...ARCTIC FRONT WILL BRING SNOW THEN BITTER WIND CHILLS TO THE
SOUTHERN APPALACHIANS...

.A strong cold front will bring moisture and associated
precipitation to the southern Appalachians starting during the
early morning hours Tuesday. Temperatures and snow levels will
fall rapidly through the morning hours, with accumulating snow
continuing through late morning and into the early afternoon. The
precipitation will likely fall as all snow at elevations above
3500 feet, but the mountain valleys and the northeast Georgia
mountains will likely see a period of rainfall before the
precipitation gradually changes to all snow through the morning.
The snow will end from the west during the mid to late afternoon.
Arctic air and windy conditions will then develop in the wake of
the front, with bitter wind chills setting up Tuesday night and
continuing, and indeed worsening, through Wednesday night.

...ARCTIC FRONT WILL BRING SNOW THEN BITTER WIND CHILLS TO THE
SOUTHERN APPALACHIANS...

.A strong cold front will bring moisture and associated
precipitation to the southern Appalachians beginning early this  
morning. Temperatures and snow levels will fall rapidly through 
the morning hours, with accumulating snow continuing through late 
morning and tapering off in the early afternoon. The 
precipitation will likely fall as all snow at elevations above 
3500 feet, but the mountain valleys and the northeast Georgia 
mountains will likely see a period of rainfall before the 
precipitation gradually changes to all snow through the morning. 
The snow will end from the west during the mid afternoon as the
arctic air comes in from the northwest. Windy conditions will 
then develop in the wake of the front, with bitter wind chills 
setting up Tuesday night and continuing, and indeed worsening,

.SYNOPSIS...
Dry high pressure will give away today to an approaching
strong cold front.  Expect this strong cold front to spread
precipitation across our region tonight into Tuesday.  A very cold
area of arctic high pressure will then build in for Wednesday and
Thursday then slowly modify into the weekend.

.NEAR TERM /THROUGH TONIGHT/...
As of 357 am: The back edge of a cirrus shield associated with low
pressure well off the southeast coast was making slow but steady
eastward progress, and should make it clear of the fcst area
by around daybreak. Good radiational cooling to the west of the
cirrus deck was allowing temps to drop down close enough to the
dewpt over the mtn valleys to worry about fog formation. Will be
keeping an eye for the development of freezing fog in the pre-dawn
hours. Otherwise, the rest of the dark time should be quiet.

Today will be the boring weather day before the more interesting
stuff starts to happen tonight. An upper short wave will pass east
early in the day and sfc high pressure will ridge into the region
from the south for the afternoon, which will bring the wind around
to the S/SW, while clouds increase out ahead of strong cold front
the approaching from the west. High temps should be close to normal.

The models have been fairly consistent with bringing the low
moisture back to the upslope areas of southwest NC beginning
after 00Z, then depicting the development of light precip in that
area during the mid/late evening. This could easily be a bit too
optimistic...either way...will not include any precip amts before
06Z. Moist isentropic upglide will develop after 06Z as the front
approaches, so it seems likely that precip will also develop
in the upslope areas in the pre-dawn hours. Fcst soundings have
consistently shown a snow level in the 3k-4k ft range, so most
likely the precip will fall as snow at the high ridgetops and
elevations above 4k ft, perhaps accumulating a few inches before
sunrise across the peaks of the Smokies, Balsams, and Nantahala
mtns. However, the initial precip should fall as cold rain in the
valley locations ahead of the cold front. The front should reach
the mtns by 12Z Tuesday with the snow level falling quickly right
behind it.

Most of the Winter Storm Watch will be upgraded to either a Warning
or Advisory with this issuance, because the impact will begin
across the NC mountains before daybreak Tuesday, that is to say,
roughly 24 hours from now. The meteorological reasoning will be
discussed in the next section.  The exception will be Rabun County
GA, where the Watch will be left intact, after coordination with
the Peachtree City NWS office.  Thought it to be less confusing
for the Georgia partners to keep the winter product consistent
across the whole state.  We will revisit this later today.

