.SYNOPSIS...16/248 PM.

Strong and gusty northeast winds will affect much of Los Angeles
and Ventura Counties through Tuesday while many wind protected
locations will have frosty morning temperatures. There is a
slight chance of rain north of Ventura County Tuesday night
through Wednesday, otherwise conditions will be dry through
Saturday. There is a chance of rain across the region on Sunday.

.SHORT TERM (TDY-THU)...16/255 PM.

Offshore flow continues to develop and strengthen across the area
this afternoon beneath ridging aloft. KLAX-KDAG surface pressure
gradients peaked at -5.5 mb this afternoon and wind gusts between
40 and 50 mph with isolated gusts up to 55 mph have been observed
today. Wind advisories remain in effect for Ventura County and
western Los Angeles County through Tuesday evening and winds
should strengthen some tonight through Tuesday. Some concern
remains for a high wind warning for the mountains of Los Angeles
and Ventura Counties tonight through Tuesday evening. 18Z NAM-
WRF solutions are tightening thermal packing across the Los
Angeles County mountains by about 0.5 degree Celsius and 950 mb
winds have strengthened slightly. Isolated damaging wind gusts
could occur across the mountains and a high wind warning is being
pondered for the mountains at this time. Otherwise, offshore flow
will remain in place through Tuesday night and a drier weather
pattern will continue across the region.

In wind-sheltered areas, a dry air mass in place will permit
radiative cooling processes to be a bit more efficient the next
several nights. Clear skies and light winds will allow for
temperatures to cool much faster each night. Frost headlines are
being considered for certain portions of the area such as the
Santa Ynez Valley, the Central Coast, and the Ojai Valley. There
is a chance of patchy frost across the South Coast of Santa
Barbara County, as well.

A weak storm system should move into the region between Tuesday
night and Wednesday. The best chance for any rain looks to be for
areas north of Point Conception and more likely for northern San
Luis Obispo County. Sprinkles or light showers could spread south
of Point Conception, but any showers should not measure more than
a trace amount. The main effects of the trough should be cooler
and cloudier weather.

Warmer and drier weather should develop for Thursday as high
pressure establishes.

.LONG TERM (FRI-MON)...16/301 PM.

High pressure aloft should keep warmer and drier conditions in
place through Friday, then clouds should start to increase ahead
of a more significant storm system to affect the region over the
weekend. ECMWF and GEFS ensemble members suggest a wet weather
pattern returning to the region between Sunday night and Monday.
Rainfall vary quite a bit and there is a chance for a continued
wet weather pattern lingering through much of the holiday week.

At 1709Z at KLAX, there was no marine layer, but there was a very
weak inversion around 2100 ft. The top of the inversion was 11
degrees C.

High confidence in CAVU conds at all sites.

Moderate confidence in wind forecast timing for all sites. There
is a 20% chance that KOXR,KCMA could see winds shift onshore late
afternoon for a couple hours.

LLWS and TURBC over and around hier trrn.

KLAX...High confidence for 18z TAF with CAVU conds. Less
confidence in wind fcst. There is a 30 percent chc of an easterly
wind component exceeding 6 kt after 13Z. There is a 30 percent
chc of VRB03KT winds aft 21Z.

KBUR...High confidence in 18z TAF with CAVU conds. Overall VFR
conds expected.

.MARINE...16/102 PM.

Outer Waters...There is a 50% chance that the southern zone
(PZZ676) will need a SCA for offshore winds across portions of
the zone tonight into Tuesday. On Tuesday and Tuesday night,
there is a 30% chance of SCA level east to southeast winds across
the remainder of the outer waters.

Inner Waters North of Pt Sal...On Tuesday and Tuesday night,
There is a 30% chance for SCA level east to southeast winds.

Inner Waters south of Point Conception...Moderate confidence in
the current forecast. A SCA for both the inner water zones
PZZ650-655 is in effect through late this afternoon, and will
likely be extended through Tuesday afternoon. There is a 70%
chance for SCA level NE winds once again for tonight through
Tuesday, especially across eastern sections between Ventura and
Malibu to the Channel Islands as well as the San Pedro Channel to
near Avalon Harbor. Strongest winds are expected Tuesday morning.

.BEACHES...16/303 PM.

Another high surf event is possible beginning late Wednesday and
Thursday for exposed west facing beaches. There is a chance that
high surf could linger into Saturday.

.FIRE WEATHER...16/942 AM.

An upper level upper ridge of high pressure will combine with strengthening
offshore pressure gradients to bring moderate to locally strong Santa
Ana winds through Tuesday. The peak of the offshore wind event is
expected to be later tonight into Tuesday morning, when the LAX-
Daggett gradient is expected to peak around -8 mb. During this
time, wind gusts between 50 and 60 mph are expected across the
mountains of Los Angeles and Ventura counties, with gusts between
40 and 50 mph across the wind prone coastal and valley areas.
Humidities will lower some today, with areas of minimum humidities
in the teens.

On Tuesday, strong cold advection will keep humidities relatively
higher in the areas with strongest winds (near 20 percent). Places
with weaker offshore winds could see humidities lowering into the
upper single digits (8-10 percent) to mid teens. This is likely to
occur in the western Ventura Valleys, the eastern San Gabriels and
eastern San Fernando Valley, and portions of the L.A. Basin. Upper
single digits are also likely over portions of SLO and SBA Counties
where southeast winds will be gusting to between 25 and 35 mph by
Tuesday afternoon and evening.

Fire weather conditions are likely to become elevated to briefly
critical during this time, especially on Tuesday. However, Red
Flag Warnings are not expected with this event due to the current
state of the fuels associated with the recent rains. Gusty east
to southeast winds with low humidities are expected to continue
across many areas on Tuesday night ahead of an approaching cold
front which is expected to bring a chance of light rain to areas
north of Point Concpetion by late Tuesday night.
