.SYNOPSIS...Rain will continue to taper off as a weather system
exits overnight. On Wednesday rain will redevelop in the North Bay
early then gradually spread over the Bay Area by Wednesday
afternoon. Heavy rain and damaging winds will spread north to
south as a potent cold front moves through the region. The
Wednesday evening commute will be severely impacted with urban and
small stream flooding likely along with downed trees and
branches. Heavy rain will continue for the Central Coast through
early Thursday morning. Numerous post frontal showers with
possible thunderstorms with small hail on Thursday. Dry Friday and
Saturday with a chance of light rain Sunday followed by a drying
trend next week.

.DISCUSSION...as of 10:00 PM PST Tuesday...Showers continue to
fall across the region at this hour with Doppler radar showing
numerous cells off the coast continuing to stream in toward the
coast. While showers activity is anticpated to taper overnight
orographic affects along the coastal hill may continue to produce
showers through the night and into the morning hours on Wednesday.
Latest observations continue to show decent accumulations across
the district with several locations over Monterey, Santa Clara and
Santa Cruz counties reporting around an inch to almost an inch
and a half over the last 6 hours. In Monterey County Mining
Ridge, Chalk Peak and Pinyon Peak all received over an inch with
Mining Ridge topping the list with 1.46".
Southerly winds are also beginning to pick up, especially over
the hills. Sustained SW winds of 10 to 20 mph with gusts around
45 mph have been observed this past hour. A couple of locations
over the East Bay Hills and the Santa Cruz Mountains have
reported winds in excess of 35 mph with gusts around 55 mph.
Forecast remains on track...no updates at this time. An Hydrologic
Statement (SFORVSMTR) was issued for the Carmel River at Robles
del Rio this evening as latest projections depict the river rising
slightly above monitor stage Wednesday night. No flooding is
expected.
From previous discussion...For Wednesday expect steady rain to
develop in the North Bay in the morning under a warm advection
pattern. Rain intensity will pick up by midday and then the heavy
band of rain will start to work north to south through the Bay
Area. Again the afternoon commute will be severely impacted. Flash
Flood Watches have been posted for all areas expect San Benito
and interior Monterey County. The High Wind Watch has been
converted to a High Wind Warning for coast and hills above 1000
feet with a Wind Advisory for the interior valleys. Damaging winds
are likely during the frontal passage as heavy rain will drag
down high momentum air. Models show 60-70 kt winds at 925 mb so
frequent wind gusts in the 50 mph range will be likely across the
region. This in combination with saturated soils will set the
stage for tree and powerlines damage Weds night as the front
charges through. Take action now to plan for this storm and if you
dont have to go out Weds afternoon and evening please stay off
the roadways.
The main stem rivers will show rapid rises with the Carmel River
now forecast to reach Monitor stage on the backside of the storm
on Thursday as high run-off continues from the Santa Lucia where
in excess of 6 inches of rain will likely fall.
Numerous showers will continue on Thursday in the post-frontal
environment. The period of biggest concern will be Weds night
when the front goes through with rain rates easily approach 1 inch
per hour in many locations. Storm totals of 1-3 inches for the
valleys and 3-6 inches for the hills should be fairly common by
the time things wind down Thursday night.
Dry weather returns Friday and Saturday. A chance of light rain
Sunday as a weak front passes through NorCal. Qpf looks light with
this, on the order of a few tenths or so. Drying trend MLK Monday
through much of next week.

.AVIATION...As of 4:59 PM PST Tuesday...SE winds continue to
increase associated with a smaller scale low pressure center
moving NE presently near San Francisco and trailing frontal
boundary to the south to the north Central Coast. Coastal buoys
and land observations are showing pressure falls, a small area of
organized instability nearest the low center may initiate more
showers including an isolated thunderstorm through mid evening
north of a KSFO-KOAK-KLVK line to Sonoma and Napa counties; SE
winds mostly non-forecast by recent statistical guidance due to
difficulties in temporal and spatial resolution. Based on obs SE
wind gusts will likely continue to approach 40 to 50 mph at times
through mid evening. Wind direction forecasts specifically are
low confidence this evening until the low has a chance to pass by
to our NE.
VFR-MVFR except for localized IFR in heavy showers, possibly an
isolated thunderstorm as mentioned. Weather conditions deteriorate
Wednesday into Thursday as the next frontal system approaches
from the west.
Vicinity of KSFO...Wind forecast will be challenging in the
evening, tendency is there for E-SE wind to hold, but surface
winds may tend to turn more S or SE then may temporarily shift to
SW once the aforementioned low passes by to the NE. VFR is
forecast, conditions however deteriorate again Wednesday and
Thursday.
SFO Bridge Approach...Similar to SFO.
Monterey Bay Terminals...A band of strong winds exist over the
inner coastal waters and the Monterey Bay, Monterey buoy reporting
southerly wind 31 to 39 knots back at the top of the hour. Peak
SE wind gusts to 38 knots at KSNS, gusty winds extend over much of
the Salinas Valley northward to Moss Landing. These winds are
associated with a smaller scale low pressure center near San
Francisco with trailing frontal boundary to the south. VFR-MVFR
except localized IFR in heavy showers. Weather conditions
deteriorate once again Wednesday into Thursday with the next
frontal system approaching from the west.

.MARINE...as of 9:50 PM PST Tuesday...A powerful 965 mb low
pressure center located 1300 miles west northwest of the Bay Area
will move toward the Pacific Northwest through late week bringing
a swath of sub-tropical moisture laden air with heavy rain and
wind to the entire forecast area Wednesday into Thursday. A
combination of heavy wind, large seas, heavy rain, and scattered
thunderstorms will result in similarly hazardous conditions to the
mid December 2018 storm. A very large and long period west swell
will arrive Thursday morning and last into Friday before
subsiding. Mariners are urged to monitor weather forecasts closely
this week.
