...MAJOR WINTER STORM CONTINUES TO PUMMEL THE AREA WITH 
SNOW...NOW WINDS STARTING TO INCREASE...

.An intense low pressure system located over Lake Michigan east of
Kewaunee around daybreak will slow as it tracks into Canada today.
The heavy snow band across central and north-central Wisconsin had
weakened, but now winds are starting to increase. Winds will
increase significantly between 700 am and 1000 am. The strongest 
winds will occur from the mid-day to early evening hours, when 
gusts of 40 to 60 mph are likely. The strong winds will create 
white-out conditions in areas that receive significant snowfall. 
Damage to trees and power lines is likely in areas which received 
a significant coating of ice from freezing rain Saturday evening.

...VERY STRONG WINDS TO CONTINUE THIS AFTERNOON...
...TRAVEL HAS BECOME HAZARDOUS...

.An intense low pressure system located just east of Lake Superior
will move into southeast Ontario this afternoon. The heavy snow
had ended, however very strong west to northwest winds have
arrived. Sustained wind speeds of 25 to 35 mph with gusts of 40 to  
60 mph are likely this afternoon into early this evening. These 
strong winds will create white-out conditions in areas that 
receive significant snowfall. Damage to trees and power lines is 
likely in areas which received a significant coating of ice from 
freezing rain Saturday evening. Furthermore, temperatures have
begun to fall allowing any water on area roads to start to freeze.
Travel will be hazardous this afternoon into tonight. Many roads
are now ice-covered and dangerous, therefore motorists are urged
not to travel unless in an emergency.

.Due to the ongoing dangerous road conditions, multiple accidents,
road closures and white-out conditions, the blizzard and winter
storm warnings across northern and central Wisconsin have been
extended into this evening. Sustained wind speeds of 25 to 35 mph
with gusts of 45 to 60 mph will create white-out conditions,
making travel very difficult, if not impossible. Travel is not
recommended. These strong winds have also caused tree branches to
break and power line damage. Power outages continue over parts of
northeast Wisconsin.

...GUSTY WINDS WILL PRODUCE BLOWING AND DRIFTING SNOW AND BITTER 
COLD WIND CHILLS...

.The winter storm that brought snow, freezing rain and strong
winds to the area will move slowly away, but will continue to 
influence the weather in our area overnight.

Gusty winds will continue to produce blowing and drifting snow and
make travel hazardous until late tonight. The gusty winds will also
bring much colder air into the region. Air temperatures will fall
below zero by sunrise in most places, with wind chills of 15 to 
30 below zero.

The main headline changes this morning will be to upgrade much of
the Winter Storm Warning to a Blizzard Warning, and to convert the
remaining Winter Weather Advisory near the Bay to a Winter Storm
Warning. Coding is shown below. Updated WSW will be out ASAP.

.LONG TERM...Monday Night Through Saturday
Issued at 336 AM CST Sun Feb 24 2019

Bitter cold temperatures are expected to start the period on
Tuesday, then temperatures should moderate some by the end of the
work week although should remain a few to several degrees below
normal. There are two systems to contend with, the first on
Tuesday/Wednesday and the other system Friday/Saturday. Over the
last several days, the ECMWF has bounced around with a feature
moving through the mean flow Tuesday into Wednesday. The run
tonight has a system moving across the area Tuesday night and
Wednesday. The GFS has been consistent with this feature, although
it does bring more to snow to the area than the ECMWF. At this
point, there should be at least a few inches of snow during this
period which will result in hazardous travel.

The system for Friday into Saturday is more impressive with
negative tilted 500mb trough, deepening surface low pressure
system across Michigan on Saturday, and coupled jet streak. This
system could bring several inches of snow to the region Only minor
changes made to max/min temperatures during the period.

Low pressure will move from Iowa to Lake Michigan overnight and
bring a mix of snow, freezing rain and rain to the area. Heavy
snow is likely north of a Wausau to Iron Mountain line with a
mixture of snow, sleet and freezing rain further east to a Waupaca
to Marinette line. East of there will mostly be rain tonight,
though it will change to snow for a few hours around daybreak
Sunday.

