.SYNOPSIS...Active weather is expected for the remainder of the
week, including a strong storm with gusty winds, heavy rain, and
very hazardous ocean conditions Wednesday and Thursday.

&&

.DISCUSSION...

.SHORT TERM...Today through Wednesday morning...While dry
conditions prevail this afternoon within a regime of mild
southeasterly flow, cloud cover is steadily increasing ahead of a
meandering cutoff low pressure system approaching from the south.
This low is currently centered between 250 and 300 miles west of
San Francisco bay, and over the course of tonight and Tuesday will
very slowly move northward into the Pacific Northwest. As this
occurs, moisture will gradually increase, and scattered shower
activity will slowly spread into Northwest California from south
to north. The first of these showers are expected to reach
southern and eastern Mendocino County by later this evening, and
will very slowly move northward and increase in coverage between
tonight and very early Wednesday morning. The peak in coverage and
strength of these showers is expected late Tuesday evening, and
some modest instability may be just barely enough to generate an
occasional strike of lightning and burst of heavier rain as well.
As has been the case often this winter season, the prevailing
southeasterly flow will enhance showers along the eastern slopes
of the Klamath and Coast ranges, with a pronounced rain shadow
along the Redwood Coast region of Humboldt and Del Norte Counties.
While at least some rain is likely to fall even there, it will
likely be generally light and delayed until sometime between
Tuesday afternoon and early Wednesday morning in these downsloped
coastal areas. These southeast winds will also likely maintain the
mild coastal temperatures that have been observed in the past
couple of days.

As for snow, in most areas outside of Trinity County snow levels
will gradually rise from a low of around 4000 feet tonight to near
5500 feet by Wednesday morning. This will keep snow above the
most heavily traveled corridors of Highways 101, 299, and
199...and most likely Highway 36 as well although a brief snow
shower can't be completely ruled out along the higher passes east
of Mad River Tuesday. However, significant wet snow accumulations
are possible at Scott Mountain Pass on Highway 3 from Tuesday
morning through Wednesday morning as snow levels will likely
remain at 4800 feet or lower in this localized area, and
precipitation rates will be enhanced by the southeasterly upslope
flow. Current forecasts suggests that accumulations of 6 to 12
inches will be possible near the top of this particular pass by
Wednesday morning before snow transitions back to rain during the
day Wednesday.

.LONG TERM...Wednesday through early next week...Attention then
turns to the arrival of a relatively strong storm system
Wednesday, which will bring a variety of hazards as it moves
through the region. While southerly winds will gradually increase
Tuesday and Tuesday night, winds will remain only moderately gusty
until Wednesday morning. Winds will then increase rapidly during
the day and continue through Thursday morning, becoming quite
strong along many interior ridges and mountain tops. The bigger
source of uncertainty will be in whether or not these strong winds
will mix down into the more heavily populated coastal areas of
Del Norte, Humboldt and Mendocino Counties. While winds in these
lower elevations are not expected to reach the 65 to 70 mph speeds
expected in the higher elevations, gusts to 45 or 50 mph will
certainly be possible and may be enough to warrant a Wind Advisory
as the event draws nearer and confidence increases.

As for rain, light to moderate showers leftover from the previous
night will be reinforced by an arriving warm front early in the
day Wednesday, and this light precipitation will increase rapidly
as a cold front passes through the area during the afternoon and
evening. Rain rates are expected to become somewhat high as this
feature moves through, particularly right along the frontal
boundary during the evening where cooling aloft will generate a
moderate amount of instability and lead to more convective
precipitation and perhaps a few strikes of lightning. The heaviest
rain is expected to occur across Mendocino county and interior
high terrain, again with at least some downslope drying occurring
along the coastal plain due to the southeasterly prevailing winds.
Rain rates within convective activity may also approach the lower
end of debris flow thresholds around the Mendocino Complex burn
scar, and this will need to be monitored closely as the event
draws nearer. Meanwhile, some minor urban and small stream
flooding will be possible during and shortly after the period of
heaviest rain late Wednesday and early Thursday, but this is not
expected to rise above a nuisance level and a more widespread
Flood Watch is not anticipated at this time. In addition, main
stem rivers are expected to rise significantly on Thursday,
perhaps to the highest flows seen yet this season in southern
areas, but are still not expected to reach flood stage. However,
some rivers are forecast to reach near or above monitor stage,
including the Eel River at Fernbridge, Russian River at Hopland,
and possibly the Navarro River as well.

