Caryle Lake. 1-2 inches of rain over the next 48 hours will result
in river rises on the Kaskaskia River near Vandalia through the 
late week period...

Rainfall heavier than forecast could cause river levels to rise even 
higher than predicted.  The National Weather Service will monitor

  is forecast to fall below flood stage by Monday afternoon.
* Impact:  At 23.0 feet...Agricultural levee begins to be slightly 
  overtopped.  No residences are affected at this level.
* Impact:  At 19.2 feet...State Highway J just east of County Road 206
  begins to flood near this height.

.SHORT TERM...  (Through Late Tonight)
Issued at 423 AM CST Tue Feb 5 2019

Focus through this period will be the potential for freezing rain
through tonight. Little change has been made to ice accumulations
and therefore, no changes in headlines for the CWA at this time.

The cold front that pushed through the CWA yesterday has made it
into the MO bootheel early this morning. WAA at 850mb has already
begun over southern portions of the CWA this morning. This will
continue, and increase, through this morning. Clouds remain across
the southern half of the CWA. Was concerned the low level moisture
convergence early this morning may lead to some patches of light
rain. However, any lift associated with this appears to remain above
the cloud layer, with better lift southeast of the CWA. Have
therefore kept PoPs dry this morning.

With SW flow aloft, a couple of shortwaves will bring a chance for
precip to the area. One south of the CWA, that may result in a few
showers along the SE CWA border. Another currently ejecting into the
central Plains will aide in supporting precip pushing into western
portions of the CWA this afternoon with good support from low level
forcing. Timing still appears to be around 21z for far western
portions of the CWA, with precip increasing in coverage through the
afternoon hours and spreading east across northern portions of the
CWA. There are small differences in timing and location among
models, but overall trends remain similar. This precip should be
fairly light and may have more shower characteristics than currently
forecast. Rain/freezing rain will increase in coverage and intensity
this evening and overnight as the LLJ increases across the area.
This LLJ will help 850mb temps increase to 7C or higher across the
region.

While precip is mentioned above as rain, freezing rain remains
likely across northern portions of the CWA where temps will control
precip type. This is an important difference among guidance and can
have an impact on ice accumulations, leading to some uncertainty.
The NAM, along with the ARW and NMM WRF, continue to be the colder
solutions. These models have struggled with temperatures across
northern portions of the CWA where a snow field has remained until
recently. Have therefore trended the temp forecast toward a
consensus of the other guidance. This results in temperatures of 30
to 32F across the advisory area while rain is anticipated. These
temperatures are generally poor at accumulating ice.

The current forecast QPF amounts are probably on the low side, and
could probably see closer to a quarter to three tenths of an inch of
liquid rain. However, much of this rain is expected to be heavier
this evening and overnight. This also generally leads to lower ice
accumulation rates. In addition, forecast soundings for KUIN show a
deep and very warm layer, up to +12C at times. This will result in
quite warm hydrometeors that will also help lead to lower ice
accumulations.  However, with current temps in the low 20s to upper
teens, and with clouds retreating north quickly this morning, the
ground should be somewhat cold. Although, 2in soil temps around
around 32F.

While confidence in the current forecast is fairly high, there are a
number of potential factors that could yet lead to higher ice
accumulations. The number one factor would be if the colder
temperature solutions verify. That said, the 5/06z NAM solution just
arrived is also trending warmer. Even if these cooler temperatures
verify, believe that the warm temps aloft will help keep ice
accumulations lower.

While precipitation is expected to end within the advisory area by
12z Wed, will leave the end timing as-is for now to allow for some
uncertainty.

.LONG TERM...  (Wednesday through Monday)
Issued at 258 AM CST Tue Feb 5 2019

Widespread precipitation due to isentropic ascent over a frontal
boundary will continue on Wed, but the boundary will be lifting
northward in response to a developing surface low over SE CO. This
means that surface temperatures will be warming and the wintry
mix over the northwestern CWA will transition back to rain.
Model forecasts for temperatures on Wed are several degrees warmer
compared to 24hrs ago, and the previously anticipated 2nd wave of
freezing rain for Wed aftn/eve now looks unlikely (it will be
non-freezing rain instead). The existing Winter Weather Advisory
is set to expire at 18z Wed, which seems reasonable at this time.

As the surface low swings through the region on Wed night and Thu,
it will ride the boundary northeastward towards the Great Lakes.
This will re-orient the formerly stalled frontal boundary and push
it through the region as a cold front. It appears that there will
be a window during the day on Thu when the post-frontal air is
cold enough and deep enough to switch the rain over to a wintry
mix of snow (when ice crystals are present) or freezing
rain/drizzle (when they aren't) over the northwestern CWA. A light
glaze is possible for parts of central and NE MO, but any
accumulations will be limited by the short duration of the
precipitation as it is ending.

