the
low pressure system deepens, I dont really see much calming in
the wind forecast over the next day or so. So we've opted to go
ahead straight with the Gale Warning and, as will be described
in the short term and marine sections in more detail, we've
issued it straight through Sunday night.
Due to mid-level clouds associated with the cold front to the
north temps have been slower to fall across the Poconos this
evening. However the clouds are eroding as they push further
south into dry air and expect through much of this afternoon
we'll see mostly clear skies. The dry air also leads to an
additional concern. Relative humidities this afternoon are
expected to drop into the low 20% range for most of the region
and possible into the teens in the Poconos. Based on mixing
heights dew points should drop into the low single digits with
the Poconos below 0F. Given the gusty winds and low relative
humidities, a Special Weather Statement has been sent this
morning to highlight potential fire weather dangers.

.SHORT TERM /6 PM THIS EVENING THROUGH MONDAY/...
The coastal storm starts to become more organized heading into
Saturday evening and Sunday. The upper level low finally merges with
the surface low and the system becomes vertically stacked. Once this
happens the low deepens from 1008mb to 994-998mb depending on model
guidance. This is when the winds off the coast really start to ramp
up. Expect sustained winds in excess of 30kts for most of the
evening and gusts easily to Gale force through Sunday evening. Once
the coastal low stacks and deepens it will start to track up the
Atlantic coastal and from there the forecast becomes quite tricky.
Light rain will be spreading north as the low pushes north and east
Saturday night. It will start across the ocean waters and gradually
push inland through Sunday morning. The tricky issue is the question
of how far inland. For the most part on Sunday expect the rainfall
to be from the I95 corridor east as the low starts to pivot with a
decent amount of residence time over DelMarVa and eastern NJ. I've
amped up the precip amounts due to the long residence time for
eastern locations with amounts between 0.25" to nearly a half of an
inch of rain. Heading into the evening Sunday night into Monday is
where things get dicey. Thermal profiles show if precip is falling
in northwestern NJ and north eastern PA, then its freezing rain.
There's a decent warm layer aloft up to 2C-4C and forecast soundings
show limited to no cloud ice. So its a high confidence forecast in
terms of precip type, but also cautious because any freezing rain
will be dependent on precip actually falling and not all models show
the precip pushing far enough inland. This will certainly bear
watching over the next 12-24 hours as we start to get a better idea
exactly were the center of the fully stacked coastal low ends up.
By Monday the low will be just south of Cape Cod and our winds will
be backing around to out of the north west still quite gusty as the
pressure gradient between the departing low and a building high
pressure system. Lingering precip will be slowly coming to an end
from south to north across the region.
Temperatures Sunday into Monday remain well below normal for mid
November with highs in the upper 30s to low 40s. Lows overnight
Saturday night will be in the teens and 20s with temps on Sunday
into in the upper 20s to mid 30s.

.LONG TERM /MONDAY NIGHT THROUGH SATURDAY/...
Main challenge in the medium-range period involves the tail end of
the ocean storm affecting the region Monday night and Tuesday and
timing of a cold-frontal passage late in the week.
The latest deterministic model solutions are indicating the ocean
storm plaguing the East Coast this weekend will be east of New
England by 00z Tuesday and well on its way to the Canadian Maritimes
12-24 hours later. However, there are indications a kicker midlevel
vort max will be moving through the Mid-Atlantic Monday night (GFS
on the fast side; likely too fast given its quick bias of late). The
00z CMC/ECMWF are showing rather substantial lift on the
southwest periphery of the lifting surface low, which will
likely aid in the development of wraparound precipitation from
New York and New England southward into our CWA. Low-level
thermal profiles are suggestive of the potential for freezing
and/or frozen precipitation should the precip shield extend far
enough west for long enough (generally along/north of the I-80
corridor). Farther south, profiles look warm enough for rain for
the duration. QPF appears rather light as dry advection takes
over, but this is worthy of watching over the next few model
cycles to see if this slower timing and stronger look to the
kicker vort max continue. For now, trended PoPs upward (by about
10 percent) and kept some mention of PoPs into Tuesday for the
Poconos.
High pressure should build into the eastern U.S. Tuesday and
Wednesday, which should allow for a quiet period in our area. The
source region of the kicker vort max is not particularly cold, so
temperatures are not expected to be too cold (near to slightly below
seasonal averages).
The next shortwave trough approaches the region late in the week,
but there are large timing discrepancies among the guidance. The 00z
CMC is the fastest while the 00z GFS is the slowest, and these
differences (gauged by cold-frontal passage) are over 24 hours. Used
a blended approach for now, though did give added weight to the 00z
ECMWF given its middle-of-the-road solution. Warm/moist advection in
advance of the approaching front with antecedent "not-too-cold" air
suggests the precipitation with this system will primarily be liquid
for the CWA. The blended solution results in mention of small PoPs
by Thursday, increasing slowly through Friday. In advance of the
front, temperatures will be quite mild (possibly 10+ degrees above
average), but confidence in the forecast temperatures is below
average.