After the cold front moves inland Wednesday night, waves of
convective showers will spread into the area through the day and
overnight Thursday, and gradually dissipate Friday morning. When
all is said and done, widespread rainfall totals of 2.5 to 5
inches are expected between tonight and Thursday night, with the
heaviest rain falling late Wednesday. As for snow, snow levels are
expected to rise to around 5500 to 6000 feet Wednesday, then drop
back down to around 4000 to 4500 feet behind the cold front late
Thursday and Friday. While a few more inches of snow will be
possible at Scott Mountain Pass, accumulating snow is expected to
remain largely above other major highway passes. However,
significant new snow will be added to the snowpack in the Trinity
Alps above 6000 feet throughout the event, likely several feet of
new snow in these taller peaks.

A passing warm front will bring some additional light
precipitation to some areas Friday night and Saturday, and another
cold front will bring another round of moderate rain Sunday. Rain
will dissipate Sunday night, and a distinct drying pattern is
expected early next week as a ridge of high pressure builds
offshore. /BRC

.AVIATION...Mid level cloud advection, associated with a low
pressure system off the Central California Coast, brought mid Cigs
to aviation terminals today...especially at UKI where "lower" mid
Cigs prevailed. Clouds will continue to forge into the northern
areas through the day. Rain to reach the UKI terminal by mid
afternoon. Hazy conditions also developed from Humboldt Bay to ACV
today. ESE gusty winds expected to continue in Mendocino through
early evening although UKI can expect frequent lulls. LLWS (mostly
vertical speed) threat continuing in Mendocino through evening.
VFR conditions can be expected until conditions rev up at UKI
early Tuesday.

.MARINE...Long period W-NW swell will continue to decay tonight.
Advisories for small craft remain in effect through this evening,
though seas have been trending downward north of Cape Mendocino this
afternoon. Southeast winds will strengthen across the southern outer
waters tonight as gradients tighten in response to a weak trough
offshore. Stronger southeast winds around 20 to 25 kt should expand
north of Cape Mendocino on Tuesday, with a corresponding ramp up in
short period southeasterly seas. With seas expected to hit 10 ft or
more, expect the advisory to continue for the southern outer waters
on Tue and expand into the northern waters by Tue night.

The main wind event for the waters will probably hold off until late
Wednesday or Wednesday night as a front moves into NW California
coastal waters. Gale force winds from 35 to 40 kt are highly
probable, though the potential for a storm force gust around 50 kt
is not completely out of the question, especially around the Cape.
Steep southerly waves and westerly swell will combine forces to
produce seas from 15 to 20 ft Wednesday night, before seas ramp up
to 20 to 25 ft due primarily to a westerly swell that will arrive on
Thursday. Hazardous and chaotic seas will have a significant impact
for crab fishing interests. Conditions may improve on Friday, though
models have been hinting at another front approaching the west coast
this weekend.

.BEACH HAZARDS...A developing Pacific storm system will likely
generate a huge westerly swell that will impact NW California
beaches on Thursday. This swell combined with brisk SW winds may
produce a 1 to 1.5 foot storm surge on top of high tide, which could
result in localized coastal flooding as well as very large surf.

Snow levels around 4,000 feet over Trinity County with showery
precipitation may result in locally heavy snowfall over Scott
Mountain Summit on Highway 3 Tuesday and Tuesday night.

A large, powerful storm system will bring strong winds and heavy
rain Wednesday afternoon into Wednesday night. High surf will likely
result in hazardous beach conditions and possibly minor coastal
flooding on Thursday.

Snow levels will fall to around 4,500 feet on Thursday with more
snowfall for Scott Mountain summit. Otherwise most other highway
passes are expected to be snow-free.

A slight chance of thunderstorms will be possible from Wednesday
evening through Thursday afternoon. Small hail will also be possible
from Wednesday night through Thursday afternoon.
