Issued at 1004 AM CDT Tue Mar 12 2019

Updated the forecast to issue a fog advisory for the entire CWA
today into this evening. Stratus has descended significantly as
dew point depression are zero or near zero. In areas where there
is not any rain/shower activity, we are really tanking, and will
probably continue to do so until we get our next major slug of
rain later on tonight.

UPDATE Issued at 714 AM CDT Tue Mar 12 2019

Regarding fog potential:
On top of EVERYTHING else going on over the next few days, we are
getting more concerned for 1-mile-or-less visibility in fog across
various parts of the CWA today into tonight, especially during
periods of light-or-no precipitation. Not necessarily sure that
widespread dense fog (1/4 mile or less) will necessitate a
possible Advisory, but for now, felt prudent to add a fog mention
to the Hazardous Weather Outlook (HWOGID).

.SHORT TERM...(Today through Thursday night)
Issued at 446 AM CDT Tue Mar 12 2019

Outside of a few showers passing through mainly southern portions of
the CWA, things are pretty quiet early this morning. Upper level obs
and satellite data showing southwesterly flow has set up across the
region, ahead of the main feature of interest, a strong low pressure
system currently spinning over the northern Baja. The ongoing
precipitation is being driven by a mid/upper level shortwave
disturbance, along with increased warm air/moistures advection from
the south. The overall coverage isn't as much as it looked few days
ago, though recent hi-res models show that additional scattered
activity will continue to push northeast into the area...mainly
affecting the southeastern half of the CWA. Not looking to pick up
any notable accumulations. Low level stratus, which has had lowering
ceilings through the night, has kept skies overcast across the
entire area. At the surface, winds remain south-southeasterly, with
the CWA set up between high pressure dominating the Midwest and a
trough of low pressure extending through the High Plains. Speeds are
generally either side of 10 MPH. Thanks to the cloud cover and
northward temp/moisture advection, temps have remained above
freezing, with 3 AM obs in the mid 30s to lower 40s.

See HYDRO section below for more detailed information about
overall liquid precipitation amounts and flooding concerns.

TODAY:
This shortwave disturbance will continue to push east this morning,
taking the better precipitation chances along with it. There looks
to be quite a lull in measurable precipitation, with better chances
returning closer to 00Z. In between through the daytime hours, am
concerned any precip would be in the form of drizzle, with ceilings
looking to drop to below 1000ft. Am staying on the pessimistic side
for cloud cover today, though some models hint at maybe some
thinning this afternoon in western/srn areas. Not betting on it at
this point. Otherwise, no significant changes were made to the
forecast. Winds will continue out of the south, and southern areas
will be on the gusty side this afternoon. Forecast highs for today
are in the mid 40s-mid 50s, but models/guidance suggest late day
highs.

TONIGHT-EARLY WEDNESDAY EVENING:
Looking in the grand scheme of things, there hasn't been any
significant changes in the models with this system. If anything,
it's slowed just a touch. By this evening, the upper low is expected
to have moved into srn AZ, then taking a more NNE track overnight,
ending up in the OK/NM/CO/KS border area Wednesday morning. Late
Wednesday/Wed evening, it looks to be moving into north central KS
(our southern CWA).

Through this time frame, the precipitation type is still expected to
be liquid. As a result of the upper low shifting closer, surface low
pressure over will really start to deepen over ESE CO, moving into
central/N central KS during the day Wednesday. The heavier
precipitation expands north through the area late tonight,
continuing into the morning hours Wednesday...but some of the recent
model runs are quick to push the heavier activity to the north as
the dry slot moves in (some are slower with this push).

Models continue to show at least a few hundred j/kg of CAPE starting
to nose into the area, keeping the threat for some thunderstorms in
the forecast tonight through Wednesday. Later tonight, can't
completely rule out a few stronger storms with some small hail.
Wednesday afternoon/early evening is interesting, as the well-
stacked wound up low is moving into the area. There is some concern
for stronger low-topped convection developing near the low, but
would be more concern if the instability was higher. It'll be
something to keep an eye on...currently the CWA is in SPCs general
thunder area.

