.SYNOPSIS...24/904 PM.

Precipitation will develop along the Central Coast by early
afternoon. The heaviest rain and snow will fall late Wednesday
night into early Thursday with gusty easterly winds. Conditions
will clear on Friday and temperatures will be near normal by the
weekend.

.SHORT TERM (TDY-FRI)...25/348 AM.

Significant and tricky storm system on track to affect the area
later today and esp overnight into Thursday morning.

A 538 MB upper low is off of the northern CA coast. A weak front
is poised to move into the Central Coast. This front will bring
rain to the Central Coast but will likely dissipate as it moves
further inland. The upper low will continue to spin down the coast
and it will strengthen as it goes. There will be scattered light
showers across the entire area today but nothing of significance.
Another cold day with most highs across the coasts and vlys
barely escaping the 50s.

Then tonight its game on. The 539 DM upper low will move south and
will be off of Pt Conception by 400 Thursday. What makes this a
different kind of storm is that there will be sfc low nearly under
the upper low (Most storms almost always have the sfc low north
of SLO county) A strong front will bring a decent period of
moderate to heavy rain first to the Central Coast in the early
evening then to the SBA south coast by mid evening...VTA coast in
the late evening and finally LA county after midnight. The heavy
rain will diminish and turn to showers Thursday morning.

Strong orthogonal flow across the east-west mountains will combine
with the synoptic scale forcing and will generate periods of very
heavy rain south of Pt Conception during this evening and
overnight.

There is a slight chc of TSTMs under the upper low, but since the
upper remains over the water there are no TSTMs in the overland
forecasts just the waters.

Rain rates will peak at around .75 inches per hour which may
cause some minor debris flows near the recent burn areas. But
unless a thunderstorm forms the rainfall rates should stay under
the 1 inch per hour rates needed for major burn area flooding.
Rain totals should mostly range from 1-2" csts/vlys to 2-4"
mountains.

Snow and very low snow levels will add an additional layer of
hazardous weather to this event. Winter Storm Warnings will go
into effect later this afternoon and evening for the SBA/VTA/LA
mtns where snow levels will dip to near 3000 ft. 1 to 2 ft of snow
will likely fall above 5000 feet and up to 6 to 12 inches of snow
will likely fall between 3000 and 5000 feet (this includes the
Grapevine)

The Antelope Valley could see significant snow on Thursday. As
strong northeast wrap around flow will develop in response to the
low moving into the Bite. The NE winds will create upslope flow
across the foothills. The snow level will be low enough to even
bring snow to the valley floor. It is possible that more than a
few areas will see 4 to 8 inches of snow Thursday. Still some
doubt about the exact and crucial track of the low so will leave
the watch intact for one more model run. The Cuyama vly will see
enough snow (mainly in the foothills to warrant a winter weather
advisory.

The strong flow around nearby sfc low will create much stronger
than normal storm winds and wind advisories are in effect for
almost areas that are not covered by winter storm warnings (which
include strong winds in addition to the heavy snow.)

The low will move out of the area later Thursday. The rain will
diminish and the skies will begin to clear. Max temps will be well
below normal and will not escape the 50s.

Weak ridging and offshore flow will bring clearing skies and dry
conditions to the area Friday (and will allow for some postcard
perfect pictures of the snow covered mountains) Max temps will
climb into the lower 60s.

.LONG TERM (SAT-TUE)...25/218 AM.

Nice weather on tap for the weekend as the state is under the
eastern portion of a ridge. Saturday will be the best day as the
ridge will break down later Sunday as a trof runs down the coast
and brings an increase in clouds. Saturday will start off quite
cold with more than a few valley locations reaching freezing or a
couple of degrees lower. Despite the increased sunshine max temps
will not change much day to day and will be 5 to 10 degrees blo
normal with most cst/vly locations reaching 60 or so degrees.

The operational GFS and some but not all of its ensemble members
bring a little rain to the area and then quite a bit of rain to
the area Monday. The EC and almost all of its ensemble members
are dry save for some mtn showers Monday afternoon. The GFS soln
is new and the EC soln has been more consistent so will mostly
favor the EC but will introduce some slight chc pops - mostly
across SLO/SBA county and the mtns. It will be mostly cloudy and
cool with max temps coming in a degree or two either side of 60
for the coasts and vlys.

Huge differences in EC and GFS solutions for Tuesday and New
Year's day. Ensemble members stick fairly close to their
deterministic solutions so there is not a great deal of
confidence. The GFS solution has a humongous fairly other worldly
upper low wobbling about Srn Ca while the EC has a more serene
east pac ridge. Forecast favors the drier clearer EC which just
looks more normal in addition to the fact that the EC has been
verifying better of late.

Good confidence in TAFs through 14Z. Then less confidence due to
timing of the onset of rain and lower cigs associated with the

MVFR cigs aft 20Z.

For the Outer Waters, moderate confidence in the current
forecast. Hi confidence in Small Craft Advisory (SCA) level winds
across the southern zone (PZZ676) through this evening. Otherwise,
winds and seas should remain below SCA levels tonight and
Wednesday. For Wednesday night, moderate confidence in strong SCA
level southeast winds with hazardous seas, and north to northeast
winds to SCA levels Thursday into Thursday evening. SCA level seas
can be expected into Friday, then high confidence in winds and
seas dropping below SCA levels for Friday night and Saturday.
There is then a 50% chance of SCA level winds for Sunday.

For the Inner Waters north of Point Sal, moderate to high
confidence in the current forecast. Through Wednesday, high
confidence in winds and seas remaining below SCA levels. For
Wednesday night through Thursday morning, moderate confidence in
SCA level southeast to northeast winds and hazardous seas. SCA
seas should linger Thursday night then winds and seas should
remain below SCA levels Friday through Saturday. There is then a
50% chance of SCA level winds for Sunday.

For the Inner Waters south of Point Conception, moderate
confidence in the current forecast. There is a 30% chance of SCA
level northwest winds through this evening, otherwise winds and
seas are expected to remain below SCA levels through Wednesday.
For Wednesday night, moderate confidence in SCA level southeast
winds, then turning east to northeast Thursday and Thursday night.
Northeast wind will continue Friday with a 30% chance of SCA
level gusts Friday morning. For Friday afternoon through Sunday,
generally high confidence in winds and seas remaining below SCA
levels, except for a 50% chance of SCA level wind gusts on Sunday
in the east Santa Barbara Channel.
