.DISCUSSION...Current satellite is showing some clouds banking up
against the terrain. Otherwise, mainly clear skies are being
observed across the valleys of southern Oregon and northern
California. This will change as the night progresses and we
transition to a much more active pattern. No immediate changes are
needed in the forecast, but the newest model data is coming in
rather consistent with the previous model runs. Therefore, we'll
likely be making a decision on the winter storm watch in the next
few hours. Stay tuned to the forecast, and please read the
previous discussion below for more information on the upcoming

continue through Monday morning with winds increasing late tonight.
Inland west of the Cascades will see ceilings lowering to MVFR this
evening with higher terrain obscurations. East of the Cascades

.MARINE...Updated 830 PM PST Sunday 24 November 2019...The main
change to the forecast was to upgrade the storm watch to a storm
warning for late Tuesday morning into early Wednesday morning, as
confidence has increased in the details of this very dangerous storm.
First, a few weak disturbances will track across the waters into
early Tuesday morning. They will produce occasional light showers
with swell dominated seas remaining high and steep.
Conditions will deteriorate rapidly on Tuesday with a deepening low
moving into the waters. Northerly winds through Monday night will
shift to southerly early Tuesday morning then steadily increase
during Tuesday. Peak southeast to south winds during Tuesday
afternoon and evening are likely to reach 45 to 60 kt with
chaotic seas building to 20 to 30 ft. The center of the storm is
expected to pass through the southern Oregon coastal waters late
Tuesday afternoon into Tuesday night with very high and very steep
seas continuing into Wednesday morning.
Conditions will then improve though with a period of strong
northwest winds likely at gale force in the outer waters early
Wednesday and seas likely remaining high and steep to very steep
into Thursday morning. Further improvement is expected late in the