East-southeasterly winds are expected to be ramping up, especially
over our southern counties, where sustained speeds of 25-30 MPH are
expected. Further NNW, the sfc trough axis will keep winds lighter.
Didn't change forecast highs much for Wednesday, which are in the
upper 40s to near 60.

MID-EVENING WEDNESDAY-THURSDAY:
There are still plenty of question marks with this time frame, with
the timing of the transition from liquid to snow (maybe a small
window of a wintry mix?) and if there is mesoscale banding that
makes a mess of things. As mentioned above, there's not a lot of
change in the models with the track of the low, which during this
period moves through the heart of the CWA into east-central NE by
12Z Thursday, before starting to gradually fill and move toward the
western Great Lakes.

The main sfc low deepens further, with models generally either side
of 980mb when it passes through the CWA. The very tight gradient and
hefty winds aloft to transfer down is expected to bring very strong
northwest winds to the entire region. Made no changes to the High
Wind Watch, which runs from 9PM Wed through 9 PM Thursday. Sustained
speeds of 35-45 MPH and gusts of 55-65 MPH are likely.

Precipitation-wise...there is good agreement showing while the main,
broader-scale deformation zone will greater affects areas to our
north and northwest, it's the development an additional mesoscale
band closer to the main low that is causing some greater concern.
Models are showing this band developing right along the N/NW
periphery of the low, which with its current track, could have a
notable impact on a decent chunk of our CWA.

The big questions lie with its exact location, and with the timing
of the transition over to snow (which currently is on the slower
side). If things would switch over to all snow, there'd end up being
a narrow band of potentially heavy snowfall rates...and to
complicate things more...it'd coincide with the onset of the very
strong NW winds expected to move in. Seriously thought about issuing
a Winter Storm Watch for portions of the CWA...but there are still
important details to iron out and already have 2 other watches out.
With it being a 4th-5th period event, feel there is still a little
time to see how models trend today.

While the winds will remain strong through Thursday,
precipitation should be on the downward trend. Not surprisingly
it'll be cooler than Wed, but highs are still in the 30s/lower
40s.

.LONG TERM...(Friday daytime through Monday)

General overview of this 4-day period:
Clearly the "calm after the storm" here, as we enter a multi-day
stretch of much quieter/dry weather. Right now, about the only
"catch" is that Friday daytime will still be quite breezy (albeit
not nearly as windy as Thursday!). Otherwise, the best news for
most folks is that it actually looks like a decent weather-
weekend, with not only dry conditions, but also a good chance of
near to perhaps slightly ABOVE normal temperatures for a change.

Biggest changes from previous forecast:
1) Not sure exactly where it came from (perhaps Canadian model?),
but previous forecast blend had introduced a chance of
precipitation Saturday night. With almost zero support for this in
the latest ECMWF/GFS runs have stripped this out, thus making
this entire 4-day stretch dry.

2) Although the increases were not as significant as those made
here 24 hours ago, have again nudged up high temps slightly
(generally 1-3 degrees) for Friday-Sunday, with Monday increased a
more substantial 4-5 degrees. Even with these upward adjustments,
our official forecast is still slightly cooler than raw GFS/ECMWF
guidance especially for Sat-Sun, meaning that further upward
trending may be needed. That being said, with potential for at
least some lingering snow cover from the mid-week storm, would
rather stay a touch on the conservative/cooler side for now.

With the main points out there, will conclude with some day-to-day
specifics...

