...HEAVY SNOW TODAY WITH BLIZZARD CONDITIONS DEVELOPING IN 
SOUTHWEST AND WEST CENTRAL MINNESOTA THURSDAY AFTERNOON...

...DANGEROUSLY COLD WIND CHILLS TONIGHT THROUGH FRIDAY MORNING...

.The Blizzard Warning has been expanded to include areas along 
and south of a line from Morris, to Mankato, to Owatonna from noon
today through midnight tonight.

The Winter Storm Warning has been trimmed from the eastern Twin
Cities metro and now includes location along and east of a line
from Pepin, to Menomonie, to Rice Lake through midnight tonight.

A Winter Weather Advisory remains in effect for the remainder of
central and southern Minnesota and is now in effect for counties
along the St. Croix river in Wisconsin through midnight tonight.

Storm total snowfall amounts of 3 to 5 inches are expected across
the Blizzard Warning and Winter Weather Advisory areas, with 
amounts of 6 to 8 inches possible in the winter storm warning in 
west central Wisconsin. Winds are expected to increase late this 
morning, with blizzard conditions developing across west central 
into south central Minnesota by the afternoon and lasting through
the evening.

Dangerous wind chills will accompany this system as well and a 
wind chill warning has been issued for tonight through Friday 
morning for locations along and west of a line from Redwood Falls,
to Litchfield, to Little Falls. To the east of the warning, a 
Wind Chill Advisory has been issued across the rest of central and
southern Minnesota and counties along the Minnesota border in 
western Wisconsin for tonight through Friday morning. Wind chill 
values will range from 35 below to 40 below zero in the warning 
and 30 below to 35 below zero in the advisory.

In addition to total storm totals of 3 to 5 inches across the
Winter Weather Advisory and Blizzard Warning areas, a small area
of central Minnesota will see up to 6 inches, with localized
higher amounts through early afternoon. 

Total snowfall amounts of 6 to 8 inches will occur in the Winter 
Storm Warning in west central Wisconsin. Winds are expected to 
increase late this morning, with blizzard conditions developing 
across west central into south central Minnesota by the afternoon 
and lasting through the evening.

Dangerous wind chills will accompany this system, with a Wind 
Chill Warning becoming effective tonight, through Friday morning 
for locations along and west of a line from Redwood Falls, to 
Litchfield, to Little Falls. To the east of the warning, a Wind 
Chill Advisory will become effective across the rest of central 
and southern Minnesota, and counties along the Minnesota border 
in western Wisconsin ,for tonight through Friday morning. Wind

.The Blizzard Warning remains in effect for areas along and south
of a line from Morris, to Mankato, to Owatonna from noon today
through midnight tonight.

The Winter Storm Warning remains in effect for areas along and
east of a line from Pepin, to Menomonie, to Rice Lake through
midnight tonight.

A Winter Weather Advisory remains in effect for the remainder of
central and southern Minnesota and portions of west central
Wisconsin through midnight tonight.

Snowfall totals as the storm ends tonight will average between 2 
and 5 inches across the Winter Weather Advisory, and Blizzard 
Warning areas before it tapers off later today. 

In addition, an area of increasing snowfall rates of 1 to 2 
inches per hour will occur in south central, and east central 
Minnesota before noon. This area of increasing snowfall rates will
move into west central Wisconsin this afternoon. Anywhere these 
localized areas of 1 to 2 inches per hour snowfall rates develop, 
you can expected locally higher totals before it begins to taper 
off this afternoon. 

Outside these localized heavier snowfall rates, total snowfall 
amounts of 6 to 8 inches will occur in the Winter Storm Warning in
west central Wisconsin. Winds are expected to increase late this 
morning, with blizzard conditions developing across west central 
into south central Minnesota by the afternoon and lasting through 
the evening.

Dangerous wind chills will accompany this system, with a Wind
Chill Warning becoming effective tonight, through Friday morning
for locations along and west of a line from Redwood Falls, to
Litchfield, to Little Falls. To the east of the warning, a Wind
Chill Advisory will become effective across the rest of central
and southern Minnesota, and counties along the Minnesota border
in western Wisconsin ,for tonight through Friday morning. Wind
chill values will range from 35 below to 40 below zero in the
warning and 30 below to 35 below zero in the advisory.

Snowfall totals as the storm ends tonight will average between
2 and 5 inches across the Winter Weather Advisory, and Blizzard
Warning areas before it tapers off later today. 

In addition, an area of increasing snowfall rates of 1 to
2 inches per hour will occur in south central, and east central
Minnesota before noon. This area of increasing snowfall rates
will move into west central Wisconsin this afternoon. Anywhere
these localized areas of 1 to 2 inches per hour snowfall rates
develop, you can expected locally higher totals before it begins
to taper off this afternoon.

Outside these localized heavier snowfall rates, total snowfall
amounts of 6 to 8 inches will occur in the Winter Storm Warning
in portions of central and east central Minnesota, as well as west
central Wisconsin. Winds are expected to increase late this 
morning, with blizzard conditions developing across west central 
into south central Minnesota by the afternoon and lasting through 
the evening.

