.SYNOPSIS...A region-wide cooling will occur on Tuesday as a
frontal boundary sweeps through the region. Gusty and dry offshore
winds will develop over the North and East Bay Hills/Mountains
from late Tuesday night through early Thursday that will
consequently result in critical fire weather conditions. Dry
conditions, along with seasonable temperatures, are forecast from
Thursday through next weekend.

.DISCUSSION...as of 02:35 PM PST Monday...No significant changes
to the ongoing forecast this afternoon as clear sky conditions
prevail over the region. Temperatures at this hour are similar to
those 24 hours ago with 60s at the coast to widespread 70s inland.
A few locations will top out around 80 deg F this afternoon
across the interior with coastal locations likely to cool as
onshore flow returns and begins to increase.
Low clouds will also increase overnight in response to the increased
onshore flow and deeper boundary layer moisture advecting inland
ahead of an approaching weather system. An upper level low and
associated trough to the north will drop southward and develop into
a cut-off low as it moves down the California Coast during the next
24-36 hours. This will push a frontal boundary across the region on
Tuesday resulting in a big drop in temperatures. Afternoon highs on
Tuesday will be 10-15 degrees cooler compared to today with breezy
northwest winds likely to develop in wake of the frontal passage.
While an isolated shower or two will be possible on Tuesday, mainly
across the Central Coast, widespread rainfall is unlikely for much
of the region.
While wind speeds are forecast to ease some by late Tuesday along
the coast, north to northeast winds will develop and increase over
the North and East Bay into Tuesday night. By Wednesday morning,
forecast models indicate 35-50 KT winds at 925 MB over much of the
North Bay and portions of the Diablo Range. In addition, relative
humidity will drop through the day on Wednesday with continued gusty
winds in the higher elevations of the North and East Bay likely to
persist into early Thursday morning. Thus, our Fire Weather Watch
will be upgraded to a Red Flag Warning for the aforementioned
locations. For additional information, please see the Fire Weather
Discussion below.
Winds will diminish after sunrise Thursday, yet seasonably cool and
dry conditions will persist. There are some indications that a
southerly surge will develop along the Big Sur coast and advect
northward into the Monterey Bay later in the day Thursday resulting
in increase clouds and/or fog. Regardless, daytime temperatures will
remain generally in the 60s to lower 70s for much of the region late
in the week and into the upcoming weekend. Generally clear overnight
conditions and light winds will result in temperatures cooling into
the 40s near the coast and 30s in the colder interior valleys (as
well as the higher elevations). Dry weather conditions are likely
most likely region-wide into the extended as well.

.AVIATION...as of 4:23 PM PST Monday...Widespread VFR conditions
with only a patch of stratus/fog at Point Reyes at the moment. A
shallow marine layer continues this afternoon with more stratus/fog
upstream to the northwest, but the stratus/fog is also somewhat
fragmented by northwest winds and mixing. Highest confidence is in
the nearest term with VFR prevailing at the terminals from late
afternoon to evening.
Low level clouds increase from north to south tonight with some
inland intrusion likely as a mainly dry cool front moves to the
south Tuesday morning; a few light showers are possible along the
coast overnight and early Tuesday morning. Patchy MVFR/IFR cigs
are forecast overnight and into tomorrow morning as the system
allows the marine layer to deepen.
A brief period of LLWS for KSTS late tonight and Tuesday morning
near 1500 ft AGL.
Vicinity of KSFO...VFR, W-NW wind developing per latest 5 minute
observations. A period of IFR ceiling is possible tonight, at
present it appears with fragmented stratus/fog upstream, lower
level marine inversions remaining compressed, a later development
of a ceiling as advertised looks good. Tempo IFR 11z-15z Tuesday.
VFR returning thereafter for the remainder of the forecast period.
SFO Bridge Approach...Similar to KSFO.
Monterey Bay Terminals...VFR conditions with mainly clear skies
through the evening. Stratus clouds arriving later tonight with
IFR/MVFR conditions overnight and Tuesday morning. A light shower
is possible late tonight/Tuesday.

.FIRE WEATHER....as of 02:35 PM PST Monday...A Red Flag Warning
has been issued for the North and East Bay Hills/Mountains from 4
AM PST Wednesday through 7 AM PST Thursday. Two items right out of
the gate: this event will not be anywhere as strong as the Red
Flag Warning event in late October and secondly Red Flag Warnings
in November are not unheard of.
As mentioned above, offshore flow will develop Tuesday night and
continue through the day Wednesday before peaking late Wednesday
night. As a result, humidity values will begin to drop after
sunrise Wednesday further drying fuels through the day with
limited recovery Wednesday night into Thursday morning. North to
northeast winds of 20 to 30 mph with gusts of 35 to 45 mph will be
likely over the higher terrain of the North and East Bay,
especially late Wednesday. The usual wind-prone sites (Mt St
Helena and Mt Diablo) may possibly experience gusts in excess of
60 mph. While dry conditions will linger into late week, wind
speeds will diminish during the day Thursday.

.MARINE...as of 3:46 PM PST Monday...Northwesterly winds will
increase across the waters late tonight and into tomorrow morning.
Winds will continue to increase throughout the day tomorrow
before gale force conditions are expected beginning in the
afternoon and into Wednesday morning first in the northern outer
waters then spreading southward by the evening. Northwest swell
will build tomorrow ahead of an approaching front and as winds
increase northwest wind generated waves will also build to become
large and hazardous Tuesday night. These strong winds and building
waves will create hazardous seas conditions over the waters.
Winds and waves will subside into Thursday.
