...A Flood Warning continues for portions of the following waterways 
in Indiana...

  Big Blue River...Big Walnut Creek...Driftwood River...East Fork 
  White River...Eel River...Flatrock River...Mississinewa River...
  South Fork Wildcat Creek...Sugar Creek...Wabash River...White 
  River...Wildcat Creek...Youngs Creek...


.A winter storm brought a combination of rain and snow across much 
of central Indiana on Saturday.  This, combined with an inch to inch 
and a half of rain that fell across central Indiana today is leading 
to rivers and streams rapidly rising.  Widespread flooding is 
underway and additional locations along the main stem rivers 
will occur later this week.

The East Fork White River will rise above flood stage near Seymour 
this evening, and it is now above flood stage at Rivervale.

The White River is expected to flood or be near bankfull, with the 
greatest flooding in the lower reaches of the river.  Petersburg may 
crest 6 feet above flood stage early next week.

The Wabash River between Lafayette and Riverton will rapidly rise 
into flood stage by tomorrow morning, Thursday the 23rd.  Bankfull 
conditions are expected at Vincennes.

Flooding will affect numerous local and state roads, agricultural 
land, and some river parks and/or cabins.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  northern Randolph County.  Water is likely on SR 1 just south of SR
  28.  West CR 825 N east of SR 1 and West River Road west of SR 1 
  and possibly other county roads are flooded.  Little League field 
  in Ridgeville is flooded.  Noticeable agricultural flooding in 
  progress.

  Bartholomew County.  Water is near CR 950N to Double Y Saddle Club.

  Donica Church Road, between Logan Bottom and the hill; Peerless 
  Road, by Mica Metals; Little Salt Creek Run; Stumphole Bridge Road,
  near Indiana State Road 450; Huron-Williams Road; Lawrenceport 
  Road; Rivervale Road and Earl Road.

  crest of the river followed 2 days later and reached 27.6 feet at 
  Bedford and caused Salt Creek to rise nearly 6 feet at the 
  tailwater of Monroe Lake.

Several areas of low pressure will move through the area during the
next week as the area remains in upper troughing aloft. These will
bring frequent chances for precipitation along with shots of arctic
air into the region.

&&

.NEAR TERM...(Rest of This Afternoon and Tonight)
Issued at 301 PM EST Wed Jan 23 2019

A cold front is currently across the eastern part of the forecast
area. Most of the rain is confined to near and ahead of the front.
Temperatures had cooled into the upper 20s already in western parts
of the forecast area.

The front will continue to work east and take much of the rain with
it. Some of the short term models bring another surge of moisture
north late this afternoon into this evening, although there are some
signs that this might be overdone.

Will keep PoPs going this afternoon east, and after 00Z will have
some PoPs in the southeast quarter or so of the area. These will end
by midnight. Although some of the drizzle/light rain is occurring
when temperatures are at freezing, surface temperatures are warm
enough that no impacts are expected. Thus will keep the forecast
simple and go with just rain (or snow as the entire column cools).

The model blend looks reasonable for low temperatures given expected
conditions.

.SHORT TERM...(Thursday through Saturday)
Issued at 301 PM EST Wed Jan 23 2019

Models are close enough that the model blend initialization
was accepted for most items.

An arctic front will move through the area on Thursday into Thursday
evening. The front won't have a lot of upper support, but arctic
fronts often squeeze out lingering moisture as they move through.
Thus will go with some slight chance PoPs Thursday afternoon into
evening.

The arctic air will move in overnight and into Friday morning, and
this will keep the area dry but cold. Wind chills by sunrise Friday
could be in the -15 to -20 range (so Wind Chill Advisory is
possible).

Friday afternoon into Saturday a clipper system will move through
the area, bringing chances for snow. Models differ in the path and
strength of the clipper, which for now leads to a lower confidence
forecast. Still though the initialization's PoPs look a little low
given how clippers often perform. Will raise them a bit but keep
them in the chance category since timing and location are low
confidence.

Potential is there for around an inch of snow with the clipper
Saturday.

Temperatures will rise Friday night ahead of the system and top out
in the 20s to around 30 Saturday, providing some relief from the
arctic cold.

.LONG TERM /Saturday night through Wednesday/...

Models in general agreement that at least leave waves will pass
through the area over the long term. That said there are some timing
differences and the 12z GFS brings the arctic air further south of
the area next week.

With the model and ensemble differences, will not deviate from the
blend which has high PoPs and snow accumulation over especially
northern parts of the area late weekend and early next week. But,
again confidence is low at this point.

The arctic air should arrive by next Tuesday with otherwise mostly
slightly below normal temperatures.

.AVIATION /Discussion for the 24/00Z TAF Issuance/...

Precipitation has ended across TAF sites, but the current IFR/MVFR
conditions are expected to only slightly improve to predominantly
