Short term concern remains convective threat and severe trends
along with heavy rain.

Latest SPC mesoanalysis showing strong moisture transport across
the across southeast MN into western WI at this time as the main
Upper Low begins to move into western MN. Corridor of instability
rides northwest across the Minnesota River Valley at this time
and scattered convective cells have developed along the incoming
surface front. Will need to watch this area for possible low top
convection along with funnel clouds and possible brief tornado for
the next couple hours. Better instability is located near the SPC
tornado watch in southeast MN and a Tornado Watch was issued for
that part of the state earlier. Any organized convection should
continue the threat of flash flooding, and that appears to be
focusing into far east central MN and western WIsconsin late this
afternoon and evening. Extended the Wisconsin Flash FLood Watch
until 10 PM earlier and does look like the brunt of any heavy rain
threat will end over east central MN by 7 PM so we will let that
expire then.

The upper low lifts slowly northeast through Friday as west to
northwest winds increase on the backside of the frontal boundary
later tonight and Friday. Some instability showers may yet develop
across the mainly the norther CWA into Friday as the system
departs. Cool and windy conditions expected Friday with highs
Limited in the 60s south and possibly upper 50s into central MN.

Clearing into Friday night with low temperatures cooling into the
40s north and lower 50s south as a high pressure builds across.

.LONG TERM...(Saturday through Thursday)

We'll see a warming trend in temperatures into next week, as
anomalous ridging builds into the Great Lakes region and results in
well-above normal temperatures by early next week.

A shortwave is still forecast to pass above northern Minnesota on
Saturday, with showers and thunderstorms looking possible during the
afternoon and evening. However, guidance has trended a little more
uncertain with the forcing available across our area. Central and
southern Minnesota could be split between the best forcing from the
shortwave across northern Minnesota, and the low-level WAA forcing
from the low-level jet oriented more across central Iowa into
central Wisconsin. This would put the best chances for thunderstorms
from central Iowa up into west-central and central Wisconsin, but
will continue to mention low chances across much of the area as
decent instability still looks to build up into central Minnesota.

The strong signal for well-above normal temperatures early next week
continues as GEFS/ECE ensemble means show 850 mb temperatures
reaching the 95-99th percentile for mid-September. We'll see a
warmer day with Sunday with highs in the mid 70s to low 80s as
ridging begins to amplify over the Great Lakes, but the heat peaks
on Monday and Tuesday as the strong southerly flow develops and 850
mb temperatures peak. Highs in the 80s look likely for most of the
area with mid to upper 80s possible if skies remain mostly clear and
mixing is maximized. Differentiating this warm-up from your typical
September heat will be the summer-like humidity, as dewpoints in
the upper 60s and low-70s advect into the area. the strong ridging
over the region looks to keep the area dry through most of the day
Tuesday, but precipitation chances look to return midweek as the
next trough moves into the area.

* At 641 PM CDT, Doppler radar indicated an area of thunderstorms
  capable of heavy rain. rainfall amounts up an inch are possible
  with these thunderstorms, which is in addition to heavy rainfall
  amounts of 1-2 inches across the area early today. Localized urban
  and small stream flooding is possible this evening across the
  advisory area.

* Some locations that will experience flooding include...
  Eau Claire, Chippewa Falls, Altoona, Lake Hallie, Stanley, Lake
  Wissota, Durand, Augusta, Cadott, Fall Creek, Pepin and Eau Galle.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.
