 High water levels from heavy summer rainfall combined with additional
 heavy rain expected from Hurricane Dorian will allow The St Johns River
 near Astor to reach Flood Stage early next week. 
 
 The extent of flooding along the St Johns River will be highly dependent 
 on the eventual path of Hurricane Dorian. Residents along the river 
 should make flooding preparations and keep up with the latest forecasts.
 
 Additional river rises are expected beyond the 5 days of the forecast,
 and flooding may become more significant by mid to late week. 
 
 For the St. Johns River, including Astor, Minor flooding is forecast

 moderate flood stage late Tuesday. The extent of flooding will be

 and strong northeast winds impeding downstream flow near Astor.

A River Flood Warning remains in effect for...The Saint Johns River 
at Astor...

Rain from Hurricane Dorian and impeded downstream flow due to northeast
winds near the mouth of the river has allowed the St Johns River at Astor
to reach Moderate Flood Stage. The river is forecast to recede very slowly 
over the weekend and into early next week. This should allow the river to 
fall back into Minor Flood Stage during the day on Saturday. 

The St Johns River Above Lake Harney remains in Action Stage and is not 
expected to reach flood stage. This river is forecast to remain steady or 
rise slowly into the middle of next week. 

The St Johns River at Deland is just below Action Stage but expected to rise 
slightly and become steady around 3.5 feet by Sunday which is Action Stage and 
remain there into the middle of next week.

Sharp moisture boundary extending from the FL Big Bend to the
Carolina coast due to a stalled frontal trof alng the I-4 Corridor.
Mrng ROABs btwn 2.00"-2.25" at KTBW/KXMR/KMFL...decreasing to arnd
1.50" at KJAX, to arnd 1.00" at KTAE. A weak, inverted trof axis
extending from Cape Canaveral to Havana has allowed H100-H70 winds to
veer to the E/SE at 10-15KTS.

While this particular flow regime is favorable for deep convection,
the airmass overhead is laking in overall instability: H70 temps
btwn 9-10C and H50 temps arnd -6C are yielding lapse rates btwn 5.5-
6.0C/KM thru the lyr. Mid/upr lvl dynamic instability is weak as
well with near little to no omega lift, weak PVA over the Treasure
Coast waters, and H30-H20 winds AOB 10kts. Sufficient upstream
moisture will allow sct/nmrs shras to dvlp over land, but tsra
activity will be limited.

THIS HAZARDOUS WEATHER OUTLOOK IS FOR EAST CENTRAL FLORIDA.

.DAY ONE...TODAY AND TONIGHT.

.THUNDERSTORM IMPACT...
Scattered to numerous showers and thunderstorms are expected to
move onshore from the Atlantic waters this morning, increasing in
coverage across the interior with daytime heating. Storm motion
will be to the west northwest at 15 to 20 mph. Main threats in
thunderstorms this afternoon will be dangerous lightning strikes,
wind gusts up to 40 mph and heavy downpours.

Residents who may be outdoors making preparations for Hurricane
Dorian should remain watchful of the current weather situation and
head indoors immediately at the first sight of lightning or sound
of thunder from afternoon storms.

.FLOOD IMPACT...
Heavy downpours may produce a quick 1 to 3 inches of rain today,
leading to ponding of water on roadways and flooding of low lying
areas, especially across areas north and west of the Orlando
Metro area.

.EXCESSIVE HEAT IMPACT...
Warm temperatures combined with high humidity will lead to heat
index values over 100 degrees and up to 105 early this afternoon.
Be sure to hydrate often if working or spending time outdoors and
take frequent breaks in the shade.

.RIP CURRENT IMPACT...
A moderate risk of rip currents will be present at all east
central Florida beaches today. The threat of rip currents is
highest during the hours surrounding low tide, which will span
late morning to late afternoon. Only swim in sight of a lifeguard.

.MARINE THUNDERSTORM GUST IMPACT...
A few thunderstorms may produce wind gusts of 35 knots this
afternoon over inland lakes, the Intracoastal and Atlantic waters.
Storm motion today will be from the east southeast toward the
northwest, so mariners should be mindful and seek safe harbor when
storms threaten.

.RIVER FLOOD IMPACT...
The Saint Johns River near Geneva remains just above Action Stage
with the river level remaining steady. When Action Stage is
reached, no wake zones go into effect and county parks are closed
for areas east of Lake Monroe to Lake Harney.

The Saint Johns River at Astor has risen to Action Stage and will
remain there through this weekend. At Action Stage, water begins
to move into yards and cover boat ramps in low lying areas along
the river.

.DAYS TWO THROUGH SEVEN...SATURDAY THROUGH THURSDAY.
This weekend, Hurricane Dorian is forecast to become a major
hurricane as it approaches the Florida peninsula from the east.
Since the exact forecast still remains uncertain at this time, it
is too early to say what impacts will be felt in east central
Florida, but a potentially dangerous and life threatening
situation is unfolding for east central FL early next week.

As Dorian moves toward the Bahamas, all persons in Florida should
continue to monitor forecasts and updates this weekend from both
the National Hurricane Center and the National Weather Service
Office in Melbourne. Residents are strongly urged to review your
hurricane preparedness plan, secure your home and property, and
make sure that your hurricane supply kit is fully stocked and up
to date.
