...A Flood Warning continues for portions of the following waterways 
in Indiana...

  Driftwood River...East Fork White River...Flatrock River...
  Muscatatuck River...Wabash River...White River...Youngs Creek...

.Flooding is ongoing on central and southern Indiana rivers, with 
significant flooding at some locations south of Interstate 70.

Rain and/or snow fell Sunday and Monday in central and southern 
Indiana. Additional rain fell Monday night into Tuesday morning, 
providing a 24-hour total of generally between a half an inch to an 
inch of rainfall. This will prolong flooding at many locations and 
bring back flooding at others.

Significant flooding is occurring on the Wabash River at Mount 
Carmel.  On the White River, significant flooding is occurring from 
Newberry through the lower reaches of the river. Significant flooding 
on the East Fork White River has progressed down to Rivervale and has 
reached locations down-river as well.

Flooding directly or indirectly may affect small groups of homes and 
cabins, most notably in the general areas of near Elliston, 
Edwardsport, Hutsonville, Riverton, Vincennes, Mount Carmel, 
Rivervale, Bedford, and Williams.  Water has reached critical levels 
for the McGinnis and Shufflebarger Levees near Newberry, major 
agricultural levees near Edwardsport, and private levees in the 
Montezuma area.  Levees in the Petersburg area will need to be 
monitored as the river continues to approach major flood stage.  
Shawnee Airfield near Elliston likely is being affected by flood 
water.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  lands.   Many county and state roads in flood plain become 
  impassable by high water.  These include SR 235 East of Medora...SR
  258 East of Cortland...County Road 725 N and possibly State Road 39
  South of Tampico.  High water affects county roads near Vallonia 
  and Shields...Ewing Road near Brownstown...County road 525 North 
  near Seymour wastewater treatment plant...Honeytown Road and 
  possibly state roads 250 East of Dudleytown and 256 west of Austin.

  Windom Road at Simons and Blue Creek.  The flood wave had 
  dissipated greatly by the time it reached the Shoals area and was 
  about 2 feet lower than high water seen earlier in March of that 
  year.  Nevertheless...rumors had a March 1913 flood coming to 
  Shoals and local river people where shaken up.

* At 13.2 feet...Lowland flooding in progress along Driftwood River in
  northern Bartholomew County on April 6, 2011. Double Y Saddle Club 
  area flooded.  At least 6 inches of water flowing over CR 950N to 
  Club. Water is less than one foot away from CR 330W just south of 
  its intersection with Ohio Ridge Rd. CR 500N west of CR 250W is 
  flooded blocking vehicular access to residences near the river 
  bank. Lowell Public Access site is open but ramp is totally 
  flooded. Water close to one residence at Shelby CR 1000S and CR 
  900W.

...A Flood Warning continues for portions of the following waterways 
in Indiana...

  Driftwood River...East Fork White River...Flatrock River...
  Mississinewa River...Muscatatuck River...Wabash River...White 
  River...Youngs Creek...

.Flooding is ongoing on central and southern Indiana rivers, with 
significant flooding at some locations south of Interstate 70.

Rain and/or snow fell Sunday and Monday in central and southern 
Indiana. Additional rain fell Monday night into Tuesday morning, 
with slightly more rain and snow this afternoon, providing a 36-hour 
total of generally between a half an inch to an inch and a quarter 
of precipitation. This will prolong flooding at many locations and 
bring back flooding at others.

Significant flooding is occurring on the Wabash River at Mount 
Carmel.  On the White River, significant flooding is occurring from 
Newberry through the lower reaches of the river. Significant 
flooding on the East Fork White River has progressed down to 
Rivervale and has reached locations down-river as well.

Flooding directly or indirectly may affect small groups of homes and 
cabins, most notably in the general areas of near Elliston, 
Edwardsport, Hutsonville, Riverton, Vincennes, Mount Carmel, 
Rivervale, Bedford, and Williams.  Water has reached critical levels 
for the McGinnis and Shufflebarger Levees near Newberry, major 
agricultural levees near Edwardsport, and private levees in the 
Montezuma area.  Levees in the Petersburg area will need to be 
monitored as the river continues to approach major flood stage.  
Shawnee Airfield near Elliston likely is being affected by flood 
water.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

.Flooding continues along central and southern Indiana rivers, with 
significant flooding in southwest Indiana on the Wabash River at 
Mount Carmel, White River from Newberry southward, and the East Fork 
White River from Rivervale westward.

Rain and the water equivalent from snow over the past week through 7 
AM Tuesday morning has amounted to 3 to 5+ inches for the majority 
of central and southern Indiana.  Up to another quarter inch has 
fallen between 7 AM and 10:30 PM EST Tuesday. The most recent 
weather system has brought enough precipitation to the area to 
prolong flooding at many locations and bring back flooding at others.

Flooding directly or indirectly may affect small groups of homes and 
cabins, most notably in the general areas of near Rivervale, 
Williams, Elliston, Edwardsport, Hutsonville, Riverton, Vincennes, 
and Bedford.  Levees should be monitored in the Petersburg and 
Montezuma areas, and the major agricultural levees of the Edwardsport 
area.  Shawnee Airfield near Elliston likely is being affected by 
flood water.

