* HAZARDS...High rip current risk, dangerous shore break, and
strong longshore currents. Moderate to significant beach
erosion with ocean overwash likely for the beaches north of
Cape Hatteras Thursday night into Saturday.
* LOCATIONS...Beaches from Duck to Cape Hatteras.
* TIMING...For the High Surf Advisory, until 5 AM EDT Saturday.
For the Coastal Flood Advisory, from 2 AM Friday to 11 AM EDT
Saturday. For the Beach Hazards Statement, from 8 AM EDT this
morning through this evening.

breaking waves by keeping your hands in front of you at all times.
Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many cases
the longshore current is strong enough to prevent swimmers from
being able to keep their feet on the bottom making it difficult to
return to shore.
Up to 1 to 2 feet of inundation above ground level is possible in
low-lying areas near shorelines and tidal waterways resulting in

Roadways and properties adjacent to the the beach may see minor
inundation for the next few high tide cycles this over the
weekend. This will impact portions of Highway 12, especially
during high tide, with road closures likely. Vulnerable
locations numerous locations from the S Turns just north of
Rodanthe south to Buxton. The next two high tides will occur
around 7 PM this evening and 715 AM Saturday, with the next high
tide having the most severe impacts.

.Gradually diminishing swell and elevated ocean levels associated
with Tropical Storm Melissa will continue to produce dangerous
surf conditions, and periods of ocean overwash north of Cape
Hatteras on Sunday. Beach erosion and dune overwash is also
possible from Cape Hatteras to Cape Lookout through Sunday
morning. Elevated water levels also bring the threat for minor
soundside coastal flooding around the time of high tides.

* SURF HEIGHT...4 to 7 feet north of Cape Hatteras, and 2 to 4

* COASTAL FLOOD IMPACTS...Up to 1 to 2 feet of inundation above
ground level is possible in low-lying areas near shorelines and
tidal waterways resulting in a low threat of property damage.
Some roads and low lying property including parking lots, parks,
lawns, and homes adjacent to the waterfront will experience
shallow flooding.
* SHORELINE IMPACTS...Significant ocean overwash remains possible
through Sundays high tide cycles. Potential impacts include road
closures, especially from Oregon Inlet south to Buxton. The next
high tide will occur tomorrow morning around 8 AM.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A High Surf Advisory means that high surf will affect beaches in
the advisory area, producing localized beach erosion and
dangerous swimming conditions.
A Coastal Flood Advisory indicates that onshore winds and tides
will combine to generate flooding of low areas along the shore.
If caught in a rip current remain calm. Don't fight the current.
Swim in a direction following the shoreline. When out of the
current, swim back to shore. If tired, float or tread water until
out of the rip current. If unable to escape, face the shore and
call or wave for help.
Shore break occurs when waves break directly on the beach. The
most common injuries with strong shore break are neck and back
injuries, which most often occur when the powerful surf throws a
swimmer or surfer head first into the bottom. It is extremely
important to protect your head and neck whenever you are in
breaking waves by keeping your hands in front of you at all
times.
Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many cases
the longshore current is strong enough to prevent swimmers from
being able to keep their feet on the bottom making it difficult
to return to shore.

.SYNOPSIS...
Low pressure will remain stalled or move very slowly through late in
the week off the Mid Atlantic coast. Meanwhile, high pressure will
build in from the north through late this week. A cold front will
slowly approach late in the weekend to early next week.

.NEAR TERM /UNTIL 6 AM THURSDAY MORNING/...
As of 655 PM Wed...Not much change to the current forecast.
Only minor tweaks to reflect current trends, but otherwise
forecast remains on track. Radar continues to show light showers
and/or drizzle along the eastern half of the forecast area.
Light showers/drizzle will continue to linger through the night,
especially along the Outer Banks as the low moves further away
and drier air filters in.
Prev Dis...Another cloudy evening on tap as frontal inversion
remains in place, although northerly winds should be a little
weaker as the low slowly meanders north. Drier air aloft will
work into the area as high pressure begins ridging into the
Carolinas, but low stratus will likely hang on one more night as
models typically too fast to erode low level inversions. With
that said, think that guidance generally too cool on overnight
lows, and opted to continue forecasting a bit on the warmer end
of the guidance. It will be a few degrees cooler than last night
however with lowering thickness vals, and should see mid 50s
interior, to Did drop temps a couple degrees from the previous
forecast as a nod to guidance but still favor lows in the mid
50s interior, to mid 60s OBX in prox to warmer waters and
stronger breezes. Some lingering -ra or dz may persist through
tonight far east, mainly the OBX, though trend will be for drier
conditions tonight as aforementioned low moves further away.

