The National Weather Service in Los Angeles/Oxnard has issued a
High Surf Warning, which is in effect from 2 PM Thursday to 9 PM
PST Friday. A Coastal Flood Advisory has also been issued. This
Coastal Flood Advisory is in effect from 11 PM Thursday to 9 PM
PST Friday. 

* Surf...Breaking waves of 8 to 13 feet will continue through
  Thursday morning. Surf will increase rapidly late Thursday, 
  reaching 12 to 17 feet Friday morning. The surf will begin to 
  subside late Friday but high surf condition will persist into 
  Saturday morning. 

* Coastal flooding...High tides of 6 to 6.5 feet at 6 AM Thursday
  and 6.5 to 7 feet at 7 AM Friday will coincide with the building
  surf. Minor coastal flooding is possible Thursday, with moderate
  coastal flooding and significant beach erosion likely on Friday.
  In addition, there is a risk of breaking waves across the
  Ventura Harbor entrance. 

* Impacts...There is an increased risk for ocean drowning. Rip 
  currents can pull swimmers and surfers out to sea. Large 
  breaking waves can cause injury...wash people off beaches and 
  rocks...and capsize small boats near shore. Moderate coastal 
  flooding is possible over low-lying coastal areas including 
  beaches, beach parking lots and harbor walkways, and with 
  vulnerable coastal roadways during the highest surf and tides. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A High Surf Warning indicates that dangerous...battering waves 
will pound the shoreline. This will result in life-threatening 
conditions. Swim near a lifeguard. If caught in a rip current,

  Friday. During this time, waves of 8 to 12 feet are possible on 
  exposed west facing beaches. The surf will begin to subside by 
  Friday evening but could persist into early Saturday.

  feet at 6 AM Thursday and 6.5 feet at 7 AM Friday will coincide
  with the building surf. Minor coastal flooding is possible.

.SYNOPSIS...16/336 AM.

Periods of heavy rain, high elevation mountain snow, and gusty
winds will continue as a wet weather pattern will remain in place
through Thursday. Relatively warm and dry conditions will prevail
this weekend.

.SHORT TERM (TDY-FRI)...16/335 AM.

The final of several storms that have moved through Central and
Southern California will be moving into the region late this
afternoon and continue through Thursday before diminishing
Thursday evening. There will still be residual showers from
yesterday's rain as cross sections indicate plenty of low level
moisture across much of the forecast area. This next system is
expected to bring plenty of rain before it departs Friday morning.

As mentioned in the earlier discussion, a few parameters did not
come together for yesterday's storm system that still brought
plenty of rain to the area, but not nearly the peak rainfall rates
we were expecting. That being said, this system will have a few
different features that the last one did not have. Most
importantly this will be a warmer system with precipitable waters
that will reach 1.30" tonight into Thu.

Synoptically, a 523 DM cutoff low well off the northern Cal coast
will begin to pivot towards the NW. The associated upper level
trough will take on a negative tilt and the associated frontal
boundary will continue to pull in some subtropical moisture which
is headed for Central and Southern California this evening into
Thu. There will be periods of light rain across the area today
as there continues to be some lingering low level moisture.
The warm sector of the next system will begin to bring more
organized rainfall over the area sometime late this afternoon.
Initially this will occur across the Central Coast then
overspread the entire forecast area this evening. As the front
moves into the area, there will be good diffluence due to the
position of the negative tilted trough. There will be plenty of
lift to cause rain to increase over the region, especially as the
front moves into Santa Barbara County. This should be an efficient
rainmaker due to the warm nature of this system. SW 850 MB winds
(around 5,000 ft) will help to enhance rainfall amounts across the
transverse mountains including the Santa Ynez Range, Ventura and
L.A. County mountains including the San Gabriel Range. Rainfall
totals with this final system should range from 1.5" to 3" across
most areas from S. Santa Barbara County to Los Angeles County.
Highest amounts will be across the south to southwest facing
slopes of the foothill/Mtns as well as the Santa Monica Mtns due
to the orographic lift. There could be local amounts to 4" in some
locations such as the Santa Ynez Mtn Range and the San Gabriel
Mtn Range.

Based on latest model solutions, there is some confidence that
peak rainfall rates could approach 0.50" per hour across the
recent burn areas tonight into Thursday. However, not expecting
any thunderstorms to develop which is factor when estimating
rainfall rates for the recent burn areas. There is a 30% chance
that rainfall rates could approach 0.75" but not a 50% chance.
Therefore will let the Day Shift look at the most recent models to
decide if a Flash Flood Watch is needed across the recent burn
areas for tonight into Thursday.

