rises are possible thereafter.

is near Highway R. As of 10:00 AM, up to 6 inches of water is
covering portions of Mill Road.
* Other potential impacts at 12.0 feet. Up to 2 feet of water may be
covering portions of Clay Pit Road and Broadway Street Park Road in
the city of Manitowoc. Parts of Mill Road and North Rapids Road
could become covered by up to a foot of water.

several feet since Sunday afternoon due to an ice jam. The river
stage has been fluctuating between flood stage and below flood
stage.

* Impacts at 15.5 feet. Flooding affects mainly agricultural land.
Some cottages may be affected by water on the western end of the
Big Eau Pleine Reservoir...or about 5 miles downstream of the gage

Area Forecast Discussion National Weather Service Green Bay WI 1231 PM CDT Mon Mar 18 2019 Updated aviation portion for 18Z TAF issuance .SHORT TERM...Today...Tonight...and Tuesday Issued at 329 AM CDT Mon Mar 18 2019 Clouds will increase today as a weak trough moves across the region. There could be a few sprinkles or snow flurries in the far north in the afternoon. Highs will close to normal. Mostly cloudy skies are likely tonight as weak warm advection arrives well ahead of another upper tough. The clouds and a light breeze will hold temperatures up close to normal. Warm advection Tuesday should bring temperatures up several degrees above normal, with partly cloudy skies in eastern Wisconsin and more clouds further west. .LONG TERM...Tuesday Night Through Sunday Issued at 329 AM CDT Mon Mar 18 2019 Latest model output continues to show an amplified, but progressive mean flow across the CONUS. An eastern Pacific upper trough is forecast to hit the West Coast mid-week, close off into an upper low and eventually reach the central Plains next weekend. An upper ridge over the western CONUS will move across the Rockies mid-week and eventually reach the east-central CONUS next weekend. Precipitation chances appear minimal with the passage of a shortwave trough late Tuesday night/Wednesday. The next real chance of a more widespread precipitation event arrives late Saturday night into Sunday as a combination of WAA and an impulse to eject out of the central Plains closed low/mid-level trough. Temperatures are expected to be at or slightly above normal through Wednesday, then warm further above normal for late week into the weekend. Anticipate river levels to remain elevated as additional snow melt runs off and keeps a flooding threat over the region. A cold front is forecast to sweep across WI Tuesday night, however moisture is rather limited and better mid-level forcing either stays to our northeast with a northern branch shortwave trough or passes to our south associated with another mid-level trough. That leaves the cold front alone to try and generate any precipitation which models indicate will not happen. Therefore, look for an increase in clouds Tuesday night, but no precipitation. Min temperatures to be in the middle to upper 20s north, upper 20s to lower 30s south. Weak cyclonic flow to exist across WI on Wednesday and it is conceivable that a few snow or rain showers could clip far northeast WI. At this point, have only added a slight chance pop to the forecast. Do expect a decent amount of clouds through the day and this should keep max temperatures in the lower to middle 40s. If any breaks in the clouds can occur, a few upper 40s will be possible. The cyclonic flow diminishes Wednesday evening and with the eastern fringe of high pressure beginning to edge toward WI overnight, anticipate a general decrease in clouds. Despite clearing skies and a northwest flow aloft, min temperatures to only drop into the middle to upper 20s. This area of high pressure will slowly move to the east during the late week period and be our main weather feature providing for mostly sunny days and mostly clear nights. Temperatures will continue to slowly moderate, especially by Saturday as winds turn to the south- southwest. Min temperatures to mainly be in the middle to upper 20s, with max temperatures rising from the middle to upper 40s Thursday to the upper 40s to middle 50s by Saturday. A caveat is that areas near Lake MI to only reach the lower to middle 40s from Thursday to Saturday. The next meaningful chance of precipitation arrives late Saturday night into Sunday as gulf moisture gets pulled north ahead of the central Plains mid-level trough. Temperatures will warm enough such that the precipitation would fall as all rain. Problem is that having temperatures in the middle to upper 40s near Lake MI, lower to middle 50s elsewhere, will lead to more snow melt and potential for area rivers to rise. Therefore, flooding concerns will continue across northeast WI for the foreseeable future. && .AVIATION...for 18Z TAF Issuance Issued at 1230 PM CDT Mon Mar 18 2019 VFR conditions prevailed across the area at midday but clouds were increasing, with bases at many locations in the 2500 to 3500 foot range. Have kept the daytime hours VFR today, but am a little concerned about potential for the development of MVFR ceilings.