.SHORT TERM /6 AM THURSDAY MORNING THROUGH 6 PM THURSDAY/...
As of 330 PM Wed...A very pleasant day on tap as clearing skies
will be the theme for most areas with plentiful sunshine. Some
bkn cloud cover may linger far ern zones as moisture wraps
around low pressure spinning off the Mid Atlantic coast, though
any light rain or drizzle should remain offshore. High temps
very near climo for the second week of Oct, generally in the mid
70s for most areas, with some low 70s nern zones.

.LONG TERM /THURSDAY NIGHT THROUGH WEDNESDAY/...
As of 230 PM Wed...A low pressure system will meander off the
Mid Atlantic coast through Friday before lifting further away
over the weekend. A cold front moving through the area Sunday
could produce a few showers. The front will stall south of the
area early next week keeping a chance of showers early next
week.
Thursday night through Saturday...High pressure ridges inland
while low pressure lingers off the Mid Atlantic coast into
Saturday. These features will result in NE flow and mainly dry
conditions, though a few stray very light showers or pockets or
drizzle are possible mainly for the Outer Banks. Temps will
trend from slightly below normal Friday to closer to normal
Saturday as the low weakens and moves further away from the
coast as the Omega blocking over the far north Atlantic breaks
down.
The most significant effects from the offshore low will
continue to be along the coast, including dangerous surf
conditions and coastal flooding. See Tides/Coastal Flooding
section below for additional information.
Sunday through Tuesday...A cold front is forecast to cross the
region Sunday. Atmospheric moisture content ahead of this front
is uncertain, with todays suite of models showing increased
precip chances ahead of the front Sunday into Tuesday with a bit
more of a southerly component to the low level flow. Have nudged
POPs up a but into the low end chance range for several periods
early next week. Regardless of the precip, the front will
reinforce the seasonably cool temperatures. The front may stall
just south of the area towards the middle of next week,
justifying the continued chance of showers in the forecast.

.AVIATION /00Z THURSDAY THROUGH MONDAY/...
Short Term /through Thursday AM/...
As of 655 PM Wed...High confidence in MVFR conditions will
continue through most of the TAF period with brief periods of
VFR for KPGV and KISO late tonight. A strong northerly flow and
low level moisture will allow for low stratus clouds to persist
through most of the TAF period. While there will be brief moments
for VFR conditions for our inland TAF sites (KPGV/KISO) as drier
filters into the area. Overall, model guidance have a good
agreement conditions will improve back to VFR around 15z
Thursday as drier pushes through the area. Continue to expect
northerly winds 5-10 knots throughout Thursday.
Long Term /Thursday through Sunday/...
As of 405 AM Wednesday...Expecting VFR conditions through the
period as high pressure builds south over the area. Isolated
showers/storms could bring brief flight restrictions Sunday as
a cold front moves into the area.

Short Term /through Thur/...
As of 655 PM Wed...The latest buoy observations are showing
northerly wind 15-25 knots with higher gusts and seas 8-10 ft
north of Diamond Shoals and 6-8 ft south. Northerly flow will
continue through tonight due to the low pressure spinning
offshore, and high pres ridging southward into the interior
Carolinas. NNE winds 15-25 kt with some gusts to 30 will persist
through tonight for all but the inland rivers. The winds will
taper off some from w to e, and have SCA ending for
Albemarle/Alligator by early afternoon Thursday, and for
Pamlico/Roanoke/Croatan sounds by Thur evening. Seas will remain
high through Thursday and beyond, and should range from 9 ft
and higher for ctrl/nrn waters, to 4 to 7 ft srn waters.
Long Term /Thursday through Sunday/...
As of 405 AM Wednesday...Dangerous marine conditions are likely
to continue through Sat, with strong winds and large seas as an
area of low pressure lingers off the Mid-Atlantic coast. The
conditions will improve later in the weekend as the Omega Block
over the far north Atlantic breaks down and the low moves
further out to sea. The prolonged strong N/NE flow will result
in 10+ ft seas for the coastal waters north and east of Cape
Hatteras through Fri night, with winds and seas gradually
subsiding through the weekend. SCAs remain in effect for all
marine zones save the inland rivers through tonight, coming down
for inshore waters and south of Cape Lookout tomorrow, and for
the coastal waters north of Cape Lookout as seas subside over
the weekend.

.TIDES/COASTAL FLOODING...
As of 4 PM Wed...An area of low pressure will linger off the
Mid-Atlantic coast into Sat. Rough surf and dangerous rip
currents are ongoing, and will continue into the weekend.
Significant beach erosion and dune overwash is increasingly
likely as tide levels increase Thursday night into the weekend,
with roadways and properties adjacent to the the beach
potentially experiencing inundation for several high tide
cycles in a row. Beaches north of Cape Hatteras are the most
likely to experience issues, with the beaches from Cape Hatteras
to Cape Lookout also a concern. Minor sound side coastal
flooding is also possible for waterways adjacent to the Pamlico
Sound and lower Neuse River into Friday, with inundation values
of around 1 to 1.5 ft possible for very low lying areas.