Friday-Fri night:
Latest ECMWF/GFS are in good agreement that the far back edge of
mid-upper energy associated with the mid-week system will be in
the process of departing our region, putting us under benign
northwest flow aloft, between the departing trough, and another
(potentially cut-off) low well to our southwest over southern
CA/southern AZ/Mexico border area. Locally, confidence is high in
a mostly sunny day. As mentioned above, the main issue are
lingering rather-breezy winds, especially for the morning hours,
when sustained speeds at least 15-25 MPH/gusts to around 30 MPH
still look probable, but then easing up in the afternoon as the
surface pressure gradient starts to weaken as a ridge axis
approaches. This ridge axis passes through Friday night, dropping
winds to under 10 MPH (and the lightest they will have been for a
few days). Temp-wise, obviously any new snow cover could be a
factor in holding things down a bit, but have most areas aimed
low-mid 40s for highs, with mainly low-mid 20s for overnight lows.

Saturday-Sunday (the weekend):
As mentioned, compared to many recent weekends, this is shaping up
to be a seasonably-decent one. Our area remains under continued
northwest-flow, but with any disturbances of note passing well to
our northeast/southwest, the going dry forecast looks like a good
bet. Temp-wise, we may still need to adjust up a bit more (barring
snow cover effects), but currently have both days with very
similar highs mainly a few ticks either side of 50 in Neb zones,
and more mid-50s in KS. Daytime winds look to be generally 10-15
MPH from the southwest on Sat, and around 10 MPH from the north
Sunday behind a very weak front.

Monday:
Although confidence is details is obviously on the lower side this
far out, we maintain the dry forecast for now, despite the GFS
suggesting that a weak/moisture-starved disturbance could maybe
try stirring up a sprinkle in the general region. High temps were
increased 4-5 degrees from previous, now calling for widespread
low-mid 50s.

Honestly, our 12Z TAFs are a best attempt at simplifying what will
likely be a fairly complex/complicated situation, that will likely
require several amendments/updates.

In short, ceiling and visibility should both deteriorate fairly
quickly this morning (during the first 2-5 hours), with most of
the period expected to feature IFR/LIFR for both. There is a
chance for at least off-and-on LIFR visibility in dense fog, but
did not have the confidence yet to assign it to any particular
time frame.

Precipitation-wise, the one certainty is that the type will be
plain liquid rain or drizzle (non-freezing). Through most of today
and this evening, drizzle will likely be the prevailing type, but
with occasional passing rain showers possible. Overnight,
especially after 06Z, heavier rain showers are likely, along with
maybe a few thunderstorms (however, have not formally included
thunder as of yet).

Wind-wise, surface winds will be very consistent from a southerly
direction nearly the entire period, with speeds generally around
10-12KT. As for low level wind shear concerns, although it is
somewhat marginal, opted to include a mention from 03Z onward, as
southerly winds increase to around 40KT within the lowest 1,500
ft., resulting in roughly 30KT of shear magnitude between the
surface and this level.

.HYDROLOGY...

Various comments regarding hydro/flooding concerns:

- You know our CWA is in fairly "rare territory" for flooding
  concerns when the MBRFC (River Forecast Center) has an official
  forecast going for 20 of our official gauge points. While not
  all of them are currently forecasted to officially flood,
  several are projected to reach at least minor (if not moderate)
  flood stage during the Wed-Fri time frame. (see these at
  https://water.weather.gov/AHPS)

- The CAVEAT here is that much of this flooding potential hinges
  considerably on how projected rain/precipitation amounts
  actually pan out. As those watching have likely noted, our TOTAL
  precipitation forecast for today-Thursday has trended down
  roughly 0.25-0.50" over the past 24-36 hours, with most of the
  CWA now projected to receive generally 1.50-2.00" (of course,
  convection could always result in localized higher amounts).
  While even these decreased general totals are still plenty-
  concerning for flooding, the next round of fresh river forecasts
  that come out later this morning might back off the projected
  crests slightly.