Strong west winds of 25 to 35 knots with gusts to 50 knots will
produce crosswinds on north south runways Sunday through evening.
They will also produce low visibilities in blowing snow at places
that receive significant snowfall tonight.

This Hazardous Weather Outlook is for north-central and northeast
Wisconsin.

.DAY ONE...Tonight

A major late winter storm will bring widespread hazardous travel
conditions to the area tonight. Heavy snow is expected in north-
central Wisconsin. Snow and freezing rain are expected from
central through northeast Wisconsin. Mainly rain is expected along
the lakeshore and in east-central Wisconsin, but dense fog is
possible at times in these areas.

.DAYS TWO THROUGH SEVEN...Sunday through Saturday

Any lingering mixed precipitation will change to snow and the snow
will diminish. However, west to northwest winds of 25 to 35 mph
gusting over 50 mph will result in significant blowing and
drifting snow at locations that receive heavy snow overnight. The
winds could also result in damage to trees and power lines in
areas that develop a significant layer of glaze due to freezing
rain.

Cold air surging into the region in the wake of the storm, will
combine with the wind, to drive wind chill indices down to 20 to
30 below zero late Sunday night and Monday morning across the
entire area. Despite lower winds, colder temperatures will send
wind chill values down to 15 to 25 below zero Monday night and
Tuesday morning. Wind chills this low indicate that exposed skin
can suffer frostbite in as little as 30 minutes. Wind Chill
Advisory headlines will probably be needed Sunday night and may be
needed Monday night.

Light snow may cause hazardous travel across the region Tuesday
afternoon into Wednesday morning and again Friday into next
Saturday.

Rain will continue into early Sunday morning, before changing to
snow. Although air temperatures are at or slightly above freezing,
the ground remains cold from the recent cold nights. Reports from
sheriff's departments across the region indicated icy spots on
area roadways. Also, due to poor drainage, ponding of water was
also noted on highways and in urban areas where storm drains are
still clogged from recent snowfalls.

If you are traveling overnight, slow down and allow extra time to
reach your destination. Black ice is hard to detect! Ponding of
water on roadways may cause you to hydroplane and lose control of

The freezing rain has changed over to snow this morning. Ice
accumulations across central and portions of north-central
Wisconsin ranged from a tenth to half inch.

Snow, which may be heavy at times with visibilities of a quarter
of a mile or less will continue towards daybreak. Snowfall rates
of 1 to 2 inches per hour can be expected with the band of heavy
snow. The combination of the heavy snow this morning and icing
from last evening will continue to produce very difficult travel
conditions for motorist. Motorist can expect snow and ice covered
roads and poor visibilities below one quarter of a mile at times.

Later this morning, northwest winds are expected to increase 20
to 35 mph with gusts around 45 mph. The combination of strong
winds, along with snow and ice covered trees and power lines
will result in sporadic damage to trees and power lines today.
Power outages are anticipated.

...ICE OR SNOW COVERED ROADS AND PONDING OF WATER ON AREA
ROADWAYS WILL CONTINUE EARLY THIS MORNING...

A mix of rain, freezing rain, sleet and snow will continue early
this morning before changing to all snow around sunrise. With
temperatures hovering around freezing, any mixed precipitation
will cause roads to be slick due to a light accumulation of snow
or rain freezing on pavements due to cold ground temperatures.
The latest highway reports indicated ice covered conditions on
Interstate 43 from Green Bay to Sheboygan and on Highway 10 from
Appleton to Manitowoc. Many other roads across east-central
Wisconsin were reported to have slick spots due to freezing rain.

Also, ponding of water is expected to continue this morning as
the deep snow pack has caused poor drainage on area highways and
in urban areas where storm drains are still clogged from recent
snowfalls.

If you are traveling early this morning, slow down and allow extra
time to reach your destination. Black ice is hard to detect! Ponding
