  morning. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Small Craft Advisory means that wind speeds or frequent gusts
of 20 to 33 knots and/or seas of 7 feet or higher are expected to
produce hazardous wave conditions to small craft. Inexperienced
mariners, especially those operating smaller vessels should avoid
navigating in these conditions.

18Z issuance...General VFR conditions expected today into tonight
as bands of rain from TS Barry move onshore. General easterly
winds around 10 knots, stronger near the coast, is expected into
tonight. As Barry strengthens tonight and begins to approach the
Louisiana coast, easterly winds will become east to southeast and
strengthen, especially closer to the coast. Coverage of rain will
increase, with conditions remaining at MVFR or higher levels. /16

UPDATE...Some small adjustments made to bump up afternoon highs
over the western Florida Panhandle and south-central Alabama.
Bands of mainly rain with a few embedded thunderstorms continue to
move northward over mainly the southern half of the forecast area
at this time. Instability is marginal for strong to marginally
severe storms (MLCapes topping out around 1500J/kg), with limited
shear. We may see a few strong to marginally severe storms this
afternoon into this evening, but organized severe activity is not

12Z issuance...VFR conditions will prevail through the morning
with VCTS expected at all terminals through much of the day. Brief
reductions in visby and cigs can be expected in and around showers
and thunderstorms. /13

PREV DISCUSSION... /issued 515 AM CDT Thu Jul 11 2019/

NEAR TERM /Now Through Thursday night/...Potential tropical
cyclone 2 will continue to move westward across the northern Gulf
today. It is expected to gradually organize today and become a
Tropical Storm by tonight. This will keep the highest rain chances
near the coast and across western areas as showers and
thunderstorms move from east to west across the area. Severe
thunderstorms are not expected today, however rainfall could be
heavy at times and a Flash Flood Watch goes into effect this
afternoon. In addition, there will be a high risk of rip currents
today. Increasing southerly flow will also lead to high surf and
the risk of some minor coastal flooding in the normally flood
prone locations starting late tonight. /13

SHORT TERM /Friday Through Saturday night/...Impacts in the short
term will continue to be driven by the eventual track of Potential
Tropical Cyclone 2. The latest NHC forecast continues to track
this system slowly westward across the northern Gulf for the next
24 hours, before a gradual northwestward turn toward south central
LA commences through Friday courtesy of a weakness in the ridge.
A slow northward motion across LA and the Lower Mississippi River
Valley is anticipated through the weekend. Little to change
overall thinking with regards to local impacts which include
dangerous rip currents/surf, heavy rainfall/flash flooding, minor
coastal flooding, and a low end wind/tornado threat.

Heavy Rainfall/Flooding Threat: Very high moisture content will
continue to spread across our area on the northeastern and eastern
side of the low pressure system Friday through the weekend.
Precipitable water values in the 2 to 2.25" inch range and
southeasterly to southerly low to mid level flow will promote a
favorable environment for torrential downpours with bands of rain
that spread over the region. The latest storm total rainfall
forecast through the weekend generally ranges between 3 and 6
inches (with localized double these totals a good bet) from much
of southeast MS through portions of southwest AL and the western
FL panhandle. We will maintain an Elevated flood threat for these
areas, with a more Limited threat across the rest of the area. A
Flash Flood Watch will remain in effect for these locations
through Sunday. High POPs continue through the weekend.

Coastal Hazards: A High risk of deadly rip currents will continue
through the weekend. A High Surf Advisory remains in effect
through Sunday for surf heights of 5 to 8 feet. As mentioned by
the previous shift, we will be moving toward a spring tidal cycle
with higher daily tidal ranges Friday, Saturday, and Sunday. With
the continued moderate to occasionally strong southerly onshore
flow, we expect that tide levels will be running 1 to 3 feet
predicted levels, and some minor coastal flooding will be
possible. This will be more likely around the Mobile Bay region,
but water levels will be slightly above normal all the way east
along the coast of the western Florida panhandle. Minor coastal
flooding will be most likely around the times of astronomical high
tides (which will generally be in the 7 AM to 10 AM timeframe
Friday through Sunday. We will continue to monitor this potential
and update as needed.

Tornado Hazards: Our forecast area will be located on the
northeastern and eastern side of PTC 2 (now TS Barry) Friday and
Saturday. This brings the potential of a few rotating/tornadic
storms with rain bands moving across the region. /21

LONG TERM /Sunday Through Wednesday/...No significant changes. A
good chance of showers and storms with locally heavy rain will
continue Sunday as the low pressure system continues to lift
northward across the Mississippi Valley. The heaviest rainfall
will be across southeast MS and southwest AL. It appears that we
will trend more to our typical isolated to scattered summer time
scattered convective coverage during the early to middle part
of next week. /21

MARINE...An organizing tropical system over the north-central
Gulf of Mexico will track westward through the end of the week.
Strong southeast to south flow will develop this afternoon. Building
seas are expected through Saturday before winds and seas begin to
ease Sunday into Monday. Stay tuned for further updates on the
developing system over the northern Gulf later this week. /13