- Because all current forecasts for river/stream flooding are so
  heavily dependent on medium-confidence forecasted precipitation
  amounts, we have decided to hold off (for now) on issuing formal
  river/stream Flood Warnings, and will see how reality actually
  plays out with rain totals especially late tonight into
  Wednesday. Of course, even without accounting for expected
  rainfall, snow melt alone on the frozen ground will continue
  promoting at least modest rises on rivers/stream (along with
  plenty of ponding/standing of water in low-lying areas).

- One "wild card" factor that would tip things more toward the
  serious side (especially for our larger Platte/Loup Rivers) is
  if river levels rise enough to promote rapid/widespread ice
  break-up, and resultant ice-jam flooding. This concern is
  enhanced by recent information from the USGS that ice thickness
  is still over 1 ft. on much of the Platte/Loup, meaning that
  these would be some pretty large ice chunks in play.

- So, all the above being stated: From a flooding messaging
  standpoint, we are trying not to hit the "panic button" too hard
  (especially given the recent slight downward trend in forecasted
  precip amounts), but at the same time the POTENTIAL is there for
  us to experience some of the worst late-winter/early spring
  flooding we have seen in many years, especially if ice jams come
  into play on the Platte/Loup river systems.

- IN CONCLUSION: we are keeping the CWA-wide Flood Watch firmly in
  place, and have actually extended it another 12 hours, now valid
  through Wednesday night (7 AM Thursday). The overall-situation
  is a fairly unusual one for our area (especially with regard to
  appreciable rain on frozen ground), so there is not a lot of
  historical precedent for us to lean on regarding just how "bad"
  things might (or might not?) get.

This Hazardous Weather Outlook is for south central Nebraska and
portions of north central Kansas.

.DAY ONE...Today and Tonight.

A dense fog advisory is in effect for the entire outlook area
until midnight. Please see the dense fog advisory message for
further information.

A Flood Watch goes into effect tonight for the entire outlook
area, as the first of a few rounds of potentially heavy rain
moves in. In addition, isolated to scattered thunderstorm
activity is likely. Although severe storms are not currently
anticipated, a few could become strong enough to produce small
hail.

Minor flooding continues along the Platte River in east-central
Hall County. Please refer to the Flood Advisory for further
details.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday.

Wednesday through Thursday, a strong, slow-moving storm system
will continue promoting multiple weather concerns.

First, much of the outlook area is expected to receive generally
1 to 2 inches of precipitation through Thursday, most of which
will fall as rain. Due to a variety of factors, including rain
falling onto frozen ground and melting snow, along with ice
starting to break up on area rivers, flooding is a definite
concern. A Flood Watch remains in effect for the entire outlook
area through Wednesday night. Please refer to the Flood Watch
statement for more information.

During the day Wednesday, at least isolated thunderstorm activity
remains possible, especially during the afternoon. While severe
storms are not considered likely, there is a chance for a few
stronger storms with hail and gusty winds, mainly between 3 and 8
PM. In addition Wednesday afternoon, strong southerly winds will
develop mainly in north central Kansas, with sustained speeds
around 30 MPH and gusts around 45 MPH.

As colder air rushes into the area Wednesday night into Thursday,
rain will change to snow from west-to-east, along with perhaps a
few pockets of freezing rain. At this time, snow amounts are not
expected to exceed 1 to 2 inches across most of the area.
However,
there is some uncertainty, as a heavier band of snow could
develop mainly within Nebraska counties west of Highway 281.
Please stay up to date with snowfall forecasts over the next few
days for possible changes.

No matter how much snow falls Wednesday night into Thursday, the
entire outlook area is under a High Wind Watch for very strong
north-northwest winds, with sustained speeds at least 30 to 45
MPH, and gusts of 55 to 65 MPH. Winds of this magnitude would not
only cause significant visibility reductions in blowing snow, but
also could result in spotty damage and scattered power outages.

information.

Finally, in addition to any new flooding that develops, minor
flooding will continue along the Platte River in east-central
Hall County. Please refer to the Flood Advisory for further
details.

Spotter activation will not be needed through tonight, but any
reports of flooding or possible hail would be appreciated.