Precip will start to diminish Thursday evening with drier and
partly cloudy conditions expected across most areas Friday with
the exception of north facing mountains near the Grapevine where
some isolated upslope showers are possible in the morning. High
temps will rise slightly on Friday, mainly in the lower to mid
60s, with some interior valleys still in the upper 50s, and the
Antelope Valley in the mid 50s.

.LONG TERM (SAT-TUE)...15/128 PM.

Odds are favoring a long stretch of dry weather starting Friday
and lasting through next week with periods of gusty offshore winds
at times and warmer temps. Models have backed off even further
with a system for late Sunday into Monday and even if that does
manage to hold together it would just bring some light rain to
northern areas with generally clear skies to the south.

At 12z at KLAX... there was no inversion.

Overall... Low to moderate confidence in the current forecast.
Reduced confidence primarily in regards to the timing of the storm
coming in. Light precipitation this morning will begin to increase
by midday and then the heaviest precipitation will fall this evening
through midday. IFR/MVFR conditions will prevail through most of
the forecast period across the region with periods of LIFR/IFR
conditions.

KLAX... Low to moderate confidence in the current forecast.
Reduced confidence primarily in regards to the timing of the
storm coming in. Light precipitation this morning will begin to
increase by 18z and then the heaviest precipitation will fall
01z-17z. IFR/MVFR conditions will prevail through most of the
forecast period with periods of LIFR/IFR after 00z. Easterly
winds up to 12 knots are likely through 01z.

KBUR... Low to moderate confidence in the current forecast.
Reduced confidence primarily in regards to the timing of the
storm coming in. Light precipitation this morning will begin to
increase by 18z and then the heaviest precipitation will fall
after 02z. IFR/MVFR conditions will prevail through most of the
forecast period with periods of LIFR/IFR conditions after 00z.

.MARINE...16/358 AM.

For the outer waters and northern inner waters, seas were at or
just above SCA levels this morning. South to southeast winds are
expected to increase to SCA levels today, then persist at SCA
levels tonight into Thu. While winds may diminish by Thu afternoon
or evening, huge seas will overspread the waters Thu and persist
into Fri. Seas should remain at or above SCA levels through at
least Sat evening. There is a 30-40% chance that winds could
reach Gale force across the northern waters tonight.

For SBA Channel, E to SE winds are expected to increase to SCA
levels this afternoon and persist thru Thu morning. Then, though
winds will diminish some after shifting to the west Thu afternoon,
seas will likely be at or above SCA levels Thu afternoon thru Fri
afternoon.

For the southern inner waters, SE winds are expected to increase
to SCA levels this evening and persist through Thu morning. Then,
though winds will diminish some after shifting to the west Thu
afternoon, seas will likely be at or above SCA levels Thu
afternoon through Fri afternoon.

Across all waters, the gusty SE winds will create choppy
and rough seas later today through tonight.

.BEACHES...16/408 AM.

Large westerly swell will continue to affect the coastal waters
through early Thu, along with fairly steep southerly wind waves. A
High Surf Advisory is in effect for all west facing beaches.

Extremely large westerly swell moving into the coastal waters
Thu and Thu night will cause surf to increase. It will likely
reach High Surf Warnings levels on Central Coast beaches Thu
afternoon, with surf building to 18 to 22 feet and sets to 25
feet. A High Surf Warning has been issued there for Thu afternoon
through Fri evening.

With this very large surf and moderately high astronomical tides,
there will be a good chance of moderate coastal flooding and
beach erosion, especially around the Friday morning high tide.
A Coastal Flood Advisory has been issued. High astronomical tides
will continue through the weekend, but surf will begin to subside
Friday night.

There is a good chance that High Surf Warning level surf will
affect west facing beaches south of Pt Conception Thu night and
Fri, and later shifts may have to expand the High Surf Warning and
the Coastal Flood Advisories southward into these areas.

In addition to coastal flooding and beach erosion issues, there
is a potential for breaking waves across the Morro Bay and Ventura
Harbor entrances late Thu and Fri. Hazards associated with the
high surf will include strong and dangerous rip currents, breaking
waves near shore, and waves washing over rock jetties.
