We are probably going to need to issue a Dense Fog Advisory. Not
sure exactly when it will start...but tonight for sure. An SPS was
issued at 927 AM for Phillips/Smith/Jewell counties where we
received a report of 1/16SM from a COOP observer...and the K82
AWOS has been stuck at 1/4SM since 1345Z. HSI and HDE have also
recently dropped to 1/4SM.

Conds are favorable for fog to cont and even worsen...with dwpts
in the mid 30s advecting over cold ground/snow...and warm rain
falling into cold sfc-based air.

.SHORT TERM...(Today and Sunday)
Issued at 454 AM CST Fri Nov 29 2019

A messy forecast for the next 24 to 48 hours. To start patchy freezing
drizzle is ongoing across a good portion of the forecast area.
Temperatures are not climbing as quickly as earlier anticipated,
hovering around 31-33 with an occasional 34. With that, am
allowing the Winter Weather Advisory for Kansas counties to go
through 12z. This may be revisited and expanded depending on temps
closer to 6am. As for all of South Central Nebraska, the Winter
Weather Advisory has been expanded to 15z. High-res guidance
continues to show a slow warming trend this morning. Now some
areas along and north of I-80 could still remain below freezing
between 15 and 18z, so could possibly see some of those counties
extended again, but will wait and let the day shift watch trends
and decide.

Back to temperatures, which is a big crux of today's forecast, much
of the higher resolution guidance is showing a slow warming with
warm air advection increasing ahead of the low pressure system,
but overall cooler temperatures than originally anticipated for
today. Currently have highs in the upper 30s for much of the area
with some low 40s in north central Kansas.

Precipitation type will transition from drizzle/freezing drizzle
to rain with a rumble of thunder possible as the day wares on.
Light rain will be off and on with some drizzle at times as well.

Tonight the surface low will deepen and move into the Nebraska
Panhandle. Precipitation will gradually end during the overnight
hours as dry air moves in around the low, with lows in the 30s
expected. Southerly winds will increase as the surface low
deepens.

Saturday:
The Surface low will track across the heart of Nebraska eastward
during the day. Winds will increase ahead of the low, but as the
low passes, northwest winds on the back side will be the main
story. Very strong winds are expected to mix down causing
sustained speeds Saturday afternoon and evening between 30 and 45
mph with gusts up to 55-60 mph. The strongest winds will be
present during the evening. A High Wind Watch is in effect for
most of the forecast area, expanding it to include another few
counties overnight...all but the Highway 81 corridor is included
at this time.

While Today's highs have decreased, so have Saturday's highs. With
the low potentially tracking right over the heart of the forecast
area, a chunk of the area will not be in the warm sector as long,
thus stunting highs. Saturday night's lows are in the 20s with
wind chill temperatures in the single digits.

Snow: This major winter storm looks to stay largely north of the
forecast area at this time. A few tenths of snow, mainly less than
1 inch are possible along and north of the Interstate. The
heaviest snow and blizzard conditions will impact the northern and
western portions of the state. Any travel to the north and west
will be impacted.

Sunday:
The upper low will be moving off to the east during the day, but
still expect breezy northwest winds behind the system. Skies will
clear eventually, with highs in the 30s.

The remainder of the forecast looks to be fairly quiet. A couple
disturbances move southeast across the area, but remain dry.
Temperatures are expected to moderate back into the 40s with some
low 50s possible with the help of westerly downslope flow. The
next chance for precipitation is Thursday night as a disturbance
moves in from the west, while confidence remains very low in this
system, some precipitation may impact the southern sections of the
area.

This Hazardous Weather Outlook is for south central Nebraska and
portions of north central Kansas.

.DAY ONE...Today and Tonight.

A Winter Weather Advisory remains in effect for patchy light
freezing drizzle. Please refer to the latest winter weather
message for detailed information.

A few thunderstorms are possible this afternoon and evening across
the area. These storms will not be strong or severe.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

A High Wind Watch has been issued for a majority of the forecast
area for very strong northwest winds Saturday afternoon and
night. Sustained wind speeds of 30 to 45 mph and gusts to 60 mph
are possible. Please refer to the watch message for detailed
information.

...DENSE FOG WAS OCCURRING OVER PARTS OF NORTH CENTRAL KANSAS...

At 922 AM CST...weather observations indicated that widespread fog
was reducing the visibility to one-quarter of a mile across
Phillips...Smith...and Jewell counties. In some locations...the
visibility was down to one-sixteenth of a mile. Fog will continue
through the day...and it is uncertain when and if visibilities
might improve to above one-quarter of a mile. Those driving
should use caution...and allow extra time to reach your
destination.