Dangerous wind chills will accompany this system, with a Wind
Chill Warning becoming effective tonight, through Friday morning
for locations along and west of a line from Redwood Falls, to
Litchfield, to Little Falls. To the east of the warning, a Wind
Chill Advisory will become effective across the rest of central
and southern Minnesota, and counties along the Minnesota border
in western Wisconsin ,for tonight through Friday morning. Wind
chill values will range from 35 below to 40 below zero in the
warning and 30 below to 35 below zero in the advisory.

from Gaylord, to Dassel, Clearwater, St. Cloud, Milaca, and Mora,
and including all of west central Wisconsin through midnight
tonight. This Winter Storm Warning also includes the Twin Cities
metro area.

Outside the Winter Storm Warning, a Winter Weather Advisory
remains in effect for the remainder of central and southern
Minnesota through midnight tonight.

Up to an additional inch snow will occur through midnight while

issues across central and southern Minnesota into western

.SHORT TERM...(This evening through Thursday night)

There will be three parts to the winter storm over the next 24 to
48 hours.

The first part will develop this evening as satellite and regional
radar has already depicted an area of strong isentropic lift in
the 700-600mb layer advecting northward into southern Minnesota.
Lightning has also been detected as close as northern Iowa this
afternoon. Due to the enhanced nature of the satellite imagery,
and the occurrence of lightning, I wouldn't be surprised to see
burst of moderate to heavy snow as this band develops northward
across southern Minnesota this evening. This area of lift will be
short-lived as it quickly moves north into northern Minnesota by
midnight. This will cut off any significant precipitation once
this precipitation ends this evening. However, occasional light
snow, flurries or freezing drizzle will be possible through
sunrise Thursday.

The second part of this winter storm will rapidly develop Thursday
morning as the main storm moves from the southern Plains,
northeast toward the Great Lakes Thursday night. This is where the
upper level jet will enhance the lower levels of the atmosphere to
cause more concentrated, and widespread precipitation to develop.
Based on the latest model information, the best area of
widespread precipitation, with enhanced areas of heavier
precipitation, will occur in south central, and east central
Minnesota, as well as west central Wisconsin before noon. Even
though the upper level jet will enhance the lower levels of the
atmosphere, there will be other mesoscale processes which could
lead to localized heavier snow bands. This is why we issued a
Winter Storm Warning in portions of east central/southeast
Minnesota, as well as west central Wisconsin for this factor.

The third aspect to this winter storm will be the rapid spin up of
the low pressure system which will lead to strong gusty winds
developing. The best area of sustained winds of 30 to 40 mph, with
gusts of 45 mph, will occur along and south of the Minnesota
River Valley in southwest/south central Minnesota. Other factors
can contribute to more counties being added to the blizzard
warning if winds are stronger, or more snow occurs tonight, or
Thursday morning. Even though Owatonna, Albert Lea and Waseca are
not in the blizzard warning currently, these areas will likely
experience significant blowing snow Thursday afternoon and
evening. Be aware even if you are not in a blizzard warning, there
will be times of white out conditions by Thursday afternoon.

Temperatures will likely fall Thursday, through Friday morning. As
winds continue to be gusty, and temperatures fall to below zero,
wind chill values will also drop to dangerously cold limits. A
wind chill warning will likely be issued in portions of west
central Minnesota Thursday night as the combination of wind and
cold temperatures will create wind chill values colder than -35F.
Elsewhere, wind chill values will average 15 to 25 degrees below
zero.

.LONG TERM...(Friday through Wednesday)

The active weather continues into the extended period with a
negatively tilted trough over the northwest CONUS and southwest
flow into the Central Great Plains and Great Lakes. Temperatures
will Saturday will begin moderating as surface high pressure
begins sliding eastward, but temperatures will still remain in the
single digits to lower teens. Warm air advection continues into
Sunday with a wave expected in the Central Plains. This will lead
to a chance for light snow in Southern MN.

The main focus during this period will be the accumulating
snowfall potential Monday afternoon through Tuesday. A Colorado
low is expected to deepen as it ejects into the Central Plains and
lifts into Northern IL. There is still timing discrepancies in
model guidance, but overall snowfall is expected to taper off by
late Wednesday morning. At this time, there is a 10-30% chance of
exceeding 0.25 inches of QPF Tuesday through Wednesday. Much
colder weather are expected for Wednesday with wind chills
possibly dipping to near -25 in Western MN.

.AVIATION...(For the 06Z TAFS through 06Z Thursday night)
Issued at 1057 PM CST Wed Feb 6 2019

A combination of -SN/-FZDZ is expected to continue on an off-on
basis through the overnight hours. Little to no accumulation is
expected. However, conditions will generally remain in MVFR levels
overnight. Heavier and steadier snow is expected for much of the
day tomorrow with visibilities commonly dropping into the 1-2SM
range, and potentially even lower, especially once the winds
increase tomorrow afternoon and evening. Ceilings are expected to
remain in the MVFR range. NW winds will increase to the 15-25kt
sustained range late day tomorrow thru tomorrow evening with gusts
to around 35kt, highest speeds in western and southern MN.

KMSP...Passing rounds of -SN/-FZDZ will continue through the
overnight hours which could produce some light mixed wintry precip
accumulation for the morning push. The heavier snow is expected
to move into the area from late morning through late afternoon,
potentially with rates of 1"/hr at times. Overall accumulations
with this round look to be around 6" through the Thursday evening
push. Winds will also kick up late tomorrow afternoon and remain
strong through tomorrow night, which will not only create blowing
snow issues but also wind chills down to the -15F to -25F range
from around midnight tomorrow night through late Friday morning.