As a side note, isolated thunderstorms (a few possibly strong to
severe) are possible across the southern and southeastern CWA on
Wed/Wed night and to a lesser degree would be possible on Thu
ahead of the cold front. ECMWF/GFS/GEM all show a few hundred J/kg
of MUCAPE on Wed night, there will be a strong southwesterly LLJ
at H85 to transport moisture into the area, and the LSX CWA will
be located within the downstream DCVA region of a potent upper
trough as it approaches the region. One item of note is that the
0-6 km shear vectors on late Wed night and Thu are parallel to the
H85 frontal boundary, indicating that any thunderstorms which
develop along the front itself would quickly grow upscale into a
line. Out ahead of the front, some models show a more
perpendicular component, but there is a fair amount of variation
in the model solutions. Despite the model variation with the
orientation of the shear vectors, there is good model agreement
that sufficient shear exists to support strong to severe
thunderstorms. The limiting factor on Thu will be instability.
Initial thoughts are that the severe weather potential for Thu is
low and would be limited to the extreme S/SE fringes of the LSX
CWA unless the entire low pressure system is several hours slower
than currently forecast.

Meanwhile, a 1040+ hPa surface high will be sliding out of Canada
and into the CONUS, driving a colder air mass into the region for
Thu night. There will likely be a 30-40 degree temperature drop
between the highs on Thu (upper 30s to around 60) and the early
morning lows on Fri (single digits to around 20).

The cold temperatures will persist on Fri/Fri night and will seem
harsh in comparison to the unusually warm weather over the past
few days. The center of the surface high is still forecast to pass
to the north of the region, and therefore temperatures are still
expected to moderate over the weekend as the winds become
southerly to southeasterly around the back side of the departing
high pressure center.

Models are in poor agreement regarding the specifics for Sunday
and beyond. They have different solutions for a lead PV anomaly
as well as the depth, location, and evolution of a strong PV
anomaly over the west coast. The models are in broad general
agreement on an active upper air pattern which supports a chance
of rain and snow for Sunday and beyond.

.AVIATION...  (For the 12z TAFs through 12z Wednesday Morning)
Issued at 526 AM CST Tue Feb 5 2019

MVFR clouds remain across the southern half of MO and southern IL
this morning. These clouds should begin to move north quickly this
morning as low level flow becomes southerly. As IFR cigs remain
just south of KCOU to KCPS, would expect IFR cigs to move back
into these terminals this morning, although timing is uncertain.
Believe IFR cigs will remain in place for much of today. However,
there is some indication that cigs may lift into low MVFR. This
seems unlikely given obs upstream and continued moisture advection
into the region. Otherwise, rain will move into the region late
this afternoon and overnight. Also expect some fog development as
low level moisture increases. KUIN is expected to see a brief
period of FZRA, but temps will continue to hover near freezing
overnight and may result in a longer or multiple periods of FZRA.
Temps are expected to remain above freezing at KCOU/KSUS/KCPS
through tonight.

SPECIFICS FOR KSTL: As cloud base winds become southerly this
morning, expect IFR cigs to move back into the region, although
timing is less certain. Cigs may lift into low MVFR range, but
this seems unlikely based on upstream obs and an increase in low
level moisture. If cigs do lift into MVFR, expect IFR conditions
to return late this afternoon or into the evening hours. Expect
rain to move into the terminal this evening and continue through
tonight.

This Hazardous Weather Outlook is for portions of eastern and
central Missouri as well as west central and southwest Illinois.

.DAY ONE...Today and tonight.

Freezing rain is expected this afternoon through tonight across
portions of northeast Missouri and west central Illinois. Ice
accumulations up to two tenths of an inch are possible through
tonight.

Localized river flooding due to ice jams will be possible across
northeast MO and western IL through tonight.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday.

Another round of wintry mix is likely Thursday morning mainly across
central and northeast Missouri and west central Illinois. Ice
accumulations up to one tenth may be possible Thursday morning.

Localized river flooding due to ice jams will be possible across
northeast MO and western IL over the next couple of days. Additionally,
1 to 3 inches of rainfall Tuesday through Thursday may cause some
minor flooding of low-lying areas mainly over southeast MO and
southwest IL.

There is a chance for thunderstorms mainly for areas south of
Interstate 70 for Tuesday afternoon through Thursday.
