The National Weather Service in San Juan has issued a

* Flash Flood Warning for...
  Saint Croix in Virgin Islands...

* Until 715 PM AST

* At 414 PM AST, Doppler radar indicated heavy rains continuing 
  across the area. Up to three inches of rain have already fallen.
  Additional rainfall amounts of 1 to 3 inches are expected during 
  the next several hours. This will result in flash flooding. 


 PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

.SYNOPSIS...Hurricane Dorian continues to cause problems across the
region, particularly for the USVI. More heavy rain and wind is
expected across eastern Puerto Rico and the islands to the east for
the next 10-18 hours, with the tail of the storm and its associated
lingering moisture impacting us into Friday. The first half the
weekend looks drier before we get clipped by a tropical wave for
Sunday. In summary, no major weather systems are expected after
Dorian for the next week, although another episode of dust will
begin on Saturday.

.SHORT TERM...Today through Friday...

A Tropical Storm Warning and a Hurricane Watch are in effect for
Puerto Rico. There is a Hurricane Warning for the U.S. Virgin
Islands, Vieques and Culebra. Hurricane Dorian over the US Virgin
Islands has produced up to 5 inches of rain across the U.S.
Virgin Islands, and between 2 to 4 inches of rain over portions of
southwestern areas of Puerto Rico. The rain across southwestern
Puerto Rico was a result of sea breeze convergence and increased
low-level moisture. This activity is expected to continue through
the evening hours as hurricane Dorian rainbands continue to push
over the area. Weather conditions are expected to improve on
Thursday due to Hurricane Dorian moving to the northwest and away
from Puerto Rico and adjacent islands. The location of Hurricane
Dorian as of 2 PM AST was 18.3 N 65.0 W, moving NW at 13 mph, with
maximum sustained winds of 75 mph. For further information please

.LONG TERM...Saturday through Wednesday

Low-level moisture will abate on Saturday with the bulk of the
moisture moving northwest of Puerto Rico. However, moisture
embedded in the easterly trade winds will induce showers across
eastern Puerto Rico and adjacent islands during the early morning
hours. Then the moisture will move across the interior and western
areas of Puerto Rico later during the day; the combination of sea
breeze convergence and diurnal heating will cause showers and
isolated thunderstorms.

Sunday, a TUTT low is expected to move to the west near the island,
and increase upper-level instability across the region.
Additionally, a weak tropical wave is expected to move in tandem
with the TUTT low. As a result of increased instability induced by
the TUTT low, and increasing low-level moisture, showers are
expected during the early morning for the U.S. Virgin Islands and eastern
areas of Puerto Rico with their adjacent islands. This will be
followed by showers and isolated thunderstorm over the interior
and western areas of Puerto Rico. The same conditions will occur
on Monday due to lingering moisture pooling over the area. The
weak wave will exit the region on Monday evening, which will give
a slight reprieve in tropical moisture. However, another wave is
forecast to move through the southern Caribbean waters late
Tuesday night with limited affects for our forecast area.

Wednesday, a drier air mass is forecast to filter into the area and
limit shower and isolated thunderstorm development. Although, a
drier air mass will be in place showers and isolated thunderstorms
are forecast to develop in the interior and western areas of Puerto
Rico, as a result of diurnal heating and local effects.

.AVIATION...Hurricane Dorian is strongly impacting TIST/TISX as
the center of Hurricane Dorian moves NW at 11 knots btwn Culebra
and Saint Thomas. Sct SHRA/TSRA are vcnty TNCM/TKPK and will
gradly diminish through the period. Areas of MVFR/IFR over ern and
swrn PR will cont at least thru 28/02Z in SHRA/TSRA. Winds ovr PR
around Dorian 15-25 kt with gusts to 40-45 kt--genly from the NW-
NE.

.MARINE...Seas around Hurricane Dorian have reached at least 17
feet. Since Dorian is intensifying as it moves northwest seas may
be locally higher in the outer Atlantic waters. Seas are still
expected to diminish below 7 feet by Thursday afternoon.