.AVIATION /18Z SATURDAY THROUGH THURSDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.
Today...VFR with clouds building in from the south and east
around 4-6,000 feet late into the evening. Strong northeasterly
winds will range 10 to 15 knots with gusts of 24 to 28 knots at
all sites. Gusts to 35 or even 40 knots possible along the
immediate coast. Moderate confidence.
Saturday night...VFR conditions most of the night, although ceilings
begin to lower to MVFR across southern New Jersey and Delmarva late
in the overnight and through daybreak. Gusty northeast winds 20- 30
knots, stronger near the coast with gusts 30-40 knots possible. --
High confidence.
Outlook...
Sunday...Anticipate MVFR ceilings pushing into all sites by mid
morning. Gusty northeast winds continue 20- 30 knots, stronger near
the coast with gusts 30-40 knots possible. -- Moderate confidence in
ceilings, high confidence in winds.
Sunday night...MVFR with possible IFR as rain falls across the
region. Freezing rain may be possible inland at ABE/RDG late
overnight. Winds remain gusty 20-30 knots, shifting from northeast
early to northwest late. -- Moderate confidence in ceilings, high
confidence in winds.
Monday...Improving conditions expected Monday morning through
the afternoon from MVFR to VFR. Northwest winds gust 15-20
knots. -- Moderate confidence in ceilings, high confidence in
winds.
Monday night...May see some light rain (possibly mixed
precipitation north of the terminals) and sub-VFR conditions.
West to northwest winds up to 10 kt. Confidence in
precipitation/ceilings is below average, but in winds is above
average.
Tuesday and Tuesday night...Mainly VFR with west to northwest winds
5 to 15 kt. Some higher gusts are possible during the day. Moderate
confidence.
Wednesday...Mainly VFR with northwest winds 10 to 15 kt with higher
gusts. Moderate confidence.

.MARINE...
Gales have begun on the ocean waters and on lower Delaware Bay early
this morning. Have converted these areas to a gale warning, with a
small craft advisory continuing for upper Delaware Bay at this time.
However, given the low bias of the wind forecasts early this
morning, there is potential for a gale warning for upper Delaware
Bay as well.
Have extended the gale warning through Sunday night (with conversion
of the storm watch to the gale warning for the southern New Jersey
and Delaware coastal waters), as consensus of model guidance keeps
gusts primarily confined to 40-45 kt Sunday and Sunday night. Cannot
rule out some storm-force gusts, but confidence is too low for an
upgrade at this point. The small craft advisory for upper Delaware
Bay was also extended through Sunday night as well.
Seas will be building quickly today, likely exceeding 10 ft by
tonight on the Atlantic waters and remaining near/above this level
through Monday morning before subsiding as winds switch to
northwest. Gales are expected to taper slowly to advisory conditions
on Monday as northwest winds gradually decrease as the ocean storm
moves to off the New England coast.
Outlook...
Monday night...Seas may linger above 5 feet, but winds will likely
diminish below advisory criteria by this time.
Tuesday and Tuesday night...Sub-advisory winds/seas expected.
Wednesday...Northwest winds may approach advisory criteria by late
afternoon.

.TIDES/COASTAL FLOODING...
Deep low pressure off the southeast and Middle Atlantic coasts
will maintain a strong northeast wind along the shores of
Delaware and New Jersey through Sunday night. The expected
onshore flow will affect five consecutive high tide cycles and
should result in another lengthy period with the threat of tidal
flooding, similar to what occurred back around the 10th through
12th of October.
We continue to forecast widespread minor flooding with this
morning's high tide in southern Delaware. As a result, that area
is under a Coastal Flood Advisory. Spotty minor flooding is
expected to spread into parts of southern New Jersey and tidal
portions of Delaware Bay in Kent County, but it should not be
impactful enough in these areas to warrant an advisory.
We have issued a Coastal Flood Watch for moderate flooding for
Sunday and Monday for tidal areas of Delaware and New Jersey
with widespread moderate flooding possible. The daytime high
tides will be the higher of the two daily high tides.
As we get closer to Sunday and Monday, a Coastal Flood Advisory
may be issued for the tidal part of the Delaware River.
Also, the latest guidance is showing minor flooding building up
into the upper part of Chesapeake Bay on Monday, so an advisory
may eventually become necessary along the upper eastern shore.
The strong and persistent onshore wind will likely result in
significant beach erosion along the coasts of New Jersey and
Delaware.
