.SYNOPSIS....A chilly night is in store once again tonight, but
not as cold as last night in the Bay Area. Then, a moderate to
strong atmospheric river (AR) takes aim at the Bay Area and
Central Coast beginning on Saturday. This AR system will produce
periods of heavy rain along with strong winds from late Saturday
through at least Sunday night. Major impacts are expected for
people returning from holiday travel this weekend. Periods of rain
will continue through at least Tuesday. Another strong storm is
possible by late next week.

.DISCUSSION...As of 9:10 PM PST Friday...Isolated showers
continue to linger this evening, mainly near Monterey Bay. Both
the HRRR and NAM indicate all shower activity will end by 10 pm.

Santa Rosa's low temperature of 25 early this morning tied a
record low for the date, last set in 1931. Mid evening
temperatures and dewpoints across the North Bay are running 2 to 7
degrees above those of 24 hours earlier. In addition, high clouds
moving out ahead of a system developing offshore will help hold
temperatures up overnight. Thus, although we expect chilly
temperatures once again tonight, overnight lows across the SF Bay
Area are not expected to be as cold as last night, particularly
in the North Bay. Farther to the south, across interior Monterey
county and San Benito County, showers and associated cloud cover
last night held temps up a bit, so these areas will likely be
somewhat colder tonight. Patchy frost is likely in most valleys
overnight, but widespread freezing temperatures are not
anticipated.

Attention now turns to the Atmospheric River event that will get
underway tomorrow and possibly last through Tuesday or Tuesday
night of next week. A system currently developing offshore along
135W is forecast to intensify as it approaches the California
coast tonight and Saturday. Models agree that light rain will
begin to develop in our coastal areas by late tomorrow morning,
with widespread rain then expected to develop during the afternoon
hours. This system is currently tapped into a plume of moist
subtropical air originating from just north of Hawaii. As the
system approaches the California coast late tomorrow, this
moisture plume (Atmospheric River, or AR) will be directed at our
forecast area. Rainfall rates may become heavy by late tomorrow
afternoon or tomorrow night as the AR begins to impact our area.
Models agree that the approaching upper trough will stall offshore
along 130W tomorrow night and then remain roughly in that
position through at least Tuesday morning. What this means is a
prolonged period of rainfall across our area, with the potential
for heavy rain at times. Initially, on Saturday night, the band of
heaviest rain associated with the AR looks to be positioned over
the SF Bay Area, including the North Bay and the Kincade Burn
Scar. A Flash Flood Watch is in effect for the Kincade Burn Scar
in Sonoma County, as well as areas downstream from the Burn Scar,
starting Saturday afternoon and continuing through Sunday night.
Most model data indicate the band of heaviest rain will shift
south of the burn scar by Sunday, which would reduce flash
flooding risk in Sonoma County, at least temporarily. Heaviest
rainfall from Sunday onward is projected to mostly be focused on
areas from the Santa Cruz Mountains southward. However, a wave
forecast to move along the nearly stationary frontal boundary on
Sunday night may shift heavier rain temporarily back to the north.

Rainfall is forecast to taper off somewhat on Monday and Monday
night as the upper trough offshore digs to the south. One final
burst of heavy rain is then possible Tuesday and Tuesday night as
an upper low moves inland near Point Conception. This final round
of heavy precipitation looks to be focused primarily on the Santa
Lucia Mountains, and perhaps as far north as the Santa Cruz
Mountains.

Rainfall totals for this entire event (Saturday through Tuesday
night) are currently forecast to range from 1.5-4 inches in most
urban areas (heaviest amounts along the coast and in the North Bay
valleys, lightest amounts in the rainshadowed portions of the
Salinas and Santa Clara Valleys). Projected rain totals for the
hills/mountains are from 3-6 inches with locally up to 8 inches
or more in the Santa Lucia Mountains. One factor that may limit
rain rates in the hills, at least initially, is wind direction.
The low level jet is forecast to be out of the south-southeast on
Saturday and Saturday night, which is not conducive for efficient
upslope conditions in the coastal ranges. But from Sunday onward,
the low level jet is forecast to veer more to the south or
southwest, which is better for generating orographic enhancement
of precipitation in the coastal ranges.

Mainstem rivers are running low and can handle plenty of rainfall
at this early stage of the rainy season when the soil is not yet
nearly saturated. However, urban flooding is likely at times
through this event, particularly in low-lying and poorly drained
areas. Also, if heavy rain persists over specific areas for
extended periods of time, some smaller rivers and streams may
experience significant rises, or may even reach bankfull.

Southerly winds are expected to increase on Saturday and become
strong and gusty by Saturday evening. Strongest winds are forecast
to occur near the coast and over the coastal waters. The local
WRF model forecasts strongest winds along the Monterey County
coast from Pebble Beach south to Point Sur from late Saturday
night through Sunday morning, when wind gusts up to 60 mph are
possible. But all coastal areas will be windy. A High Wind
Warning has been issued for the San Mateo County Coast and
Monterey County Coast 10 AM Saturday to 3 AM Monday. A High Wind Warning
has also been issued for the North Bay Coast from 10 AM Saturday
to Noon Sunday. A Wind Advisory is in effect for all other
portions of our forecast area from 10 AM Saturday to 3 AM Monday.

This incoming system will be much warmer than the system that is
currently departing our area. Thus, temperatures will warm through
the weekend. Nighttime low temperatures will be anywhere from 10
to 20 degrees warmer by Saturday and Sunday night, while daytime
highs will warm into the upper 50s and lower 60s by Sunday.

After a short break in the action late Wednesday and Thursday of
next week, longer range models forecast another strong system to
impact or region starting on Friday, and continuing into the
weekend of Dec 7/8.

From Previous Discussion...Of note, many people will be
returning to the Bay Area after the Thanksgiving holiday via cars
and airlines this weekend, however, given the forecast rain and
winds, expect there to be significant travel delays/hazards.
CalTrans has already announced that portions of Highway 1 in Big
Sur will be closed as a result of this storm, and for those
planning trips up or down the Sierra/Tahoe area, expect there to
be closures on 50/80 due to heavy snow. If you must travel this
weekend, prepare for delays, give plenty of time to reach your
destination, keep your vehicle fueled and cell phone charged, and
bring chains if you may be heading towards the Sierra.

.AVIATION...as of 4:15 PM PST Friday...A few showers are moving
through the Bay Area as the deep upper trough pushes eastward out
of the area. Conditions improving after 03Z. Winds turn more
southerly during the night and increase Saturday morning ahead of
the next system. The leading edge of the next rain will start
Saturday afternoon spreading from west to east.

Vicinity of KSFO...A few showers with cigs as low as 3500 ft
through 03Z. Mainly SCT cumulus clouds after 03Z. Lower cigs
return after 15Z Saturday with bases 3000-3500 ft. Occasional light
rain after 15Z. Winds becoming light southerly after midnight
increasing to 10-15 kt after 15Z.

SFO Bridge Approach...Similar to KSFO.

Monterey Bay Terminals...A few showers with cigs 3500-4000 ft
through 03Z. Quiet conditions are then expected until lower cigs
return after 14Z with light rain by 18Z. Southeast winds 5-10 kt
tonight increasing in the Salinas Valley to 15-20 kt Saturday
morning.

.MARINE...as of 04:12 PM PST Friday...Generally light to moderate
westerly winds will prevail through  the day over the waters.
Winds will become south/southeast tonight and begin to increase
ahead of the next system, reaching gale- force during the day on
Saturday. These winds will generate large  wind-driven waves.