.PREV DISCUSSION... /Issued 305 PM PST Sun Nov 24 2019/
SHORT TERM...Expect a shift towards active weather early next
week as a strong jet and upper trough moves into the area Monday
followed by a deepening low pressure system moving onshore
Tuesday. Today, conditions have been relatively mild with only a
very weak front moving into the area. This has brought only some
light rainfall amounts to portions of Coos and Douglas Counties.
Precipitation chances will increase tonight into Monday as
strong upper level jet moves over the area and an upper level
trough sinks south across the region. The trough will be centered
inland just to the east on Monday and we will be in a moist
northwest flow pattern. Expect light rain/snow to spread across
southwest Oregon tonight into Monday morning with the best chance
for measurable precipitation from the Cascades west as well as
into the Chemult area. Also, a chance to slight chance for light
precipitation will extend into northern California and across
areas east of the Cascades as well. Snow levels are forecast to be
around 3000 to 3500 feet elevation on Monday and light
precipitation will continue through the day Monday and into Monday
night. Snowfall totals of 2 to 6 inches are expected in the
Southern Oregon Cascades Monday through Monday night. So light
snow accumulation will affect the higher passes in the Southern
Oregon Cascades at times during this period.
On Tuesday, a strong low pressure system takes aim for the
southern Oregon coast. Model and ensembles continue to show
agreement that a rapidly deepening low will approach the Oregon-
California coast Tuesday morning then moving inland Tuesday night. Based
on the ensemble solutions, this low is expected to bring high
winds and moderate to heavy snow. Of note, small changes in the
track of this low may result in significant changes to the wind
and precipitation forecast. So we will continue to update the
forecast based on model changes and trends. Given that this is one
of the most traveled weeks of the year, and this low will bring
snow and wind, significant impacts are expected to holiday
travel. Since we'll be having relatively calm and quiet weather
prior to this change, NOW is a good time to prepare for what is
expected to be a colder, wetter and snowier period with wintry
travel impacts. This means stocking your vehicle's emergency
travel kits, checking the vehicle's tires/chains, and knowing road
conditions before you go. Also, make sure to check and double
check current forecasts from reliable sources for updates.
SNOW...Heavy to moderate snow is expected to fall above 2500 feet
elevation late Tuesday morning through Wednesday morning. Snow
levels may fluctuate between 2000 and 2500 feet during the day
Tuesday then lower to around 1200-1500 feet Tuesday night and
Wedensday. The south-central Siskiyou County area near Mount
Shasta and the higher mountains in western Siskiyou are the most
favored for heavy snow given the favorable moist, southerly wind
pattern. Very heavy snowfall with 1 inch per hour or greater
snowfall rates and whiteout conditions are expected in these
areas. This includes along the I-5 corridor from Dunsmuir to near
Weed. Additionally, moderate to heavy snow is possible for the
Siskiyous, including Siskiyou Summit, the mountain passes in the
Cascades, areas east of the Cascades as well as elevations above
2500 feet west of the Southern Oregon Cascades.
As snow levels lower late Tuesday, expect light to moderate snow
over lower mountain passes, including near Sexton Summit on I-5.
Note, given the moisture and temperature profiles, Sexton Summit
may see snow fall as early as Tuesday afternoon with increasing
chances for snow Tuesday evening and night. Lower west side
valleys in Jackson, Josephine and western Siskiyou may see light
snow accumulations Tuesday night into Wednesday morning in
showers. Confidence is low to moderate on snowfall amounts on the
valley floors and lower passes. Over the higher terrain above
2500 feet elevation for areas west of the Cascades, across
Northern California and from the Southern Oregon Cascades
eastward, winter storm watches and warnings are in place. Given
the increasing confidence in the storm track and precipitation
amounts across Northern California, have also upgraded the Winter
Storm Watch to a Warning for most of western, central and
southeast Siskiyou County. Please see the WSWMFR for details.
WIND...Low pressure will deepen rapidly offshore Monday night
into Tuesday likely bringing a period of very strong winds to the
coast on Tuesday. ACV-OTH gradient is being advertised as 10-12 mb
by the models, which is consistent with past systems that have
produced high winds along the coast. The gradient is more offshore
farther north, so while we still expect gusty winds there with
this storm, the tendency is for the winds to be blocked from this
direction. Therefore, the highest winds should be mainly from Cape
Blanco southward beginning late Tuesday morning and continuing
through late Tuesday evening. Winds of 35 to 45 mph are possible
at the beaches with gusts up to 70 mph. Even higher gusts in
excess of 80 mph are possible at the headlands, including Cape
Blanco. A High Wind Watch is in effect at NPWMFR.
The strong winds should spread inland Tuesday afternoon, impacting
the higher terrain first, but also the south-north (Shasta), and
southeast-northwest (Rogue) oriented valleys. The pressure gradient
on the guidance RDD-MFR is ranging from 10-12mb. Studies have shown
that this strong of a gradient, combined with an alignment of the
strong mid-level (850-700mb) winds with the valleys, has caused high
winds in the Shasta, and also the Rogue Valley. We have issued a
High Wind Watch for the Rogue Valley, but we have rolled the
expected high wind potential into the other Winter Storm Watches
that already exist, including for the Shasta Valley. Gusty winds are
also expected over NE California and east of the Cascades, but
weakening mid-level flow there should preclude warning level winds.
We should be able to include these winds in any watches that are
already out or any upcoming advisories.
The low will move inland Tuesday night and the strong winds will

LONG TERM...(late Wednesday through Sunday)...The low pressure
system will remain over the area Wednesday resulting in a cold
showery air mass with light to moderate showers. Moderate shower
activity is expected to be focused over the higher terrain from
the Cascades east and across Northern California. As the low
pressure system moves east to southeast, showers will decrease
over the area Wednesday evening through Wednesday night. Expect a
cold air mass to settle over the area Wednesday night and remain
in place Thursday into Friday. Morning lows on Thursday and Friday
may be in the 20s across western valleys and in the teens to
single digits for east side valleys. Additionally for Wednesday
night and Thursday morning, any snow that melted during the day
Wednesday in western valleys may refreeze on roadways Wednesday
night. So expect slippery roadways possible. From the Cascades
east and across northern California, light isolated snow showers
may linger Wednesday night and Thursday morning.
On Thursday and Friday, expect mainly dry and cold conditions
over the area. Friday morning may be particularly cold with low
temperatures in the lower to mid 20s in western valleys and in
the single digits across eastern valleys. This will bring a very
cold start to the holiday shopping period. Then Saturday and
Sunday, another frontal system will approach the area. Snow levels
are expected to rise some ahead of this low but confidence is low
on the details as models continue to show variability on the
strength and track of this system. Overall, this system does not
look as strong as the Tuesday system but still expect another
period of possible wet weather. As this will occur at the end of
the holiday travel week, we will be monitoring this closely and
updating when details become more clear.
