Rain, strong winds, and mountain snow will be moving into the
region tonight and continuing through at least Thursday. The
precipitation will be heavy at times, especially on Thursday.
There is a chance of showers lingering into the weekend.

.SHORT TERM (TUE-FRI)...12/826 PM.

***UPDATE***

Latest GOES-17 satellite images show a large plume of moisture
extending from the tropics east of Hawaii to southern CA, with
PWAT values up to 1.75 inches over the eastern Pac. Southwestern
CA is under an extensive mid and hi cloud shield early this
evening, with rain out ahead of a Pacific frontal system pushing
into the Bay area. Doppler weather RADAR was showing plenty of
echoes moving into Monterey County and northwestern SLO County and
off the coast, but this activity is rain aloft thus far. Rain
should start to develop over SLO/SBA Counties later tonight into
the early morning hours as the Pacific frontal system edges toward
the coast and a moist southerly flow at lower levels increases.
Otherwise, the cloudy skies will persist thru the night for all
areas. Gusty sub-advisory level SE to S winds are expected late
tonight as well over much of SLO/SBA Counties.

The 00Z NAM/GFS indicate the upcoming stormy period is generally
on track with significant rain and hi elevation mountain snow Wed
thru Thu.

***From Previous Discussion***

Another pretty impressive weather system is on our doorstep this
afternoon. It's been a tough nut to crack with models struggling
with the interaction between the cold trough to the north and the
big upper low off Hawaii. Model agreement has generally improved
but there is still plenty of uncertainty, especially with regard
to the Thursday forecast and potential for rain rates to reach or
exceed debris flow thresholds and rain amounts in general to
possibly cause smaller creeks and rivers to reach flood stage.

Most model solutions forecast a weak to moderate AR event with
PW's of 1.25-1.5" Wednesday afternoon and evening, highest over
western SLO/SB Counties, and a second peak Thursday with similar
values but shifted a little south. On Wednesday the rain will
very much be terrain driven as models, especially the NAM show
strong southerly winds and a LAX-SFO gradient of around 14mb.
However, very minimal chance for convection as the air mass
remains pretty stable. Still, the strong jet aloft combined with
the southerly low level flow should be enough to push rain rates
near but likely not over debris flow thresholds.

Precip will continue through Wednesday night but generally
lighter in intensity and more showery in nature until the next
wave arrives Thursday. This one's a little trickier as some
models, mainly the NAM, are much slower to push the system east
and lingers moderate to heavy rain as far west as SB County
through the afternoon. Another added factor is the potential for
convection as it's definitely more unstable than Wednesday,
particularly in the afternoon. Strong southerly flow continues at
least through the afternoon hours as well so there is the
potential for higher rain rates than Wednesday. Between that and
adding the rainfall from Wednesday there will be an increased risk
for not only limited burn area debris flows but also flooding of some
smaller rivers such as the Ventura River. Am going to hold off
issuing any hydrologic watches at this time to provide more time
and model analysis for Thursday's event which is still a good 48
hours away.

Winds will get quite gusty as that surface gradient tightens up
and winds aloft increase to 50-60 kt between 850 and 700mb. Will
issue a wind advisory for areas north of Pt Conception and all the
mountains beginning Wednesday and going through Thursday.

No snow issues at least through Thursday afternoon. There could be
some light snow falling down to around 6000' briefly as the storm
arrives and before the warm air advection really kicks in. But the
bulk of the storm will occur while snow levels are at or above
9000' which pretty much takes snow out of all but the highest
peaks in our CWA.

Friday's a little tricky too as there is another wave moving
through ahead of the next cold upper low dropping out of Canada.
By this time, the subtropical moisture has moved well south into
southern Baja and the track of the low hugs the West Coast with
limited moisture and generally just west/northwest low level
flow. Was tempted to raise pops even for just light rain potential
but there's still enough uncertainty to keep pops on the low
side, especially southern areas. There would be much lower snow
levels with this system with snow falling down to 3500-4000', but
still pretty light accumulations.

.LONG TERM (SAT-TUE)...12/201 PM.

We'll get at least one day to dry out Saturday before an even
colder upper low drops out of Canada Sunday taking a very similar
if not even slightly more inland track down the coast. Similar
forecast dilemma as Friday with limited moisture and
west/northwest flow. Better chance for showers northern areas and
north facing mountain slopes with snow levels falling to as low as
2000' late Sunday and Sunday night. Again not a lot of precip but
the potential for significant impacts to lower elevation mountain
passes over the holiday weekend. Pops are probably a bit on the
low side currently, especially northern areas. Drier conditions
expected Monday and Tuesday but quite cool with highs mostly in
the 50s at lower elevations and 30s in the mountains.

At 0520Z at KLAX...there was no marine layer. There was a sfc
based inversion with a top of 1000 feet and temperature of 16
degrees C.

Good confidence in TAFs through 12Z and then moderate confidence.
cigs and vis will vary frequently once the rain starts. Cigs will
mostly range from 015 to 030 with some BKN008 during the heavier
rain. Good confidence in winds forecast.

KLAX...Good confidence in TAF through 15Z and then moderate
confidence. Cigs and vis will vary frequently once the rain
starts. Cigs will mostly range from 015 to 030 with some BKN008
during the heavier rain. Moderate confidence in winds forecast
with a 30 percent chc of 10012kt from 16Z-21Z.

KBUR...Good confidence in TAF through 15Z and then moderate
confidence. Cigs and vis will vary frequently once the rain
starts. Cigs will mostly range from 015 to 030 with some BKN008
during the heavier rain.

.MARINE...12/742 PM.

Southeast to south winds are increasing across the coastal waters
this evening and tonight as a vigorous cold front approaches the
area. Gales are expected across the two northern outer zones, the
nearshore waters off the Central Coast, and over the western Santa
Barbara Channel. There is a 30% chance of gales across the inner
Santa Barbara Channel, as well as the southern inner and outer
waters west of L.A. County. Gusts between 35 and 40 mph are
likely across the areas under a Gale Warning during this time.
SCA winds are likely to spread across the remainder of the waters
late tonight through Wednesday night, with a chance of gale force
winds. Very dangerous seas are expected as large south waves
combine with a building medium period northwest swell.

A secondary frontal boundary is expected on Thursday with another
round of potential Gales across the outer waters, and possible
the inner waters as well. Still too soon for a high confidence
factor for the strength of winds, but will continue to monitor.
There will be another larger swell moving into the coastal waters
by this weekend.