Mount Carmel on the Wabash river is expected to crest near 29 feet 
on February 16.  Petersburg on the White River is expected to crest 
very close to major flood stage of 26 feet, which is 10 feet above 
flood stage.  Bedford, Williams, and Shoals on the East Fork White 
River were near crest late Tuesday evening.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  Extensive backwater flooding of Minnow Slough, Sugar Creek and 
  Lamotte Creek in Palestine area. Numerous river cabins surrounded 
  by water across the river from Merom Bluff. Backyards of a few 
  residences southeast of Palestine along East River Road flood.

* Forecast...Rise above flood stage by this evening and continue to 
  rise to near 12.8 feet by late Wednesday night.  It will fall below
  flood stage by Friday morning.
* At 13.2 feet...Lowland flooding in progress along Driftwood River in
  northern Bartholomew County on April 6, 2011. Double Y Saddle Club 
  area flooded.  At least 6 inches of water flowing over CR 950N to 
  Club. Water is less than one foot away from CR 330W just south of 
  its intersection with Ohio Ridge Rd. CR 500N west of CR 250W is 
  flooded blocking vehicular access to residences near the river 
  bank. Lowell Public Access site is open but ramp is totally 
  flooded. Water close to one residence at Shelby CR 1000S and CR 
  900W.

.SYNOPSIS...
Issued at 341 AM EST Tue Feb 12 2019

An upper level trough and surface low pressure system will bring
precipitation to central Indiana into tonight. A series of systems
will then bring more chances for precipitation Thursday, Friday, and
again Sunday. Temperatures will bounce around during the work week,
but then settle on below normal readings for the weekend.

.NEAR TERM...(Today)
Issued at 341 AM EST Tue Feb 12 2019

The freezing rain threat should end shortly as temperatures across
the far northern forecast area are at freezing or just above at the
moment. By the expiration time of the Advisory at 400 AM, expect all
areas to be above freezing. However, there could be some slick
spots, so will issue a Special Weather Statement for this.

Otherwise rain continues to fall across the area ahead of a low
pressure system in Illinois. The low will continue to move northeast
this morning, and by the start of the Today period, the bulk of the
rain will be across the eastern 2/3 of the area. Will go high PoPs
there with lower PoPs west.

The area of rain will exit the area this morning, but more forcing
arrives early this afternoon with an upper trough. The northwest
area will be closer to better upper energy so will go with a period
of likely PoPs there this afternoon. Elsewhere will see chance or
lower PoPs.

As cold advection kicks in this afternoon, any precipitation will
mix with or change to snow as temperatures fall. Not expecting much
if any accumulation.

For the Flood Watch, will let it expire at 700 AM. Doesn't look like
much if any heavy rain is around early this morning, but don't want
to cancel the Watch early just in case.

Focus then switches to winds. A tight pressure gradient, plus cold
advection allowing stronger winds aloft to mix down, will put wind
gusts in the 40-45 mph range later this afternoon into tonight. Best
chances for higher gusts will be across northern areas. However, a
saturated ground will allow even lower gusts in the south to have
the potential to push a tree or two over. Will thus issue a Wind
Advisory all areas starting at 21Z (400 PM).

.SHORT TERM...(Tonight through Thursday night)
Issued at 341 AM EST Tue Feb 12 2019

Models are close enough that the model blend initialization
was accepted for most items.

The situation with the winds will continue for much of the night,
with winds gradually diminishing overnight. Will continue the
advisory through 09Z (400 AM). Otherwise some wrap-around forcing
and moisture will be across the area this evening. Will go mainly
chance or lower category PoPs. Across the far north wouldn't be
surprised to see a couple of areas see a half inch or more of snow
with this.

Wednesday will see skies become partly cloudy as clouds from the
first system exit but more clouds arrive ahead of some warm
advection aloft. There won't be enough forcing or moisture aloft for
any precipitation Wednesday with the warm advection.

Chances for rain will return Thursday into Thursday night with
another low pressure system. There looks to be sufficient moisture
and forcing for high chance category/low end likely category PoPs
with this system.

Wednesday will see cool temperatures, but warm advection will push
temperatures to above normal for Thursday.

.LONG TERM /Friday through Monday Night/...

Rain with a few snow showers mixed in will linger into Friday
morning in the wake of a low pressure system. As temperatures
increase on Friday though, the snow showers will transition to
rain over the southern two-thirds of central Indiana and an influx
of moisture with another weak wave could be enough to contribute
to light snow accumulations across the northern third of the
forecast area through Friday night.

After a break in activity on Saturday, precipitation will increase
from the southwest on Saturday night once again ahead of the next
system. This system will impact central Indiana through Sunday
with additional light snow accumulation over the northern third of
the forecast area. Confidence remains low in both the Friday and
Sunday precipitation types, but a slightly colder pattern on
Sunday is trending toward a more southern rain/snow line.

.AVIATION /Discussion for the 12/12Z TAF Issuance/...

IFR conditions will prevail into this afternoon. Despite improved
visibilities this morning, ceilings still remain low and light
showers persist. Conditions will return to MVFR by this afternoon
though where they will stay through tonight. VFR conditions are

strong today and tonight out of the west/southwest with sustained
speeds of 13 to 20 kts and gusts to 37 kts.

...PATCHY DENSE FOG ACROSS CENTRAL INDIANA THIS MORNING...

Patchy dense fog is occurring across parts of central Indiana
this morning. This fog should mix and lift over the next couple of
hours, with visibilities expected to improve significantly by
noon. Motorists encountering fog should use low beam headlights
and use extra caution.
