for the following rivers in Texas...
Rio Grande above Presidio 6WNW affecting Presidio County
Rio Grande at Presidio International Bridge affecting Presidio
County
Recent rainfall has caused river levels to rise into flood stage
along the Rio Grande at Presidio 6WNW and Presidio International
Bridge. The river is expected to crest by this afternoon and
gradually recede overnight.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area. Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it. You and your vehicle could be swept downstream in rushing
floodwaters. Turn around, don't drown!
River levels are high. Ranchers and farmers should move livestock
and machinery out of flood-prone areas if time permits.
Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

Minor flooding is ongoing along the Rio Grande at Presidio 6WNW and
forecasted to continue through this weekend.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Motorists are urged to heed flood warnings, and exercise caution if
traveling through this area. Vehicle-related fatalities are the
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to
cross it. You and your vehicle could be swept downstream in rushing
floodwaters. Turn around, don't drown!
River levels are high. Ranchers and farmers should move livestock
and machinery out of flood-prone areas if time permits.

Sat imagery shows high cloud streaming over the area, which should
retard stratus development this morning. Forecast soundings
develop a widespread, low-based cu field by late morning. A cold
front will try to make its way into the area after 00Z, but
models are still out to lunch on how far it'll get. Forecast
soundings suggest post-frontal stratus will be possible Fri
night, affecting mainly KHOB, KCNM, and KMAF.

DISCUSSION...
A much quieter night tonight across western portions of the area
than the past few nights, though another round of showers and
thunderstorms are expected to develop by later this morning as a
cold front sags south through the Panhandle and eastern New
Mexico. Precipitable water remains anomalously high, 1.48 inches
per the 00Z MAF sounding, still 2-3 standard deviations above
normal for early October. The axis of instability that brought
storms and localized flooding to the Marfa Plateau, Davis
Mountains, and NW Permian Basin on Wednesday will shift westward
today, with the focus for storms expected to once again extend
from Southeast New Mexico south-southwestward toward the Van Horn
area. Some locations in this area have received upwards of 2-3
inches of rain over the past few days, so runoff would be a major
concern with any additional precipitation. Given antecedent
conditions and potential for heavy rainfall today, have elected to
hoist another Flash Flood Watch for for Eddy county, northern and
central Lea county, as well as western Culberson county through
early this evening. While storms may persist overnight tonight, a
westward shift in the precipitation axis is expected, thus will
defer to the next shift for any potential extension of the watch
if needed. The southward progression of the aforementioned cold
front remains in question today, with the NAM consistently the
most bullish solution, thus yielding the coolest temperatures.
While there remain doubts as to how far south the front will
progress, have maintained slightly cooler temperatures today, with
highs in the middle 70s across northern Lea and Eddy counties, and
80s for most other locations except the Rio Grande Valley, still
a few degrees above normal for this time of year.
The upper pattern will finally begin to shift today, as the
persistent upper ridge anchored over the Central Gulf Coast
begins building westward, and the upper trough to the west finally
begins to progress across the Rockies. Gradually drier conditions
are expected Friday as the precipitation axis shifts westward in
response to the ridge, and after similar temperatures Friday,
850mb temperatures over the weekend will warm to +22C to +23C,
yielding highs a few degrees warmer Saturday and Sunday. As the
aforementioned trough moves across the northern tier of the CONUS
on Sunday, a strong associated cold front will begin to push south
across the Plains, expected to arrive in Southeast New Mexico and
West Texas possibly as early as Sunday afternoon. The front will
progress south through the region by Monday, yielding much cooler,
below normal temperatures in the 70s for most on Monday
afternoon. Guidance continues to indicate showers and
thunderstorms with the front Sunday night into Monday, and to a
lesser extent, Monday night, but for now have maintained slight
chance/chance PoPs, given uncertainty in the amount of moisture
that will be available. Model solutions diverge in their handling
of the upper pattern thereafter, though another cool day with lows
in the 50s and highs in the 70s/lower 80s looks likely on Tuesday
before temperatures begin warming through midweek.