.SHORT TERM /TUESDAY THROUGH THURSDAY/...
As of 305 AM EST Monday: A very cold arctic front will be pushing
into the wrn NC mtns to begin the period. Good confidence is had
with the timing of the sfc trof axis and the expected increase of
winds and precip along and behind the frontal zone. There is some
disagreement btw the op models as to the amt of qpf with the GFS abt
50% higher than the NAM/CMC/EC solns thru 18z. These other models
have dropped off a little since the previous runs and WPC also has
decreased the area of their 2-4 inch snow contour across the mtns.
So...have trended in this direction but gave the previous official
qpf amts the most weight due to the latest model uncertainty.

Snowfall will continue across elevations abv 3.5 Kft to begin the
period with lowering snow levels as the morning progresses.
Soundings across the French Broad Valley show a change over to all
snow around 16z or so. This is sigfnt as the precip shield will be
pushing east of the mtns by 19z. Even with a little lower qpf...the
snow amts have remained similar if not a bit higher than the
previous fcst as wetbulb cooling within the sfc layer was given more
credence. So...with arnd a 3-hr window for accum snowfall...expect
arnd 1-2 inches over the mtn valleys. The higher valleys will
receive more snowfall however...and the peaks shud receive from 3-4
inches with higher amts likely across the Smokies and Balsams.
Thus...aft coordination with surrounding offices will issue an
elevation dependent warning for the SW NC mtns and advisories
elsewhere in the watch area.

As the front pushes east of the mtns...llvl cold air adv will
increase and drop temps throughout the daytime period. A stg
downward motion signal is seen with this cold air which will mix
high momentum to the sfc and create stg gusts during the
afternoon...esp across the nrn mtns. Will include this high wind
wordage in the advisory for the nrn mtns. A reinforcing arctic high
pressure system quickly builds in early Wed and many areas across
the mtns will receive stg and perhaps damaging winds/gusts...esp
over the higher terrain. Given temps well below normal...these winds
will also create very cold wind chills which will persist into Thu.
Will mention this developing situation in the HWO for now...but will
likely issue appropriate products as we get closer to the event.

Outside the mtns...there will be a low-end amts of snow generally
across the adjacent fthills...nw/rn Upstate and NE GA. Winds will
still be gusty...but probably remaining below adv levels. Cold air
will be the big issue with mins 12-15 degrees below normal (or L20s)
Tue and Wed nights. Max temps will generally reach the mid to upper
40s Tue...then struggle to reach 40 degrees Wed and Thu afternoons.

.LONG TERM /THURSDAY NIGHT THROUGH SUNDAY/...
As of 130 AM EST Monday: Starting at 00Z Friday with the arctic high
pressure centered near West Virginia as it transits to the East
Coast and modifies.  This high pressure moves off the Atlantic Coast
on Friday as a fading shortwave approaches from the NW.  Models
agree on very little weather to affect the NC mountains if there is
anything left from the shortwave Friday night. Heights rise going
into the weekend as the longwave trough departs to the east and an
upper ridge builds in from the west. The ridge axis will be roughly
from Florida to the Great Lakes Saturday night and moving slowly
east as surface moisture increases from the Gulf toward Tennessee.
Models show a low tracking from southern California early Saturday
to across the central Plains States by late Sunday. Moisture
increases across our region on Sunday as the cold front drifts to
the southeast toward our area.  The front should not arrive to near
the TN border until well after the end of our current forecast
period (12Z Monday).  In fact, the front may not get to us until
Tuesday. At least with the warmer air over our area and the cold air
up toward Canada, we expect very little if any wintry precip.
Temperatures through the extended period starts out below normal
Thursday night then going above normal through the weekend
especially at night with the cloud cover and increasing rain.

.AVIATION /09Z MONDAY THROUGH FRIDAY/...
At KCLT and elsewhere: VFR through the period. A dense cirrus
cloud shield will gradually translate east of the fcst area through
daybreak. Wind light/variable. After sunrise, we should bring the
wind around to light NE, with a fairly quick veering to SE and
S in the middle of the day. Clouds will thicken very late in the
day with an altocu ceiling moving in around sunset.

Note for KHKY: Have kept AMD NOT SKED in going TAF due to ongoing
outage at automated obs station, though manual obs are being made
during the daytime.

Outlook: A fast-moving cold front is likely to bring rain and snow
to the mountains Tuesday, with rain and a small chance of snow
east of the mountains. Periodic restrictions could occur during
this time. Otherwise, generally dry and cold from Tue night through
the week.
