The Wisconsin River At Portage.
* At 10:00 AM Wednesday the stage was 15.2 feet.
* Flood stage is 17.0 feet.
* Moderate flooding is forecast.
* Forecast...Rise above flood stage by tomorrow afternoon and
continue to rise to near 18.5 feet by early Sunday morning.
* Impact...At 18.5 feet...Floodwaters affect River Shores Road about
3 miles upstream of Portage in the Town of Lewiston and River Oaks
Road about 7 miles downstream of Portage in the Town of Dekorra in
Columbia County. Water over Levee Rd, Wood St, and Tritz Rd. There
is widespread flooding of roads in the Blackhawk Park Area
including West Lake Road...Blackhawk Road and Wood Street. The
Blackhawk Park area is on the south side of the river about 3 miles
south of Portage.

River Rd in the Blackhawk Park and 12 homes flooded on Hwy V. Old
River Rd covered with water. West Lane Rd in the Long Lake area has
4 feet of water over it in places. Water over River Oaks Rd near
Hwy V and Oak Knoll Rd in Town of Dekorra 7 miles downstream. Water
at base of Caledonia/Lewiston Levee on Old River Rd. This level is
about a 20 percent chance flood meaning that there is a 20 percent
chance in any given year of the river reaching this level.

UPDATE...
Showers are way down in northeast MO this morning, so we delayed
the timing of them getting into south central WI. Most of the
area should be fairly quiet through mid afternoon, with the
exception of areas west and north of Madison. The HRRR keeps
trending lighter with that initial round of showers and storms
along the 850mb warm front.
Timing for the better convection with a Slight Risk for severe
still looks like 4 pm in our southwest with a steady progression
east into the early evening.
AVIATION(12Z TAFS)...
The low clouds around 400 ft near the lake should improve to MVFR
by late morning. Scattered showers and thunderstorm chances are
highest west and north of Madison from late morning through mid
afternoon. Then there is a better chance for stronger storms
beginning at 21z/4pm in south central WI that will trek east into
the mid evening along an occluded front (wind shift from southeast
to south) and a cold front (wind shift to west). MVFR ceilings or
lower are possible with any storms and also in the wake of the
cold front overnight. A period of low level wind shear is likely
along the fronts and is included in the TAFs.

SHORT TERM...
Today and Tonight...Forecast Confidence is Medium.
A weak shortwave trough is interacting with a stalled frontal
boundary over north central IA early this morning and some
thunderstorms are starting to fire. This convection will lift into
central WI by mid day with 850mb warm air advection and clip
south central WI on its way. The elevated frontal boundary is
expected to stall over central WI and wait for the surface low to
track from the central Plains into southeast MN. We can't rule out
small hail with these elevated thunderstorms through mid
afternoon, mainly north of I-94. As the low tracks into central
WI late this afternoon, an occluded front will slide into
southwest and south central WI.
SPC upgraded southwest and portions of south central WI into a
Slight Risk for severe storms today. The prime time for severe
storms would be from 4 to 8 pm as the occluded front moves
through the area. This time period has the highest 0 to 1 km
shear with the occlusion and CAPE with the steepest mid level
lapse rates as the upper trough swings through. There is a risk
for a tornado spin-up along the occluded front, along with large
hail. This is conditional on whether high enough dewpoints make
it all the way up here today in order to give us enough
instability to produce organized storms.
There could be a few thunderstorms along the surface cold front
late in the evening. Showers will taper off from west to east
overnight.
LONG TERM...
Thursday through Saturday...Forecast confidence is high:
The surface low will continue to pull away Thursday, as the upper
trough heads for the area, moving through in the evening and
overnight hours. Kept low precip chances in the area into Thursday
night due to the influence of these features. Not expecting
widespread rainfall...likely isolated to scattered showers during
this period. Temps will likely struggle to reach 50 Thursday due
to the cooler temps aloft and skies remaining cloudy.
Clouds will gradually clear west to east on Friday as high
pressure builds in from the west. Highs should recover to around
normal in the western forecast area. Clouds will hang on longer in
the east and there will also be an onshore component to the winds,
so temps will be cooler than in the west. Northerly winds will be
breezy between the departing low and approaching high.
The high will be weakening on Saturday as it slides overhead.
There should still be enough of an influence of the high for a
pleasant day, with temps a bit above normal and plenty of
sunshine.

The forecast for Sunday is a little less certain, with weak low
pressure expected to move through the area. The GFS and ECMWF are
now quicker with this system compared to 24 hours ago. This would
limit precip chances with the low and front through by early to
mid morning. The Canadian model is a bit slower, but is showing
little in the way of rain. Given these model solutions, felt ok
going with a dry forecast for Sunday. Temps and cloud cover Sunday
will also depend on the timing of the low. Overall though, looks
like temps should remain a few degrees above normal.
There are a lot of question marks for early next week. The ECMWF
brings in a stronger high farther south behind the departing
system, which would result in dry weather Mon/Tue. The GFS is
weaker and farther north with the low, allowing for a more active
pattern to setup in the area, with shower/storm chances Mon/Tue.
Temps will be dependent on which of these scenarios pans outs.
Went with a blend of model output for now due to the uncertainty,
resulting in high temps around normal both days.
AVIATION(09Z TAF Update)...
Very challenging, low confidence aviation forecast for the next 24
hours.
Initial concern is for low clouds moving onshore from Lake
Michigan for lakeshore areas.
Ceilings should gradually fall to MVFR during the mid to late
morning hours as higher moisture begins flowing into the region.
Showers and a few thunderstorms will become increasingly
widespread by late morning, especially west and north of Madison.
A cold front will start to move through southern WI late
this afternoon into the evening, bringing additional chances for
thunderstorms and some could be strong over south central WI.
Some post frontal stratus is then possible late Wednesday night.
MARINE...
Observations via webcams and automated sensors suggest the dense
fog is done in the nearshore waters from Sheboygan to just north
of North Point Light. Therefore, I think we can allow the Marine
Dense Fog Advisory to expire at 7 am.
Easterly winds will prevail for a good part of the day. Waves may
briefly touch small craft levels in the nearshore later this
afternoon, but it doesn't look like a widespread threat. Winds
should generally remain at or below 20 knots.
Winds then become southerly over the south half of the lake this
evening and night, as a warm front lifts north and low pressure
crosses from central Wisconsin into northern Lower Michigan. Winds
will then be northerly Thursday and Friday as the low departs and
high pressure builds in from the northern Plains.
