What forecasters said that day

The local office's own words before this wind chill advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

Area forecast discussion, Mar 1, 11:06 PM CST, 4 hours 5 minutes before
Area Forecast Discussion...UPDATED
National Weather Service Twin Cities/Chanhassen MN
1106 PM CST Fri Mar 1 2019

.SHORT TERM...(This evening through Saturday night)
Issued at 240 PM CST Fri Mar 1 2019

Forecast pretty much on track for ongoing snowstorm with a
widespread 3-4 inches still expected. First part of this storm is
already pushing out of eastern MN in the form of an isentropic
band. Snow in this band was pretty good at times, with
visibilities frequently going down to 1/4 to 1/2 mile, but we've
been going in and out of snow like that. Had we spent more time
with snowfall rates like that, we probably would have overachieved
a bit more on the snowfall, but the inconsistent nature of the
snow rates has kept snowfall in check. Phase 2 of the storm is
with the main upper wave, which you can see on water vapor imagery
over eastern SoDak. Snow will continue at locations until this
upper wave passes, though snow rates have been lower once you get
out of the WAA band. Main change to the forecast for this event
was to slow the snows departure some, as snow has been lingering
back in the eastern Dakotas a bit longer than originally forecast.

For tonight, the main issue with this forecast is what will cloud
trends be. Most of the guidance would say low stratus fills in
behind the low, but satellite across the Dakotas shows fairly
clear skies. We've somewhat cut things down the middle, but as we
saw last night, it doesn't take much clearing with this deep (and
now fresh) snowpack to see temepratures really tank fast, so if we
do end up with mainly clear skies like we are currently seeing in
the Dakotas, then we're nowhere near cold enough for lows
tonight.

For Saturday, the arctic boundary moves through and we should be
able to squeeze out some light snow/flurries as it moves through,
so did add quite a bit of low pops to the forecast Saturday to
account for that. No accumulations are expected though. Of bigger
concern will be the temperature drop we see in the CAA behind the
front. Models today trended more aggressive with CAA Saturday
night, so dropped several degrees off our forecast lows for Sunday
morning. Our boundary layer will remain mixed through the night,
with little dropoff in winds expected, so wind chills will be an
issue. Latest forecast now bottoms out apparent temperatures down
to around -40 out toward Alexandria and Glenwood. So it's still
looking pretty much certain that we'll end up with an Wind Chill
Advisory pretty much area wide Sat night/Sun morning, with chances
for a Wind Chill Warning (apparent Temps less than -35) looking
increasingly likely out in western MN.

.LONG TERM...(Sunday through Friday)
Issued at 240 PM CST Fri Mar 1 2019

While a much more tranquil period is expected due to persistent
arctic high pressure through the first half of next week,
temperatures 20-30 degrees below normal will be commonplace to
start the week as a 1050mb high from western Canada slides
southeast through the northern tier states. A modestly tightened
pressure gradient on the leading edge of the incoming high will
produce wind speeds of 10-15mph, which combined with lows in the
single digits below zero to around 10 degrees below zero will
produce wind chills -25F to -35F early Monday morning and -15F to
-25F early Tuesday and Wednesday mornings.

The arctic high pressure area looks to break down during the
second half of next week, resulting in not only a slight warming
of temperatures but also a few chances for light snow. Still not
seeing anything significant on the horizon but the trend of below
normal temperatures will continue.

.AVIATION...(For the 06Z TAFS through 06Z Saturday night)
Issued at 1106 PM CST Fri Mar 1 2019

developed. There may be periods of MVFR cigs/vsbys overnight, but
overall should be VFR through Saturday.

KMSP...May see some light fog for the first half of the overnight

low for sustained MVFR or lower cigs.
